RES-10373 Amendment to MOU Orange Management AssociationRESOLUTION NO. 10373 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF ORANGE AND THE ORANGE MANAGEMENT ASSOCIATION. WHEREAS, the City of Orange (hereinafter, City) and the Orange Management Association (hereinafter, OMA) have met and conferred in accordance with the requirements of the Meyers-Milias-Brown Act; and WHEREAS, the City and OMA entered into a Memorandum of Understanding setting forth specified terms and conditions of employment for OMA membership for the period of July 1,2007 through June 30, 2010 (hereafter, MOU); and WHEREAS, the MOU was approved by the City Council on November 13, 2007, by Resolution No. 10223; and WHEREAS, since adoption of the MOU, national and local economic conditions have changed dramatically and the City has projected a $10.9 million budget deficit for the upcomingFY 2009/1 0 budget due primarily to projected decreases in major revenue sources;and WHEREAS, the City has requested all City employee bargaining units, including OMA, to defer scheduled salary increases for a one-year period in exchange for the City's agreement not to lay-off employees or reduce any other previously negotiated compensation or benefits; and WHEREAS, the City and OMA desire to enter into the attached Amendment to the MOU to memoralize their agreement.NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the Amendment to MOU attached as Exhibit A is approved.ADOPTED this 26th day of ATTEST: I, MARY E.
