A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING THE LETTER OF
UNDERSTANDING BETWEEN THE CITY OF
ORANGE AND THE CITY OF ORANGE POLICE
MANAGEMENT ASSOCIATION.
WHEREAS, the City of Orange (hereinafter, City) and the City of Orange Police
Management Association (hereinafter, COPA Management) have met and conferred in
accordance with the requirements of the Meyers-Milias-Brown
Act; and WHEREAS, the City and COPA Management entered into a Letter
of Understanding setting forth specified terms and conditions of employment for COPA membership
for the period of July 1, 2008 through June 30, 2011 (hereafter,
LOU); and WHEREAS, the LOU was approved by the City Council on November 12,
2008, by Resolution No.
10336; and WHEREAS, since adoption of the LOU, national and local
economic conditions have changed dramatically and the City has projected a $10.9 million budget deficit
for the upcoming FY 2009/10 budget due primarily to projected decreases in major
revenue
sources;and WHEREAS, the City has requested all City employee bargaining
units, including COPA Management, to defer scheduled salary increases for cone-year
period in exchangefor the City's agreement not to lay-off employees or reduce
any other previously negotiated
compensation or benefits; and WHEREAS, the City and COPA Management desire to
enter into the attached Amendment to the LOU
to memoralize their agreement.NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Orange that the Amendment to LOU attached as
Exhibit A is approved.ADOPTED this 26th
