RES-10371 Amendment to LOU Orange Police AssociationRESOLUTION NO. 10371 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE AMENDING THE LETTER OF UNDERSTANDING BETWEEN THE CITY OF ORANGE AND THE CITY OF ORANGE POLICE ASSOCIATION. WHEREAS, the City of Orange (hereinafter, City) and the City of Orange Police Association (hereinafter, COP A) have met and conferred in accordance with the requirements of the Meyers-Milias-Brown Act; and WHEREAS, the City and COP A entered into a Letter of Understanding setting forth specified terms and conditions of employment for COP A membership for the period of July 1,2008 through June 30, 2011 (hereafter, LOU); and WHEREAS, the LOU was approved by the City Council on August 26, 2008, by Resolution No. 10320; and WHEREAS, since adoption of the LOU, national and local economic conditions have changed dramatically and the City has projected a $10.9 million budget deficit for the upcoming FY 2009/10 budget due primarily to projected decreases in major revenue sources;and WHEREAS, the City has requested all City employee bargaining units, including COPA, to defer scheduled salary increases for a one-year period in exchange for the City's agreement not to lay-off employees or reduce any other previously negotiated compensation or benefits; and WHEREAS, the City and COP A desire to enter into the attached Amendment to the LOU to memoralize their agreement.NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the Amendment to LOU attached as Exhibit A is approved.ADOPTED this 26th day ATTEST: M~~~~er~Ci I, MARY E.
