RES-10365 Adoption of New Postion Classification System For Non-Sworn City PositionsRESOLUTION NO. 10365 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE ADOPTING A NEW POSITION CLASSIFICATION SYSTEM FOR ALL NON- SWORN CITY POSITIONS. WHEREAS, the City Council of the City of Orange has employed a consultant, Koff Associates from Emeryville, California, to conduct a City-wide Classification Study of all non-sworn City positions; and WHEREAS, the consultant has completed the Classification Study and developed new classification specifications for all covered positions and a set of recommendations for changing certain position titles and classifications; and WHEREAS, the City Council desires to adopt the recommendations of the Classification Study by authorizing staff to properly classify all employees recommended for Title Changes, Reclassifications, or New Classifications proposed by the consultant and agreed to by staff; and WHEREAS, due to the results of this Study, several positions are recommended for a change in their current representative bargaining unit into a different unit; and WHEREAS, the City Council desires the City Manager to continue to have the administrative authority to consider, approve, modify, create, or delete job classifications;NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange agrees to:1. Adopt the Final Report of the Classification Study for the City of Orange completed by Koff & Associates as provided in Exhibit A; and 2. Adopt and begin utilizing the Recommended Class Descriptions as prepared by Koff & Associates and submitted to the Human Resources Department under separate cover; and 3. Authorize staff to implement the consultant's recommendations effective May 10,2009 for all Classification Title Changes; New Classifications; and Position Reclassifications as outlined in Exhibit A; and 4. Authorize staff to meet and confer with the affected bargaining units, during future contract negotiations, on the appropriate salary rates for positions being reclassified to a higher level class that currently does not have an assigned salary range, as well as proposed bargaining unit changes as outlined in Exhibit 5. Amend each of the following MOU's or Resolutions to reflect the new position titles as outlined in Exhibit A, along with their existing salary schedules: RESOLUTION NUMBER BARGAINING UNIT 10320 City of Orange Police Association 10207 OMA (Mid- Management)10208 OMCEA (Maintenance & Crafts)10209 OMEA (Professional, Technical, Clerical)9953 Part- Time & Seasonal 10294 Top Management A & B 10210 WDEA (Water Division Employees)6.
