A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO LIEUTENANT JACKIE GOMEZ-WHITELEY
OF THE POLICE DEPARTMENT FOR MORE THAN
22 YEARS OF LOYAL AND DEDICATED SERVICE
TO THE CITY OF
ORANGE.WHEREAS, Jackie began her career in law enforcement on July 2, 1984 as a
Cadet with the Los Alamitos Police Department, and entered the Golden West College
Police Academy as a self-sponsored recruit on August 18,
1986; and WHEREAS, Jackie Gomez-Whiteley was hired as a Police Officer
with the Orange Police Department on September 16, 1986; and became the first woman
motorcycle officer in 1989. She attended the Golden West College Motorcycle Academy where
she graduated at the top of
her class; and WHEREAS, Jackie was involved in the shooting of a kidnap
suspect who attempted to murder one of the kidnap victims. Jackie shot the suspect twice, wounding
him. In 1990,she received the Department's Medal of Valor and was honored at the
Orange Rotary Club and American Legion. She has also received a Department commendation
for her excellent display of crisis negotiation training at the scene of a
murder/suicide; and WHEREAS, Jackie coordinated a seventeen-agency
law enforcement motorcade for the funeral of a Police Commander from Los
Alamitos Police Department; and WHEREAS, Jackie was the first woman in the City of
Orange promoted to Sergeant on May 1, 1994; the first woman promoted to Lieutenant on December
2, 2001; and has worked as a Supervisor in all three Divisions in
the Police Department; and WHEREAS, Jackie graduated from California POST
Command College Class 40.She wrote an article entitled Dirty Bombs: Calculating the Threat,
which was published in the Police and Security News Magazine. She was also selected by POST
to participate in the newly created Command
College Advocate Program; and WHEREAS, Jackie continues to be involved in a leadership
role with the National Marrow Donor Program and is the President of Officers Give
Hope; a non-profit organization that sponsors marrow donor drives throughout the law
enforcement
community in the state;and WHEREAS, since 1994 Jackie has worked as
a Recruit Training Officer and Program Coordinator at the Golden West
College Criminal Justice Training Center Leadership and Ethics Institute. She
teaches Professionalism and Ethics, Community Relations and Interaction with the Public. She recently wrote an
article on leadership
WHEREAS, Jackie is married to John Whiteley, retired Lieutenant with the Orange
Police Department, mother of Nicole, and step-mother of Sean Whiteley, a police
officer with the Tustin Police
Department.NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of
Orange extends sincere gratitude to Jackie Gomez-Whiteley for her leadership and service
to the citizens of the Orange community, and best wishes for her continued success
as a Commander with the Cypress
Police Department.ADOPTED this 13th day of
