I am honored to have been re-elected Mayor of this unique City.In my second two year term of office, I look forward to building upon the many successes this City has enjoyed these past two years.But before addressing the City's status as I take office again, I must thank the more than 28,000 voters who supported me, the good friends who were my advisors, and the hundreds of volunteers who worked so vigorously to get out the vote on my behalf - and I see many of you in the audience tonight, as well as husband and one of my sons.Orange has been recognized as one of the safest large cities in America, as measured by FBI crime statistics. Our many community oriented policing projects, including the newly organized Neighborhood Enhancement Teams, have proven successful in helping citizens and businesses in reducing crime and in improving neighborhoods. Our Police Department is one of the finest in the state, and their expertise makes Orange a better place in which to live and work.Our Fire Department is recognized as a leader in providing property and life-saving services.With a recent upgrade in our nationally-recognized fire insurance rating, the City's property and business owners should foresee reduced fire insurance rates. Our Emergency Transport Program,combining paramedic and ambulance delivery, recently celebrated its first anniversary of service.Our entire community can take pride in knowing that our efforts have saved many lives.The City has become a leader in regional transportation issues because of our strategic location.Massive improvements to Interstate 5 through Orange are about to begin, and construction of the Eastern Transportation Corridor is well underway. Improvements to the 55 Freeway through Orange are in the planning stages. Locally, improvements to Lorna, Main, La Veta, and The City Drive are in planning or under construction. In all of these improvement projects, neighborhood impacts are among our most important concerns. We will work to insure that any adverse impacts of these vital projects are absolutely minimized.r-Our libraries, parks, and recreational programs are a vital part of our community life. We are preparing a vision plan for the future of our library system, and a non-profit Library Foundation was recently formed to help improve our library facilities and equipment. CITY COUNCIL MINUTES OF AN ADJOURNED REGULAR MEETING ORANGE, CALIFORNIA DECEMBER 3,1996 Master Use Agreement with the Orange Unified School District to improve recreational opportunities throughout the City. We are also receiving significant grant assistance from several sources to dramatically improve and improve our youth recreational opportunities throughout the City. Despite continued State actions to take-away City revenues, our financial structure remains sound. Our emphasis on economic development is assuring a bright financial future for this community. Our Economic Development Department deserves much of the credit for these successes.The expansion of the tax base, through developments such as The Mills, Century Theaters, and K D Investments, mean that the City can maintain its attractive low tax rates. This allows us to further our commitment to improve City services while insisting that there will be no tax increases. Combined with our emphasis on a business-friendly and efficient City operation,Orange will continue to be an attractive place to do business.Advances in communications technology will be a factor in the future success of the City of Orange. We are developing significant improvements to our information systems to improve internal communications and improve access to information by the public. We will soon be televising civic functions, including City Council meetings, on cable television, and we are expanding our City publications. We will continue to stress customer service as we serve you,our clients. We especially look forward to longer customer service hours beginning next summer when we return to a full five day service week.As in my first two year term, I pledge to work hard on your behalf. I will continue to help make this City better, and support new programs which are worthy of my support, making certain that they are not a burden on our taxpayers.I am proud to have been re-elected Mayor of this wonderful City. ATHCART, CMC CITY CLERK pL JOANNE COONTZ / MAYOR Page 4 I RESOLUTION NO. 8715 A RESLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 5, 1996, DECLARING THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW. WHEREAS, a General Municipal Election was held and conducted in the City of Orange, California, on Tuesday, November 5, 1996 as required by law; and WHEREAS, notice of the election was given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in general law cities; and WHEREAS, pursuant to Resolution No. 8643, adopted June 11, 1996, the County Election Department canvassed the returns of the election and has certified the results to this City Council, the results are received, attached and made a part hereof as "Exhibit A." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION I. The City Council does declare and determine that: Joanne Coontz was elected as Mayor for the full term of two years; Michael Spurgeon and Michael Alvarez were elected as Members of the City Council for the full term of four years;Cassandra J. Cathcart was elected as City Clerk for the full term of four years; and Helen Y. Walker was e1ewas City Treasurer for the full term of four years.That as a result of the election, a majority of the voters voting on Measure R relating to term limits did vote in favor of it, and that the measure was carried and shall be deemed adopted Resolution No. 8715 SECTION 6. The City Clerk shalI enter on the records of the City Council of the City, a statement of the result of the election, showing: (1) the whole number of votes cast in the City; (2) the names of the persons voted for; (3) the measure voted upon; (4) for what office each person was voted for; (5) the number of votes given at each precinct to each person, and for and against each measure; (6) the total number of votes given to each person, and for and against each measure. SECTION 7. That the City Clerk shalI immediately make and deliver to each of the persons so elected a Certificate of Election signed by the City Clerk and authenticated; that the City Clerk shalI also administer to each person elected, the Oath of Office prescribed in the Constitution of the State of California and shalI have them subscribe to it and file it in the office of the City Clerk. Each and alI of the persons so elected shalI then be inducted into the respective office to which they have been elected. SECTION 8. That the City Clerk shalI certify to the passage and adoption of this resolution and enter it into the book of original resolutions. ADOPTED this 3rd day of December, 1996.
