ADMINISTRATIVE REPORTS _ None.7. REPORTS FROM CITY MANAGER 7.1 Report on the 1996/ 97 Budget.The City Manager presented highlights of the 1996/97 Budget reporting the proposed $49.3 million general fund budget is balanced with no tax, rate orfeeincreaseproposals. The Organization Transitional Plan and budget processes are working together to maximizeefficienciesandimproveservicelevels. The proposed budget recommends no layoffsandrecommendseliminating30vacantfulltimepositionsinfavorofadditionalcontract, part-time and seasonal services. A three year goal of budget realignmentwasreviewed. The Formal Reserve Fund Policies and Inter-Fund Transfers were reviewed bytheFinanceDirector.The City Manager described the budget document which contained graphs of projected General Fund, sales tax, and property tax revenues; and piechartsdescribingthegeneralfundandallfundsoperatingbudget. Each Department Head briefly summarized their proposedpersonnelchanges,contracted services and highlights of service level and programchanges.PAGE 2 CITY COUNCIL MINUTES April 30, 1996 7. REPORTS FROM THE CITY MANAGER (Continued) The following Council discussion ensued: City Manager to provide a history of the City's contributions over the years to the Miss OrangePageant. Concern expressed regarding contracting for City services: 1) what is included in the contract; suggest a performance appraisal or establish general parameters to evaluate the contract; how arethecontractswritten, is there a master contract; and what type of supervision is included in the contract? City Manager to check that the contracted services are in line with the ordinances of the City.Investigate the contract procedures and improvement of service levels whether it is with existingCitypersonnelorcontractpersonnel. City Manager to provide quarterly reports to Council on the operations of the Resource Center. It was suggested that the two solitication ordinances be reviewed especially in regards to application to business parking lots. City Manager to provide a rundown on the cost of mandates to the City of Orange. Mayor Coontz recognized the following people who spoke on budget items: Barbara DeNiro, 11 18 E.
