The City Council of the City of Orange, California convened on March 5, 1996 at 4:30 P.M. in an
Adjourned Regular Meeting with the Planning Commission in Conference Room C, 300 E.
Chapman Avenue, Orange, California.

Orange and freely accessible to members of the public at least 72 hours before commencement of

REPORTS 6.1 Presentation by the Design Collaborative
regarding ideas for
the future of the downtown area.Mayor Coontz announced the Design Collaborative requested the
joint study
session with the Planning Commission. The Collaborative has spent between 2,000 and
4,000 hours preparing facade designs for the down town area. This work hasprovidedamodelforrehabilitationofOldTowne. They have also taken on another role which is
to address land use opportunities at the PAGE 2

down town depot and university areas. The intent of the plan is to provide a vision for down
town. It is intended as a framework of what downtown can be in the future to use as a
comparison with future proposals.
Leason Pomroy, representing the Design Collaborative, gave a slide presentation depicting several
local cities that have renovated their downtowns with the cooperation of the property owners,
merchants, city officials and citizens.
The variety of ideas for the plaza, depot and university sites were shown on maps and discussed.
Ideas included centralized parking, landscaping, rerouting of traffic, pedestrian circulation and
open space.

The Council and Mr. Pomroy agreed that the plan needs the input of everyone involved with
downtown: merchants, churches, residents and civic groups. The Collaborative will begin
presentations to these groups and return to Council for a presentation in approximately eight
months.
