AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING TITLE 15 OF THE
ORANGE MUNICIPAL CODE ADOPTING AND
AMENDING THE 2019 EDITIONS OF THE
CALIFORNIA CODES AND RELATED MODEL
CODES,WITH APPENDICES,RELATING TO THE
BUILDING CODES.
WHEREAS,the State of California adopted new Building Codes in July of 2019; and
WHEREAS, these codes are commonly known as the California Building Standards
Codes, and published in Title 24 of the California Code of Regulations; and
WHEREAS, the California Health and Safety Code requires local governments to adopt
the most recent editions of the model codes related to construction; and
WHEREAS, State law provides that the model codes may be amended by local
governments with respect to local conditions, so long as those changes are not less stringent than
the State's minimum requirements; and
WHEREAS, local governments must update their building codes by adopting and
amending the State Codes to become effective by January 1, 2020.
NOW, THEREFORE,the City Council of the City of Orange does ordain as follows:
SECTION I:
Title 15, Chapter 15.04, Section 15.04.010 of the Orange Municipal Code is revised to
read as follows:
15.04.010 California Construction Codes Adopted by Reference.
For the purpose of prescribing regulations for erecting, construction, enlargement,
alteration, repair, improving, removal, conversion, demolition, occupancy, equipment use,
height, and area of buildings and structures, the following construction codes subject to the
modifications set forth in this Chapter, are hereby adopted: the California Building Code, 2019
Edition, based on the 2018 International Building Code as published by the International Code
Council, including Chapter 1, Division II; the California Residential Code, 2019 Edition, based
on the 2018 International Residential Code, including Appendix V Swimming Pool Safety Act;
the California Green Building Standards Code, 2019 Edition; the California Plumbing Code,
2019 Edition, based on the 2018 Uniform Plumbing Code as published by the International
Association of Plumbing and Mechanical Officials; the California Mechanical Code, 2019
Edition, based on the 2018 Uniform Mechanical Code as published by the International
Association of Plumbing and Mechanical Officials;the California Electrical Code,2019 Edition,
based on the 2017 National Electrical Code as published by the National Fire Protection
Association; the International Property Maintenance Code, 2018 Edition, as published by the
International Code Council;the Uniform Code For The Abatement of Dangerous Buildings, 1997
Edition, as published by the International Code Council.
The provisions of these Construction Codes as amended by this chapter shall constitute
the Building Regulations of the City of Orange. Where the California Code of Regulations and
State Building Standards Code of Regulations differ from any sections of the Construction Codes,
State regulations shall prevail over the Construction Codes.
One (1) copy of all the above codes and standards therefor are on file in the office of the
building official pursuant to Health and Safety Code Section 18942(e)(1) and are made available
for public inspection.
Notwithstanding the provisions of the above-referenced construction codes, all fees for
services provided pursuant to the construction codes shall not take effect until a resolution for
such fees is adopted by the City Council pursuant to California Government Code Section 66016.
SECTION II:
Title 15, Chapter 15.04, Section 15.04.015 of the Orange Municipal Code is revised to read
as follows:
15.04.015 Amendments to the 2019 California Building Code.
Administration. Division II of Chapter 1, entitled "Scope and Administration", is applicable
in the City.
Section 101.1 is revised to insert"Orange"into the text as the name of jurisdiction.
Section 101.4 is deleted in its entirety(including sections 101.4.1, 101.4.2, 101.4.3, 101.4.4,
101.4.5, 101.4.6 and 101.4.7), and replaced with the following:
101.4 Referenced Codes. The California Codes listed in Section 1 of this Ordinance
shall be considered part of the requirements of this code to the extent of each such
reference.
Section 105.2 is revised by amending exceptions 1 and 9,and adding 14 as follows:
1. Fences under 6 feet(1829 mm)high.
9. Prefabricated swimming pools accessory to a Group R-3 occupancy that are less
than 18 inches (457.2 mm) deep, do not exceed 5,000 gallons (18,927.059L) and
are installed entirely above ground.
14. Decks not exceeding 200 square feet(18.58 mz)in area,that are not more than 30
inches (762 mm) above grade at any point, are not atta.ched to a dwelling and do
not serve the exit door required by Section R311.2.

Section 107.3 is revised to add the following paragraph:
An expedited review and permit issuance process shall be provided for EV Charging
Stations and simplified forms for submittal will be made available on City's website.
Sections 403.4.8.3 and 403.4.8.4 are revised by moving item 2. Ventilation and
Automatic Fire Detection Equipment For Smoke Proof Enclosures from Section 403.4.8.3
Standby Power Loads and placing it in 403.4.8.4 Emergency Power Loads. The revised
sections read as follows:
403.4.8.3 Standby power loads. The following are classified as standby power
loads:
1. Power and lighting for the fire command center required by Section 403.4.6.
2. Elevators.
3. Where elevators are provided in a high-rise building for accessible means of
egress, fire service access, or occupant self-evacuation, the standby power
system shall also comply with Sections 1009.4, 3007, or 3008 as applicable.
403.4.9.1 Emergency power loads. The following are classified as emergency
power loads:
1. Exit signs and means of egress illumination required by Chapter 10.
2. Elevator Car Lighting.
3. Emergency voice/alarm communication systems.
4. Automatic fire detection systems.
5. Electrically powered fire pumps.
6. Ventilation and automatic fire detection equipment for smoke proof
enclosures.
Section 905.4 is revised by adding items 7 and 8 regarding Class 1 standpipe locations as
follows:
905.4 Location of Class 1 standpipe hose connections. Class 1 standpipe hose
connections shall be provided in all of the following locations:
1. In every required interior exit stairway, a hose connection shall be provided for
each story above or below grade. Hose connections shall be located at an
intermediate landing between stories, unless otherwise approved by the fire
code official. See Section 909.20.2.3 for additional provisions in smoke proof
enclosures.
2. On each side of the wall adjacent to the exit opening of a horizontal exit.
Exception: Where floor areas adjacent to a horizontal exit are reachable from
an interior exit stairway hose connections by a nozzle attached to 100 feet
30480 mm) of hose, as measured along the path of travel, a hose connection
shall not be required at the horizontal exit.

3. In every exit passageway, at the entrance from the exit passageway to other
areas of a building.
Exception: Where floor areas adjacent to an exit passageway are reachable
from an interior exit stairway hose connections by a 30-foot (9144 mm) hose
stream from a nozzle attached to 100 feet (30480 mm) of hose, a hose
connection shall not be required at the entrance from the exit passageway to
other areas of the building.
4. In covered mall buildings, adjacent to each exterior public entrance to the mall
and adjacent to each entrance to the mall and adjacent to each entrance from an
exit passageway or exit corridor to the mall. In open mall buildings, adjacent
to each public entrance to the mall at the perimeter line and adjacent to each
entrance from an exit passageway or exit corridor to the mall.
5. Where the roof has a slope less than four units vertical in 12 units horizontal
33.3-percent slope), a hose connection located to serve the roof either on the
roof or at the highest landing of an interior exit stairway with stair access to the
roof provided in accordance with Section 1011.12.
6. Where the most remote portion of a floor or story is more than 150 feet(45720
mm) from a hose connection, the fire code official is authorized to require that
additional hose connections be provided in approved locations. The distance
from a hose connection shall be measured along the path of travel.
7. The centerline of the 2.5 inches (64 mm) outlet shall be no less than 18 inches
457 mm)above and no more than 24 inches(610 mm)above the finished floor.
8. Every new building with any horizontal dimensions greater than 300 feet
91440 mm) shall be provided with either access doors or a 2.5 inch (64 mm)
outlets so that all portions of the building can be reached with 150 feet (45720
mm)of hose from an access door or hose outlet. Required access doors shall be
located in the exterior of the building and shall be accessible without the use of
a ladder. The door dimensions shall be not less than 3 feet (914 mm) in width,
and not less than 6 feet 8 inches (2032 mm) in height. These doors are for fire
department access only.
Section 910.3.4 is added to read as follows:
910.3.4 Sprinklered buildings. Where installed in buildings provided with an
approved automatic sprinklers system, smoke and heat vents shall be designed to
operation automatically by actuation of a heat-responsive device rated at least 100
degrees Fahrenheit above the operating temperature of the sprinklers, unless
otherwise approved.

Section 1505.1.3 is revised to read as follows:
1505.1.3 Roof coverings within all other areas. The entire roof covering of every
existing structure where more than 50 percent of the total roof area is replaced
within any one-year period,the entire roof covering of every new structure,and any
roof covering applied in the alteration, repair or replacement of the roof of every
existing structure, shall be a fire-retardant roof covering that is at least Class A.
Section 1807.1.6 is revised to read as follows:
1807.1.6 Prescriptive design of concrete and masonry foundation walls.
Concrete and masonry foundation walls that are laterally supported at the top and
bottom shall be permitted to be designed and constructed in accordance with this
section. Prescriptive design of foundation walls shall not be used for structures
assigned to Seismic Design Category D, E or F.
Section 3002.4.3a is revised to read as follows:
3002.4.3a Elevator entrance openings and car size. All buildings provided with
an elevator shall provide at least one elevator sized for emergency medical use. The
minimum cab size is: Single slide door(right or left) or end opening door, requires
a minimum clear cab size of 6'8" x 4'9' x 7'6" and a minunum door opening of
3'6" x 7'0". A center opening door requires a minimum clear cab size or 6'8" x
5'S x 7'6" and a minimum door opening of 3'6"x7'0".
Section 3109.2 is revised to read as follows:
3109.2 Construction permit; safety features required. New or remodel pools or
spas, at a private single-family home, shall have an enclosure complying with the
amended California Residential Code Appendix V.
Section 3109.4.4 is revised to clarify that pool barriers which are already in the Code are
scoped so as to apply on all private swimming pools and Section 3109.4.4.1 is revised to add the
following definition:

PRIVATE POOL, is any constructed pool, permanent or portable, and over 18
inches deep which is intended for non-commercial use as swimming pool by not
more than three owner families and their guests.
The first paragraph of Section 3109.4.4.2 is revised to read as follows:
3109.4.4.2 Construction permit; safety features required. Commencing
January 1, 2007, except as provided in Section 3109.4.4.5, whenever a
construction permit is issued for construction of a new private pool or spa at a
residence, it shall have an enclosure complying with 3109.4.4.3 and, it shall be
equipped with at least one of the following safety features:

Code, including Appendix H (Patio Covers), Appendix J (Existing Buildings and Structures),
Appendix V (Swimming Pool Safety Act), 2019 Edition, based on the 2018 International
Residential Code as published by the International Code Council, including Division II in
Chapter 1.
SECTION IV:
Title 15, Chapter 15.05, Section 15.05.015 of the Orange Municipal Code is revised to read
as follows:
15.05.015 Amendments to the 2019 California Residential Code.

a. Weathering may require a higher strength concrete or grade of masonry than
necessary to satisfy the structural •equirements of this code. The weathering column
shall be filled in with the weathering index (i.e., "negligible," "moderate"or "severe')
for concrete as determined from the Weathering Probability Map[Figure R301.2(3)J.
The gr•ade of masonry units shall be determined from ASTMC 34, C 55, C 62, C 73, C
90, C 129, C 145, C 216 or C 652.
b. The frost line depth may require deeper footings than indicated in Figure R403.1(1).
The jurisdiction shall fill in the frost line depth column with the minimum depth of
footing below finish grade.
c. The jurisdiction shall fill in this part of the table to indicate the need for protection
depending on whether there has been a history of local subterranean termite damage.
d. The jurisdiction shall fill in this part of the table with the wind speed fi•om the basic
wind speed map[Figure R301.2(4)].Wind exposure category shall be determined on a
site-specific basis in accordance with Section R301.2.1.4.
e. The outdoor design dry-bulb temperature shall be selectedfi om the columns of 971/2-
percent values for winter from Appendix D of the California Plumbing Code.
Deviations from the Appendix D temperatures shall be permitted to reflect local
climates or local weather experience as determined by the building o cial.
f. The jurisdiction shall fill in this part of the table with the seismic design category
determined from Section R301.2.2.1.
g. The Ciry of Orange does not have any Flood Hazards Zones. See City's FIRMmaps for
Flood Hazard Locations.
h. In accordance with Sections R905.2.7.1, R905.4.3.1, R905.5.3.1, R905.6 3.1,
R905.7.3.1 and R905.8.3.1, where there has been a history of local damage from the
effects of ice damming, the jurisdiction shall fill in this part of'the table with "YES."
Otherwise, the jurisdiction shall fill in this part of the table with "NO."
i. The jurisdiction shall fill in this part of the table with the 100 year return period air
freezing index (BF-days)fi•om Figure R403.3(2) or from the l00 year (99%) value on
the National Climatic Data Center data table "Air Freezing Index- USA Method(Base
32°)"at www.ncdc.noaa.gov/fpsf.htrnl.
j. The jurisdiction shall fill in this part of the table with the mean annual temperature
from the National Climatic Data Center data table "Air Freezing Index-USA Method
Base 32°F)"at www.ncdc.noaa.gov/f sf.html.
k. In accordance with Section R301.2.1.5, where there is local historical data
documenting structural damage to buildings due to topographic wind speed-up effects,

the jurisdiction shallfill in this part of the table with "YES."Otherwise, the jurisdiction
shall indicate "NO"in this part of the table.
l. In accordance with Figure R301.2(4)A, where there is local historical data
documenting unusual wind conditions, the jurisdiction shall fill in this part of the table
with "YES" and identify any specific requirements. Otherwise, the jurisdiction shall
indicate "NO" in this part of the table.
m. In accordance with Section R301.2.1.2.1, the jurisdiction shall indicate the wind-borne
debris wind zone(s). Othenvise, the jurisdiction shall indicate "NO" in this part of the
table.
n. The jurisdiction shall fill in these sections of the table to establish the design criteria
using Table 1 a or 1 b from ACCA Manual J or established criteria determined by the
jurisdiction.
o. The jurisdiction shall fill in this section of the table using the Ground Snow Loads in
Figure R301.2 (6).
Section R902.1 is revised to allow only class A roofs as follows:
R902.1 Roofing covering materials. Roofs shall be covered with materials as set
forth in Sections R904 and R905. A minimum Class A roofing shall be installed in
areas designated by this section. Classes A roofing required by this section to be
listed shall be tested in accordance with UL 790 or ASTM E 108.
Exceptions:
1. Class A roof assemblies include those with coverings of brick, masonry and
exposed concrete roof deck.
2. Class A roof assemblies also include ferrous or copper shingles or sheets,metal
sheets and shingles, clay or concrete roof tile, or slate installed on
noncombustible decks.
Section R902.1.3 is revised to require a minimum Class A roof as follows:
R902.1.3 Roof coverings within all other areas. The entire roof covering of every
existing structure where more than 50 percent of the total roof area is replaced
within any one-year period,the entire roof covering of every new structure,and any
roof covering applied in the alteration, repair or replacement of the roof of every
existing structure, shall be a fire-retardant roof covering that is at least Class A.
Section R902.2 is revised it to allow only Class A treated wood roofs as follows:
R902.2 Fire-retardant-treated shingles and shakes. Fire-retardant-treated wood
shakes and shingles axe wood shakes and shingles complying with UBC Standard
15-3 or 15-4 which are impregnated by the full-cell vacuum-pressure process with
fire-retardant chemicals, and which have been qualified by UBC Standard 15-2 for
use on Class A or B roofs.

Appendix V, Section AV 100.2(a) and AV 100.2(a)#1 are revised to read as follows:
a) Except as provided in Section AV 100.5, when a building permit is issued for
the construction of a new swimming pool or spa or the remodeling of an existing
swimming pool or spa at a private single-family home, the respective swimming
pool or spa shall be equipped with item #1 below AND at least one additional
following seven drowning prevention features:
1. An enclosure that meets the requirements of AV 100.3 and isolates the
swimming pool and spa from the private single-family home. Any walls of
the residential structure or accessory structures used to complete the
isolation enclosure must have door openings equipped with protection as
required in AV 100.2(a)#4 or#5. Any such door protection device provided
for this purpose may not be used to comply with the second drowning
prevention feature requirement.
SECTION V:
Title 15,Chapter 15.12,Section 15.12.010 of the Orange Municipal Code is revised to read
as follows:
15.12.010 California Mechanical Code Adopted by Reference.
For the purpose of prescribing regulations for mechanical equipment design,
construction, installation, quality of materials, location, operation and maintenance of heating,
ventilating, cooling, refrigeration systems, incinerators and other miscellaneous heat producing
appliances within the city the following construction code subject to the modifications set forth
in this chapter, is hereby adopted: the California Mechanical Code, 2019 Edition, based on the
2018 Uniform Mechanical Code as published by the International Association of Plumbing and
Mechanical Officials.
SECTION VI:
Title 15, Chapter 15.16, Section 15.16.010 of the Orange Municipal Code is revised to
read as follows:
15.16.010 California Plumbing Code Adopted by Reference.
For the purpose of prescribing regulations for plumbing equipment construction,
alteration,repair, improving, conversion and demolition,the following construction code subject
to the modifications set forth in this chapter, is hereby adopted: the California Plumbing Code,
2019 Edition, based on the 2018 Uniform Plumbing Code as published by the International
Association of Plumbing and Mechanical Officials.
SECTION VII:
Title 15, Chapter 15.17, Section 15.17.010 of the Orange Municipal Code is revised to
read as follows:

15.17.010 California Green Building Standards Code Adopted by Reference.
For the purpose of prescribing regulations for green building erecting, construction,
alteration,repair,improving,conversion and demolition,the following construction code subject
to the modifications set forth in this chapter, is hereby adopted: the California Green Building
Standards Code(CALGREEN),2019 Edition,as published by the California Building Standards
Commission.
SECTION VIII:
Title 15, Chapter 15.24, Section 15.24.010 of the Orange Municipal Code is revised to read
as follows:
15.24.010 California Electrical Code Adopted by Reference.
For the purpose of prescribing regulations for electrical equipment construction,
alteration,repair,improving,conversion and demolition,the following construction code subject
to the modifications set forth in this chapter, is hereby adopted: the California Electrical Code,
2019 Edition, based on the 2017 National Electrical Code as published by the National Fire
Protection Association.
SECTION IX: .
Title 15, Chapter 15.24, Section 15.24.05 of the Orange Municipal Code is revised to read
as follows:
Sec. 15.24.05 Amendments to the 2019 California Electrical Code.
Article 310.106(B) Conductor Material is revised to add a second paragraph to read as
follows:
Copper wire shall be used for wiring No. 6 and smaller in all installations.
Consideration for use of aluminum wiring can be made by the Building Official for
feeder lines only on an individual basis where adequate safety measures can be
ensured.
Article 310.121 is added to read as follows:
310.121 Continuous inspection of aluminum wiring. Aluminum conductors of
No. six (6) or smaller used for branch circuits shall require continuous inspection
by an independent testing agency approved by the Building Official for proper
torque of connections at their termination point.
Article 690.13(A)Building or Other Structure Supplied by a Photovoltaic System is revised
to read as follows:

A) Location.The PV disconnecting means shall be installed at a readily accessible
location either on the outside of a building or structure or inside nearest the point
of entrance of the system conductors. A single, visible-open, lockable AC
disconnect shall be within 3 feet of the meter on the exterior of the building.
SECTION X:
A summary of this Ordinance shall be published and a certified copy of the full text
of this Ordinance shall be posted in the Office of the City Clerk at least five (5) days prior
to the City Council meeting at which this Ordinance is to be adopted. A summary of this
Ordinance shall also be published once within fifteen (15) days after this Ordinance's passage
in a newspaper of general circulation, published, and circulated in the City of Orange. The City
Clerk shall post in the Office of the City Clerk a certified copy of the full text of such adopted
Ordinance along with the names of those City Council members voting for and against the
Ordinance in accordance with Government Code Section 36933. This Ordinance shall take
effect thirty (30) days from and after the date of its final passage.
