RES-10480 Continug Said City's Operating Budget 2009-10RESOLUTION NO. 10480 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE CONTINUING SAID CITY'S OPERATING BUDGET FOR THE FISCAL YEAR 2009-2010 INTO FISCAL YEAR 2010- 2011 AND ADOPTING THE CAPITAL IMPROVEMENT AND DEBT SERVICE BUDGET FOR THE FISCAL YEAR 2010-2011.WHEREAS, the City is in the process of developing an annual operating budget for fiscal year 2010-2011; and WHEREAS, the City is required to make routine payments for goods and services in order to continue the day- to-day operations of the City;BE IT RESOLVED by the City Council of the City of Orange, California, as follows: SECTION I. Continuation of Operating Budget The City of Orange operating budget for the Fiscal Year 2009-10, on file in the office of the City Clerk, is hereby adopted as the operating budget for the City of Orange for Fiscal Year 2010-11. Appropriations for the City Operating Budget are set forth in the Schedule of Operating Expenditures by Fund by Department. This is merely a temporary spending plan that will enable the City to pay for essential expenditures. It will be replaced as soon as possible with the adoption of an operating budget that will reflect anticipated revenues and expenditures for Fiscal Year 2010- ll .SECTION II. Adoption of Capital Improvement and Debt Service Budget The City of Orange Debt Service and Capital Improvement budgets for Fiscal Year 2010-2011, on file in the office of the City Clerk, is hereby adopted for the City of Orange for the Fiscal Year 2010-2011. Appropriations for the Capital Improvement Program, Debt Service, and Pass Through Agreements are listed in the Schedule of New Capital Improvement Projects, the Schedule of Debt Service Payments, and the Schedule of Pass Through Agreements.SECTION III. Transfer of Funds Within and Between Appropriations A. Transfer of Funds within an operating appropriation -Department Heads may transfer funds between non-salary object group classifications or programs within their operating departmentalappropriation with the approval of the Finance Director. The City Manager's approval is required to B. All other transfers between appropriations, including departmental budgets, capital projects, debt service or pass throughs, must be approved by the affirming vote of three members of the City Council. SECTION IV. Budget Revisions The City Council, by the affirmative vote of three members, may amend the budget to add, delete, or revise appropriations.
