RES-10479 Supporting Chapman Avenue & Glassell Street Master PlanRESOLUTION NO. 10479 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE SUPPORTING THE FINDINGS OF THE CHAPMAN AVENUE AND GLASSELL STREET MASTER PLAN OF ARTERIAL HIGHWAYS DOWNGRADE TRAFFIC STUDY. WHEREAS, the City of Orange worked cooperatively with the Orange County Transportation Authority (OCTA) to study and assess the proposed downgrade of Chapman Avenue and Glassell Street on the Orange County Master Plan of Arterial Highways MPAH); and WHEREAS, the proposed downgrade of Chapman Avenue and Glassell Street is completely within the City of Orange consisting of the Chapman Avenue section from Lemon Street to Grand Street and the Glassell Street section from La Veta Avenue to Walnut Avenue, WHEREAS, the Orange Plaza traffic circle is the focal point of the Historic District; The City has developed a Historic Preservation Element of the General Plan: and WHEREAS, the daily volumes exceed the theoretical daily capacity of the segments through the Historic Orange Plaza, the surrounding land uses result in steady traffic activity throughout the day. As a result, significant peak hour traffic volumes are not experienced throughout the Plaza. The circulation system throughout Old Towne Orange consists of closely spaced 2-lane residential type collector facilities and can support the future localized traffic forecast activity throughout the district; and WHEREAS, improvements are not recommended for Chapman Avenue and Glassell Street through the historic Orange Plaza to provide additional vehicle capacity. Widening of these facilities would be detrimental to preserving the heritage of the historical Orange Plaza: and WHEREAS, the character, ambiance and historical nature of the district could be compromised by four-lane divided facilities through the Orange Plaza; and it would be difficult to improve Glassell Street and Chapman Avenue to the four- lane divided standards and maintain the integrity of the Historic District.WHEREAS, the proposed downgrade is requesting that Chapman Avenue and Glassell Street be reduced from a primary (four lane, divided) arterial to a collectorl (two lane, undivided) arterial on the Orange County MPAH; and WHEREAS, The City of Orange Transportation Analysis Model (OTAM) was utilized for the downgrade study. The report was thoroughly reviewed by the City of Orange WHEREAS, the City Council intends to amend the Orange General Plan CirculationandMobilityElementtoreflectthedowngradingofthesubjectOldTowneroadwayswiththepurposeofmaintainingconsistencywiththeCountyMasterPlanofArterialHighways,and hereby directs City staff to initiate this amendment. WHEREAS, the City Council, as part of its consideration and adoption of the anticipated Circulation Element Amendment for the subject Old Towne roadways, willconsiderandadoptedtheappropriateenvironmentaldocumentationinaccordancewiththeCaliforniaEnvironmentalQualityAct. NOW, THEREFORE, LET IT BE RESOLVED, that the City of Orange concurswiththestudyfindingsandsupportsthedowngradeofChapmanAvenueandGlassellStreettoacollectorarterialontheMPAH.
