RES-10487 Redevelopment Project Area FundsRESOLUTION NO. 10487 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE FINDING THAT THE USE OF HOUSING SET-ASIDE FUNDS BY THE ORANGE REDEVELOPMENT AGENCY OUTSIDE THE ORANGE MERGED AND AMENDED REDEVELOPMENT PROJECT AREA PURSUANT TO ITS HOME IlVIPROVEMENT PROGRAM WILL BENEFIT THE REDEVELOPMENT PROJECT AREA.WHEREAS, California Health and Safety Code Sections 33334.2 and33334. 3 provide that not less than 20% of tax increment funds allocated to a redevelopment agency the Housing Funds) must be placed into a separate Low and Moderate Income Housing Trust Fund to be used for the specific purpose of increasing, improving or preserving thecommunity's supply of low and moderate income housing available at affordable housing costs; and WHEREAS, the Orange Redevelopment Agency (Agency) has established or will establish a Home Improvement Program (the Program) pursuant to which Housing Funds generated by the Orange Merged and Amended Redevelopment Project Area, ( the Redevelopment Project Area) will be used to fund the Program; more specifically, to make available and provide home improvement grants and/or loans to qualified Very Low Income and Low Income households owning and occupying asingle-family residence or mobile home within the City of Orange (the Eligible Participants); and WHEREAS, pursuant toSection33334.2(g) of the California Health and Safety Code, and Program implementation, Agency assistance will be available and provided to Eligible Participants residing both within and outside of the Redevelopment Project Area;thus, requiring a benefit finding of the City Council in the form of a City Council resolution as to the specific use of Housing Funds allocated to the Program and used outside of the Redevelopment Project Area.NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE DOES HEREBY RESOLVE AS FOLLOWS:I. The allocation and use of Housing Funds by the Agency for the purpose of funding and providing home improvement assistance to qualified Very Low Income Households and Low Income Households outside of the Redevelopment Project Area in accordance with the Program requirements will benefit the Redevelopment ADOPTED this 22nd day of June, 2010. lyn V/~aveccfhe, Mayor, Ci~y of Orange ATTEST: cf Mary.
