A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO ANNIE CASE OF THE FINANCE
DEPARTMENT FOR THIRTEEN AND A HALF
YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, Annie Case graduated with a BA in Business Administrative
Accounting from California State University Fullerton, and previously received an AA
degree from Chaffey Community College in Business Administration. During her career in
Orange, she attended many classes and workshops to become better skilled in the vast and
changing aspects of Redevelopment Accounting; and
WHEREAS, Annie began her career with the City of Orange in June 1997 as an
Accountant in the Accounts Payable /Payroll division. She exhibited exemplary accuracy and
thoroughness in this position, as well as dependability and professionalism; and
WHEREAS, she was transferred to the Accounting Division in 2000, and
demonstrated strong communication skills —both verbal and written. A large portion of her
position involved fixed assets and developing an in -depth understanding of Governmental
Accounting Standards Board's GASB 34, which develops standards of state and, local
governmental accounting and financial reporting; and
WHEREAS, in 2003, Annie was promoted to the position of Senior Accountant in
the area of Redevelopment Accounting. She prepared the Redevelopment Agency's first
Comprehensive Annual Financial Report (CAFR) and received several "Certificates of
Achievement for Excellence in Financial Reporting" by the Government Finance Officer's
Association (GFOA). Her fellow staff members commend her ability to make sense of her
predecessor's Redevelopment Agency spreadsheets and cash flows and explain them to the
rest of the department, which has been a major accomplishment; and
WHEREAS, Annie was part of two teams - Finance and the Orange Redevelopment
Agency (ORA). Her Redevelopment colleagues dubbed her their "Jedi Master" - protector of
ORA finances. Not only could she "add," but she was also able to distill complex
Redevelopment financial concepts. She is credited with having written the book on
Redevelopment for Dummies "; and
WHEREAS, as a walking enthusiast, we will miss seeing Annie stride about Old
Towne on breaks, or watching her pour over jigsaw puzzles. She has a love of gardening, and
staff always enjoyed the colorful bouquets she kept on her desk. Annie is an excellent cook
and has been an important contributor to Finance potlucks. Stephen recalls her love for
pickled herring and her amazing ability to actually milk a cow - a woman of many talents!
She was an active participant in Game Week, and she will be missed for her contagious
laughter. She has truly been a joy to work with; and
WHEREAS, upon Annie's retirement from local government, she will spend more
time pursuing her many interests, including traveling to Holland, her homeland. More
importantly, she will spend more time at her City of Orange home with her husband Gary,
not needing to make so many commutes to Portland, Oregon and Washington State as their
son Steven will soon receive his Masters Degree in Applied Mathematics. And, of course,
the Finance Department looks forward to her coming back to help out for a few hours a week
as her time permits
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange expresses to Annie Case its sincere appreciation for 13 1/years of loyal and dedicated
service to the City of Orange, and wishes Annie continued success and prosperity in her
retirement.
