RES-10535 Temporary Public Street ClosureRESOLUTION NO. 10535 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE TEMPORARILY CLOSING SECTIONS OF PUBLIC STREETS FOR APPROVED SPECIAL EVENTS. WHEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets for celebrations and local special events when, in the opinion of the City Council, the closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing; and WHEREAS, the International Street Fair Committee, the Community Services Department, and the Rotary Club of Orange Sunrise, have requested temporary street closures to accommodate several special events in the streets. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange as follows: INTERNATIONAL STREET FAIR - INTERNATIONAL STREET FAIR COMMITTEE Section I That Chapman Avenue be closed from Lemon Street easterly to Grand Street; and Glassell Street from Almond Avenue northerly to Maple Avenue from 12:00 p.m. (Midnight) Thursday — September 1, 2011 through to 8:00 a.m. Monday — September 5, 2011. Section II That before said closure shall occur; International Street Fair Committee shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments. Section III That International Street Fair Committee shall notify area residents and businesses of the evert and temporary street closure in accordance with the Police Department's directions. TREATS IN THE STREETS — CITY OF ORANGE — COMMUNITY SERVICES Section I That the southeast quadrant of the Plaza be closed from 5:00 a.m. to 10:00 p.m.; and that Chapman Avenue be closed from Lemon Street easterly to Grand Street; and Glassell Street from Almond Avenue northerly to Maple Avenue on Thursday — October 27, 2011, from 1:30 p.m. to 10:00 p.m. Section II That before said closure shall occur; the City of Orange Community Services Department shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments. Section III The City of Orange Community Services Department shall notify area residents and businesses of the event and temporary street closure and parking removal in accordance with the Police Department's directions. VETERANS TRIBUTE — CITY OF ORANGE — COMMUNITY SERVICES Section I That Atchison Street from Chapman Avenue to Maple Avenue be closed on Friday — November 11, 2011, from 10:00 a.m. and 5:00 p.m. for a Veterans Day celebration sponsored by the City of Orange. Section II That before said closure shall occur; the City of Orange Community Services Department shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments. Section III The City of Orange Community Services Department shall notify area residents and businesses of the event and temporary street closure in accordance with the Police Department's directions. TREE LIGHTING CEREMONY — CITY OF ORANGE — COMMUNITY SERVICES Section I That the northeast quadrant of the Plaza be closed from Saturday, December 3, 2011, from 3:00 p.m. to Monday, December 5, 2011, 10:00 a.m.; and that Chapman Avenue be closed from Lemon Street easterly to Grand Street; and Glassell Street from Almond Avenue northerly to Maple Avenue on Sunday — December 4, 2011, from 12:01 a.m. to 10:00 p.m. Section II That before said closure shall occur; the City of Orange Community Services Department shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments. Section III The City of Orange Community Services Department shall notify area residents and businesses of the event and temporary street closure and parking removal in accordance with the Police Department's directions. 2 AUTO SHOW — ROTARY CLUB OF ORANGE SUNRISE Section I That Chapman Avenue be closed from Lemon Street easterly to Grand Street; and Glassell Street from Almond Avenue northerly to Maple Avenue be closed on Sunday — April 15, 2012, from 4:00 a.m. to 6:00 p.m. Section II That before said closure shall occur; the Rotary Club of Orange Sunrise shall provide all signing, barricades and traffic control necessary for the closure acceptable to the City, including the Police and Public Works Departments. Section III The Rotary Club of Orange Sunrise shall notify the area residents and businesses of the event and temporary street closure in accordance with the Police Department's directions. BOUTIQUE NOEL — ASSISTANCE LEAGUE ORANGE Section I That the west side of S. Orange Street between the two driveways adjacent to Municipal Parking Lot No. 2 shall be posted Sunday, October 16, 2011 through Sunday, October 23, 2011, to allow dedicated on- street parking enabling Boutique Noel vendors an area to load and unload their vehicles and facilitate event set -up. Any other applicable parking restrictions should also be suspended during this event. Section II That before said posting shall occur; the Assistance League Orange shall notify the area businesses of the event and temporary dedicated street parking in accordance with the Police Department's directions.
