RES-10572 Loyal Service Appreciation For Bart LewisRESOLUTION NO. 10572 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO CHIEF BART LEWIS OF THE ORANGE CITY FIRE DEPARTMENT AND COMMENDING HIM FOR MORE THAN FOUR YEARS OF LOYAL AND DEDICATED SERVICE. WHEREAS, on November 6, 2006, Bart A. Lewis became Fire Chief for the Orange City Fire Department, where he led the department for four - and -a -half years. In 2011, Bart celebrated 39 years in the fire service; and WHEREAS, Bart began working as a volunteer Firefighter for the City of La Habra Heights in 1972. A year later, he joined the City of Brea as a paid dispatcher. His next move was to the City of Stillwater, Oklahoma as a Firefighter at the fire station on the Oklahoma State University Campus, in exchange for room and board; and WHEREAS, in 1976, Bart returned to California with his Associate's Degree from Oklahoma State University, and after a short stint as a Fire Protection Consultant, was hired by the La Habra Heights Fire Department as a Fire Marshal; and WHEREAS, in 1979, Bart was hired by the Edmond Fire Department in Oklahoma as a Training Division Chief where he served for three years. He subsequently took a job as the Deputy Chief in nearby Moore, Oklahoma for four years. His next step in the career ladder was when he was hired by the Apple Valley Fire Protection District as Fire Chief where he worked for 11 years, before moving to the City of Santa Rosa as the Deputy Fire Chief, where he served for 10 years; and WHEREAS, Bart earned his Bachelor's degree in Management from Pacific Union College in 1999. He also completed his Executive Fire Officer Certification from the National Fire Academy in Emmitsburg, Maryland. Bart authored one book on fire department management and co- authored two national training manuals; and WHEREAS, serving as the Fire Chief in the City of Orange, Bart displayed leadership skills on many significant projects. He initiated processes to improve EMS services, enhance fire facilities, provide internal communications, build collaborative labor relations, and organized a team approach to management; and WHEREAS, Bart actively participated in the Fire and EMS service at the state and regional levels serving as the Vice -Chair of the California Fire Chief's Legislative Task Force and President of the San Bernardino and Orange County Fire Chief's Associations. He also served as President of the Sonoma County Fire District Association. Bart was very involved in the political and legal process to preserve City and Fire Department rights to deliver paramedic services to their citizens. NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Orange expresses sincere appreciation and congratulations to Bart Lewis for his four- and -a- half years of loyal and dedicated service to the City of Orange Fire Department, and wishes Bart and his wife Charlotte "Nini," a happy, healthy and fulfilling retirement. His humor, friendship, camaraderie, and his unique personality as part of the City's Executive team will be missed. ADOPTED, this 12 day of July, 2011.
