A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO JAVIER "HARVEY" SOSA OF THE STREET
TREE MAINTENANCE DIVISION OF PUBLIC
WORKS AND COMMENDING HIM FOR MORE
THAN THIRTY -ONE YEARS OF LOYAL AND
DEDICATED SERVICE.
WHEREAS, when "HARVEY" began his career with the City on January 28, 1980,
as a MicroFilm Scanner for the Police Department, little did he know that he would stay with
the same employer for 31 years; and
WHEREAS, he surprised even himself by finding out he liked his job at the "City"
and was promoted to Acting Tree Trimmer in Community Services Department six months
later; and
WHEREAS, Harvey was reclassified as Maintenance Worker in Public Works, when
the tree trimming division was eliminated; and
WHEREAS, Harvey has always been a "tree lover" at heart and took it upon himself
to earn his Arborist Certificate. Harvey has proven to be quite adaptable within the
Maintenance Division and has served several times as the "Acting Tree Services
Coordinator" and was finally promoted to the full time position in 2006, where he manages
the care and maintenance of over 19,500 street trees within the street right -of -way; and
WHEREAS, Harvey has played a major role with the annual success of Arbor Day
tree planting event, he takes it upon himself to contact local service groups, high schools and
volunteers to help renew our "city" urban forest. He has built a strong rapport with Orange
for Trees and other community groups; who are interested in preserving the character and
charm of our urban forest; and
WHEREAS, what sets Harvey apart from his fellow employees is the number of
commendations received from customers over the years, including residents, City Council,
Department Heads, and community groups; and
WHEREAS, Harvey, who never touched a computer keyboard or knew how to send
an email, has proven that "anyone" can learn if they put their minds to it; and
WHEREAS, Harvey's statement of "I'm retiring this year" has been said by him for
the past 10 years; he is finally making good on his promise; and
WHEREAS, Harvey's dedication to his job is truly without question; he is always
willing to support City special events, making sure streets are safely closed, schedules are
met, and trees are trimmed. However, there are just two things... Harvey is "not willing to "...

NOW, THEREFORE, on the occasion of his retirement from the City of Orange, we
wish to recognize Mr. Javier "Harvey" Sosa for his 31 years of dedication to Public Works
and public service and wish him and his wife Nancy many years of happy, healthy and
fulfilling retirement.
