RES-10636 Loyal Service Appreciation For Dave JensenRESOLUTION NO. 10636 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO CAPTAIN DAVE JENSEN OF THE ORANGE POLICE DEPARTMENT AND COMMENDING HIM FOR THIRTY FIVE YEARS OF LOYAL AND DEDICATED SERVICE. WHEREAS, Dave began his law enforcement service with the Orange Police Department in 1980, after working with the Orange County Sheriff's Department from 1977 to 1980, and; WHEREAS, Dave, who carries badge No. 349, has served the police department as a Patrol Officer, Motor Officer, Accident Investigator, Burglary Detective, Robbery /Homicide Detective, Narcotics and Vice Detective, and has been a member of the SWAT team, and Use of Force Staff and; WHEREAS, Dave promoted to Sergeant in 1991, where his assignments included Patrol, Gang Unit, Crimes Against Persons Unit (Robbery /Homicide), Narcotics Unit & Special Weapons and Tactics Team Supervisor; before promoting to Lieutenant in 2000 and ultimately Captain in 2004, and; WHEREAS, Dave, during his four -year assignment as the Robbery /Homicide Sergeant took part in over 31 homicide investigations and achieved a 94 percent clearance rate. It should be noted these investigations were complicated and many generated intense media attention, including the CalTrans shooting, the "choir boy" killing, and the Calle Flores shooting. Dave's leadership and resolve proved invaluable. His exemplary service benefited both the department and the citizens of Orange, and; WHEREAS, Dave attended the prestigious F.B.I. National Academy in Quantico, Virginia in 2001, and during his extensive law enforcement career received numerous commendations from the community. Professionally, Dave was nominated for "Manager of the Year" by the National Management Association in 2000, "Case of the Year" by the Orange County Narcotic Officer's Association in 1999; and received the "Community Policing Award" from the Orange County Human Relations Commission in 2001, and; WHEREAS, Dave was "Employee of the Quarter" in 1982 and 1985, "Officer of the Year" 1986, "City Employee of the Month" 1988, and "Supervisor of the Year" 1995, and; WHEREAS, Dave received the Department's highest award, the Chief's Medal, in 2012 for his leadership and devotion to duty and his tremendous positive impact on the department and community throughout the years; WHEREAS, Dave was an integral part of the reorganization of Orange PD between the years of 2004 and 2010, which resulted in the introduction of CompStat, new pro- active policing strategies, and a 28% reduction of crime within the city; WHEREAS, Dave, a valued and productive employee, has had an outstanding law enforcement career culminating in his decision to retire on September 29, 2011; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange expresses to Orange Police Department's Captain Dave Jensen, a true American crime fighter, its sincere appreciation for his twenty -eight years of loyal and dedicated service to the City of Orange and for his thirty -five years to the law enforcement profession. BE IT FURTHER RESOLVED, that the City Council, on behalf of the citizens of Orange, wishes Dave and his family a happy, healthy, and fulfilling retirement. ADOPTED, this 13 day of March, 2012.
