RES-10685 Loyal Service Appreciation For Carol EllwoodRESOLUTION NO. 10685 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO EXECUTIVE ASSISTANT, CAROL ELLWOOD, OF THE ORANGE POLICE DEPARTMENT AND COMMENDING HER FOR MORE THAN 27 YEARS OF LOYAL AND DEDICATED SERVICE. WHEREAS, Executive Assistant to the Chief of Police Carol Ellwood began her 35 year career in government with the Los Angeles County Sheriff's Department. She worked as a secretary to top personnel in various divisions, including the Executive Office of the Sheriff. During her career, she also held positions as a dispatcher with the City of Seal Beach and as a communications officer for the City of Costa Mesa; and WHEREAS, Carol was hired by the City of Orange in 1985, where she worked as Executive Secretary to the City Manager and City Council /Mayor. She moved to the City Attorney's Office in 1989 where she held the position of legal secretary. She later transferred to the Personnel Department as an Administrative Secretary; and WHEREAS, in 1994, Carol joined the Orange Police Department as a part-time dispatcher. She was eventually promoted to the position of Administrative Secretary; and WHEREAS, Carol was promoted to her most recent position of Executive Assistant to the Chief of Police in 1998. Her attention to detail and commitment to the organization were significant to her success; and WHEREAS, she routinely interacted with chiefs of other agencies, congressional members' staff, City Council, City Manager's Office, department heads, judges, attorneys, and the public. Carol represented the professionalism of the Chief's Office and provided exceptional customer service; and WHEREAS, in addition to her everyday duties, Carol was involved in the operation of the City's Emergency Operations Center. She participated in numerous training exercises and became an important part of the Police Department's E.O.C. staff during emergency operations; and WHEREAS, Carol demonstrated her abilities in three separate activations of the E.O.C.; the Sierra Fire, Windy Ridge Fire, and the Chino Earthquake. She was one of the first to arrive and one of the last to leave. As a result of her dedication and commitment during one of these incidents, she was given a department commendation; and WHEREAS, Carol served outside of the Police Department as well. She has given her time to serve the Orange County Chiefs' and Sheriff's Association. She attended monthly meetings, kept detailed notes, and prepared financial statements. She received letters of appreciation from groups such as Second Harvest Food Bank of Orange County, Rotary, United Way, City of Orange Police Association, and other law enforcement agencies for her assistance and contributions; and WHEREAS, Carol has given her time to United Way Campaigns, Blood Drives, Dash for Dare, Rideshare /Health Fairs, Employee Service Award and Benefit Programs and assisted many of our sister cities as a member of oral board panels; and WHEREAS, over the last twenty -three years, Carol has remained a loyal, committed and valuable City employee and member of the Orange Police Department. Her efforts and dedication have served to further the goals and objectives of the Police Department. She has demonstrated the kind of commitment and professionalism that set the City of Orange and its Police Department apart from other agencies. NOW, THEREFORE, I, Carolyn V. Cavecche, Mayor of the City of Orange, on behalf of the entire Orange City Council, hereby extend sincere gratitude to Executive Assistant Carol Ellwood for her service to the citizens of the Orange community, and best wishes for a long, happy, and healthy retirement.
