RES-10689 Loyal Service Appreciation For Carolyn V CaveccheRESOLUTION NO. 10689 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO MAYOR CAROLYN V. CAVECCHE COMMENDING HER FOR HER TWELVE YEARS OF LOYAL AND DEDICATED SERVICE TO THE RESIDENTS OF ORANGE. WHEREAS, Carolyn was first elected to the Orange City Council in a special election in June 2001. She was then re- elected in November 2002, and served as Mayor pro tem from 2003 until 2006. She was elected Mayor in November 2006 and subsequently re- elected Mayor in 2008 and 2010; and WHEREAS, Carolyn first became active in Orange City government when she asked City Hall to pass an ordinance restricting the display of "Matter Harmful to Minors" in local stores. That led to an appointment on the City's Community Video Advisory Board. She continued to work for the families of Orange on library issues, serving seven years on the Orange Public Library Board of Trustees before being elected to the city council; and WHEREAS, since being elected, Carolyn has developed a strong interest and love for infrastructure and public works needs. Carolyn has represented the Third District on the Orange County Transportation Authority (OCTA) Board of Directors for nine years, serving as Chairman of the Board in 2007, as well as serving on the Southern California Regional Rail Authority (Metrolink) Board of Directors, and the Foothill- Eastern Transportation Corridor Agency Board; and WHEREAS, her strong analytical skills have helped her to become very adept and knowledgeable in regional transportation. She was named the 2007 Woman of the Year by the Orange County Women in Transportation Seminar, the 2007 Elected Official of the Year for the State of California by the California Transportation Foundation, the 2009 Transportation Leader of the Year by Mobility 21, and she was named the 2011 Elected Official of the Year by the American Council of Engineering Companies; and WHEREAS, Mayor Cavecche has achieved leadership on both a city and a regional level. She has represented Orange at the Orange County Sanitation District, Orange County Vector Control District, North Net Fire Training Joint Powers Authority, Santa Ana River Flood Protection Agency, Orange County Emergency Medical Care Committee, City Audit Committee, Cities - Schools Coordinating Committee, and served as Chairman of the Orange County City Selections Committee; and WHEREAS, our neighborhoods and business community were always her top priorities. She championed the creation of the BEST Committee, the On- The -House program, the deferral of development fees, our railroad Quiet Zone and the Neighborhood Improvement Program, as well as introducing ordinances addressing Boarding Houses, Day Laborers, Graffiti, Sober - Living Facilities, and Loud Parties, all in an effort to keep Orange as one of the best cities in Orange County to live in and do business in. She received the Orange Chamber of Commerce Award for exceptional economic development results in 2007 and 2012; and WHEREAS, Carolyn has never been shy about letting everyone know that Orange is the "Best City in Orange County ". She was willing to speak and give an update on the City of Orange to anyone who would listen. She was a sought out and frequent speaker for many community organizations. Over 1000 local third graders and scouts participated in Carolyn's Learn about City Hall -Mock City Council" program during her time as Mayor; and WHEREAS, Mayor Cavecche has guided the City through the worst economic crisis since the Great Depression, ending her tenure with the first budget surplus in five years. Her diligence, stewardship, and constant attention to the bottom line, as well as a willingness to look outside the box and consider previously unconsidered options was key to Orange remaining a strong, viable community. NOW, THEREFORE, BE IT RESOLVED that the entire City Council, City Manager, and staff members extend their sincere appreciation to Mayor Carolyn V. Cavecche for her leadership and commitment during her twelve years on the Orange City Council. Our heartfelt gratitude to Mayor Cavecche for improving the quality of life in our City, and for adding to the City's rich history by being only the second woman elected to the city council in the City's 124 -year history, and the first woman in our history to hold all three offices: Council Member, Mayor pro tem, and Mayor.
