RES-10739 Loyal Service Appreciation For David Raleigh HillRESOLUTION NO. 10739 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO DAVID RALEIGH HILL FOR THIRTY TWO YEARS OF LOYAL AND DEDICATED SERVICE. WHEREAS, David "Dave" Raleigh Hill began his career in law enforcement as a Police Explorer with the City of Placentia. He continued to work there as a Police Cadet from 1980 -1983. Inspired by community service and the guidance of Police Chief Norm Traub, Cadet Hill followed Chief Traub to the Orange Police Department and applied to become a Reserve Police Officer; and WHEREAS, Dave was hired as a Reserve Officer in October 1981, and attended the Fullerton College Police Academy. He later attended the Golden West College Police Academy — Class No. 75 — and was appointed as a full -time police officer on November 6, 1983. Trained by then Officer Gustafson, Dave worked a number of assignments as a Patrol Officer, Motor Officer, Master Motor Officer, Master Police Officer and Field Training Officer. Dave was active in the community, serving as a baseball umpire, ROP instructor, NMA and COPA board member. Dave was assigned as Community Relations Officer from 1988 to 1990 where he coordinated several crime prevention programs in our local schools. Dave coordinated the development of a foot patrol program in the downtown Plaza area that led to the formation of the Orange Police Department Bike Team. He also participated in the Color Guard, Queretaro Sister City exchange sharing law enforcement knowledge and training; and WHEREAS, Dave obtained his Bachelor's Degree in Organizational Leadership from Biola University in May 1994, and was promoted to Sergeant on September 17, 1995. Dave served as the Communications Supervisor, Patrol Adjutant, Legal Affairs Officer, Crisis Negotiations Unit Supervisor, and Property Crimes Sergeant. Dave completed the Sherman Block Supervisory Leadership Institute in 2000. Dave was promoted to Lieutenant on February 3, 2008, and served as a Watch Commander for five years. He graduated from POST Command College No. 51 in August 2012. Dave Hill, a man of strong faith, coordinated the Police Department's Chaplain Program, adding new members of our local clergy to the chaplain staff; and WHEREAS, Dave Hill has excellent communication skills, and a pleasant baritone voice, he served as the Department's Public Information Officer from 2000 -2008, and regularly emceed department and community events such as the Treats in the Streets, Christmas Tree Lighting, Open House, National Night Out, Rotary Awards, retirement celebrations, and the Mayor's Prayer Breakfast. His voice can often be heard on public service announcements or as the tutorial voice for Apple Inc.'s Tiger operating system; and WHEREAS, Dave Hill has provided thirty -two years of loyal and dedicated service to our community, and is retiring from the City of Orange, effective November 7, 2013. NOW, THEREFORE, I, Teresa E. Smith, Mayor of the City of Orange, on behalf of the entire City Council, do commend Lieutenant Dave Hill for his 32 years of distinguished and honorable service to the Orange Police Department and to the citizens of Orange.
