The proposed project is a three-phase expansion plan at the St. Paul's Lutheran
School campus that would allow the existing school campus to expand to three
classrooms per grade. In addition to increasing the number of classrooms at the
school, Master Plan implementation involves construction of a new
gymnasium/multi-purpose facilities, renovations and expansion of existing play
areas and athletic amenities, expansion of the existing parking lot and drop off
area, and driveway relocation. The new building area totals 30,636 sq. ft
Student enrollment would increase from 475 students to 680 students, the number
of faculty and staff would increase from 30 to 45, and the number of on-site
parking spaces will increase from 78 to 95. The General Plan land use
designation for the site is Public Facilities - School (PF - S). The zoning of the
site is Single Family Residential (RI-7). The site is located at 901 East Heim
Avenue. This item was continued from the June 17,2002 meeting.
NOTE:
Mitigated Negative Declaration No. 1692-02 has been prepared
for this project in accordance with the provisions of the
California Environmental Quality Act per State CEQA
Guidelines Section 15070 et seq. The public review period for
the Mitigated Negative Declaration was May 29 through
June 17, 2002.
RECOMMENDED ACTION:
Continue item to the October 21, Z002 meeting as per applicant's
request

CONDITIONAL USE PERMIT 2418-02, AND NEGATIVE
DECLARATION 1697-02 - ABF FREIGHT SYSTEM, INC.
The proposed expansion of an existing 13. 080 sq. ft. truck terminal facility to
include the addition of 13,680 sq. ft. of new dock area. The General Plan land
use designation for the site is Industrial (0.4 F.kR.). The zoning of the site is M-
2 (Industrial District). The site is located at 1601 N. Batavia Street.
NOTE:
Negative Declaration No. 1697-02 was prepared to evaluate the
environmental impacts of this project. Staff is recommending
that the Planning Commission adopt this document as an
adequate and complete assessment of environmental issues
related to the potential approval of this project.
RECOMMENDED ACTION:
Adopt resolution PC 29-02 approving Conditional Use Permit
2418 -02 and Negative Declaration. No. 1697-0Z
Chair Smith asked ifthere was anyone present who was opposed to this application. Since there
wasn't, a full reading of the Staffreport was waived.
Mr. Rice explained that the applicant wishes to expand an existing facility to include an
additional dock area, as outlined in the staff report.
Chair Smith invited the applicant to speak on his project.
Walter Echols, vice president of ABF Systems gave a brief history of the company and also
explained the expansion plans.
Chair Smith asked ifMr. Echols was familiar with the conditions set forth in the staff report.
Mr. Echols answered in the affirmative.
Chair Smith asked for public participation and there were none.
