Mr. John Fortier requested the status of Tentative Tract Map 16405.
Chair Smith replied that the applicant has requested for a continuance until the October 7, 2002
meeting.

TENTATIVE TRACT MAP 16405, MINOR SITE PLAN REVIEW 230-02,
AND NEGATIVE DECLARATION 1701-02 - HAL BAERG
A proposal for a 6-lot subdivision located 500 feet south of Santiago Canyon
Road midway between Orange Park Boulevard and Cannon A venue in Orange
Park Acres (Tentative Tract Map). The purpose of the Minor Site Plan Review is
to ensure that all the lots being created will have access to a public street. The
subject site has two General Plan land use designations: The central and
southerly portion of the site is designated ESTR (Estate Low-Density
Residential, 0 to 2 dwelling units per acre) and the northwesterly 30,000 sq. ft.
portion of the site is designated LDR (Low-Density Residential, 2 to 6 dwelling
units per acre). The Zoning Classification for the central and southerly portion of
the site is R-1-40 (Residential, single-family, minimum lot size 40,000 sq. ft.)
and the northwesterly 30,000 sq. ft. portion of the site is zoned R-1-15
(Residential, single-family, minimum lot 15,000 sq. ft.). This item was
continued from the August 5, 2002 meeting.
NOTE:
Negative Declaration No. 1701-02 was prepared for the project
in accordance with the provisions of the California
Environmental Quality Act per State CEQA Guidelines Section
15070 et seq. The public review period for the Mitigated
Negative Declaration was July 15 through August 5, 2002.
RECOMMENDED ACTION:
Adopt resolution PC 22-02 recommending to the City Council
approval of Tentative Tract Map 16405, Minor Site Plan Review
230-02, and Negative Declaration 1701-02.

Moved by Commissioner Pruett, and seconded by Commissioner Bonina to approve the Minutes
from the August 5, 2002 meeting, with the following changes:
1) "Ensure" be revised to "insure" on page three (3), fifth (5th) paragraph down, to read
as "Commissioner Brandman stated that she is aware that the staff contacted the
applicant and worked with the OP A Planning Committee, but asked if the staff
contacted the OP A Board that maintains and "insures" the trails."

CONDITIONAL USE PERMIT 2424-02 - INTERNATIONAL AUCTION
GALLERY
A request for review of a Conditional Use Permit to allow both the operation of
a bimonthly antique auction house and to permit an on-site Shared Parking
Arrangement. Subject property is an existing 12,688 sq. ft. tenant space, which is

located within a 139,800 sq. ft. industrial complex at 604-648 N. Eckhoff Street.
The General Plan land use designation for the site is Industrial (3 Story Limit .60
FAR). The zoning of the site is Light Industrial (M-l). The site is located at 628
N. Eckhoff Street.
NOTE:
This project is categorically exempt from the provisions of the
California Environmental Quality Act per State CEQA
Guidelines Section 15301 (Class 1 - Exemption).
RECOMMENDED ACTION:
Adopt resolution PC 30-02 approving Conditional Use Permit
2424 -02.
Because no one present was in opposition of the project, Chair Smith waived the full reading of
the staff report.
Planning Manager Jeffry Rice explained the project.
Chair Smith asked the applicant, Mr. Brian Chang to speak on his own behalf.
Mr. Bryan Chang (2014 Phalarope Court, Costa Mesa, CA 92628) stated he did not have
anything to add to Mr. Rice's report. He expressed that he has read the staff report and is familiar
willing to comply with the conditions set forth.
Chair Smith wanted to clarify and asked Mr. Chang if when he requested for the auction to occur
on Sunday and Monday, he meant that they will be Sunday and Monday of the same week,
together, back to back. She also asked ifMr. Chang is aware that ifhe wants to make a change to
the schedule at a later point in time, he must request for the change with the commission.
Mr. Chang replied in the affirmative.
Commissioner Pruett asked Mr. Chang if there is a reason he didn't request for every Sunday and
Monday.
Mr. Chang replied that because of the current demand, he only needs to be opened twice a month.
Taking Commissioner's Pruett suggestion, Mr. Chang asked to change his request to allow the
operation of the auction to take place every Sunday and Monday of each month, to anticipate
future growth.
Chair Smith asked if the gallery has provisions for customers/anyone to load and unload larger
items.
Mr. Chang replied that although most items are small, the gallery does have three (3) roll up
doors in back of the facility for access.

Moved by Commissioner Pruett, seconded by Commissioner Brandman to approve Conditional
Use Permit 2424-02 for International Auction Gallery, with the conditions set forth in the staff
report and the following adjustment:
