STUDY SESSION
The Commissioners participated in a joint study session with the City Council on Santiago Hills II
and East Orange from 4:00 p.m. - 6:00 p.m. prior to the regularly scheduled Planning Commission
Meeting. The Orange Planning Commission will hold a series of study sessions on the proposed
Santiago Hills WEast Orange project in the future. Santiago Hills II is a 496-acre site located east
of Jamboree Road, south of Irvine Park, and west of SR 241/261. East Orange has a total acreage
of approximately 6,335 acres and is located easterly of the SR 241/261 highway, north of Santiago
Canyon Road with the boundary of the study area located east of Irvine Lake (Santiago Reservoir)
area. The proposed project consists of residential units with development of local parks and a
community sports park. A golf course and commercial uses are proposed in the Irvine Lake area,
along with residential units. Topics discussed at this first study session included Public Services
and Community Facilities, including a discussion of community parks, trails and public facilities
that will serve this new development.

Commissioner Domer moved to approve the Minutes from the regular meeting of February 7,
2005. Chairman Bonina seconded the motion. Commissioners Enderby and Imboden abstained,
as they were not members of the commission during the February 7,2005 meeting.

(2) DESIGN REVIEW COMMITTEE DRC NO. 3964-04 - WOODY
RESIDENCE
A proposal to expand the living area of their 1,022 square foot single-story, 1919
Craftsman Bungalow residence with a new 497 square foot addition at the rear of
the existing structure. The proposed addition will add a second bathroom and a
third bedroom, and will enlarge the existing master bedroom. The site is located at
742 East Washington Street.
NOTE:
The proposed project is categorically exempt from the provisions of
the California Environmental Quality Act (CEQA) per State CEQA
Guidelines 15301 (Class 1 - additions to existing structures not more
than 50% ofthe floor area or 2,500 square feet, whichever is less).
This item had originally been scheduled on the Consent Calendar. Commissioner Imboden asked
that it be moved from the Consent Calendar so that it could be discussed and questions could be
asked of the applicant.
Kim Chafin, Associate Planner, gave a brief overview ofthe project.

Mr. Pn:stininzi is the architect of the project and represented the applicant Mr. David Woody. He
is also a neighbor of Mr. Woody. He noted that the project is minimal in scope, and had already
received DRC approval to move forward.
Commissioner Imboden stated that the proposed addition is slab on grade, and the existing
residence is raised flooring. The DRC had questioned the alignment of the windows between the
new addition and existing residence, which is caused by this change. Mr. Prestininzi stated that the

owner needed additional storage space, as there was very little existing in the small residence and
garage area. The new addition was proposed with slab on grade to allow them to create an attic
space. Commissioner Imboden questioned the eave on the addition. Mr. Prestininzi stated that it
was fairly consistent except on the south side of the house where the owner wanted to preserve
some mature fir trees.
Chairman Bonina welcomed Commissioner Imboden to the Planning Commission, as this was his
first meeting. He regretted that he had not welcomed him earlier in the meeting.
Mr. Imboden stated that his concern was that the slab on grade addition becomes "the norm" in the
City and other projects that will follow. He asked if staff had a sense of on whether most additions
are on raised foundations or are slab on grade. Alice Angus, Community Development Director,
stated that each addition was addressed on a case-by-case basis. Typically, additions follow the
same foundation pattern of the existing house but there have been cases such as this where the
addition is stepped down. Mr. Imboden also stated that he had calculated that the proposed eaves
were, in some places, only six inches in overhang, when the existing residence has 24" overhang.
He was also concerned about the changes in window patterning caused by the slab on grade
addition. Mr. Prestininzi felt that they were not viewable from the street, and so caused no major
concern. Mr. Imboden stated that he was extremely concerned that the Commission may continue
to see projects in Old Towne that are at-grade and with reduced eaves.
Commissioner Domer moved to Adopt Resolution No. PC 9-05 approvmg Design Review
Committee No. 3964-04. Chairman Bonina seconded the motion.
