ITEMS TO BE CONTINUED OR WITHDRAWN: None. CONSENT CALENDAR: APPROVAL OF THE MINUTES FROM THE REGULAR MEETING OF APRIL 4, 2005. Commissioner Bonina moved to approve the Minutes from the regular meeting of April 4, 2005. Commissioner Imboden seconded the motion. YES: NOES: ABSTAIN: ABSENT: Commissioners Bonina, Imboden, and Pruett None None Commissioners Domer, and Enderby MOTION CARRIED (2) CONDITIONAL USE PERMIT NO. 2512-04 - CINGULAR WIRELESS (FORMERLY ATT WIRELESS) A proposal to install a cellular antenna facility (a 50' tall cellular antenna - mono- pine - with related equipment) on the grounds of an existing church (Korean Westminster Presbyterian Church). The site is located at 681 N. Rancho Santiago Boulevard. Planning Commission May 2, 2005 NOTE: This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15303 (New Construction or Conversion of Small Structures). Chris Carnes, Senior Planner, gave the Staff Report and an overview of the project. He noted that the project had been reviewed by the City's Design Review Committee, and they had recommended some minor modifications to the mono-pine configuration to make it look more natural and blend with the natural aesthetics. The project has a 15 x 20 foot base and is surrounded by a 17 x 20 foot block wall. The mono-pine is 15 feet less than the maximum height allowed. Staff recommends approval oftll.e project. The public hearing is opened. Don Hardison, 12900 Park Plaza Drive, Cerritos, CA 90703 - Mr. Hardison represented AT&T Wireless. He said the area where the project is proposed to be installed has a significant lack of cellular coverage. He noted that there would be no residual noise from this project and will improve the service for many customers. The Commissioners had the following questions/concerns: . What is an Ultra-Site cabinet (noted on the drawing) and a Future Ultra-Site cabinet? AT&T finds that it is most efficient for all parties involved, including the Planning Commission, to show all the area that they may need in the future. As more and more people get cell phones, they need the additional area to install more cabinets. . Does that mean that it becomes a co-location then? Would you lease that out to another carrier? No. Public Speakers Sterling Carlson, 711 N. Hidden Trail- Not opposed to the location of a cellular tower on this site, but wonders why the mono-pine is not moved back further on the site so that it is nestled in an area that already has trees, etc., instead of being located out by itself on the property and being close to other private residences. He says the less he sees the tower, the better. Ed Terwilliger, 672 N. Ranch Road Dr. - The area where the unit would not be seen would be in the area where the palm trees currently are. Why is it out in the wide open? Mr. Hardison stated that the reason the site was not located in the back is because there is a 100 foot required setback with abutting residential properties, so it was moved to incorporate that requirement. Chair Bonina asked Staff a question regarding the timing of the notice. He wanted to know if there was anything unusual about the timing of the notice to the surrounding neighbors? Chris Carnes stated that for projects that do not require environmental review the requirement is 10 days before the public hearings. And the notice for this project was mailed out approximately two weeks before this meeting. 2 Planning Commission May 2, 2005 Commissioner Pruett moved to adopt Resolution No. PC 38-04 approving Conditional Use Permit No. 2512-04. Commissioner Imboden seconded the motion.
