ITEMS TO BE CONTINUED OR WITHDRAWN: None. CONSENT CALENDAR: (1 ) APPROVAL OF THE MINUTES FROM THE REGULAR MEETING OF APRIL 17,2006. (2) MAJOR SITE PLAN REVIEW NO. 0418-05 AND DESIGN REVIEW COMMITTEE NO. 4050-05 - PUBLIC STORAGE A request to demolish three single-story self-storage unit buildings to construct a 106,044 square foot, four-story self-storage unit building including related site improvements. The site is located at 1040 North Main Street. NOTE: This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15332 (Class 32) because it consists of a project that can be characterized as in-fill development. RECOMMENDED ACTION: Adopt Resolution No. PC 18-06 approving Major Site Plan Review No. 0418-05 and Design Review Committee No. 4050-05. Commissioner Pruett made a motion to approve the Consent Calendar. Commissioner Bilodeau seconded the motion. Planning Commission Minutes May 1, 2006 (3) CONDITIONAL USE PERMIT NO. 2579-06 AND MINOR SITE PLAN REVIEW NO. 0433-06 - WAYNE RESIDENCE A request to allow for the installation of additional plumbing facilities (toilet and shower) in a new 627 square foot recreational vehicle garage. NOTE: This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15333 (New Conversion or Conversion of Small Structures) which include construction oflimited number of small facilities or structures; installation of small new equipment and facilities in small structures. RECOMMENDED ACTION: Adopt Resolution No. 17-06 approving Conditional Use Permit No. 2579-06 and Minor Site Plan Review No. 0433-06. A briefing of the proposal was provided by Senior Planner, Christopher Carnes in which he noted the application for Minor Site Plan Review No. 0433-06 was to allow a garage door to exceed 8 feet in height and the application for Conditional Use Permit No. 2579- 06 was to allow a full bathroom in conjunction with an attached accessory structure. He further highlighted the condition contained in the staffreport relative to the use of the garage and that it should not be used, rented, sold or leased as a separate dwelling unit. Vice Chair Enderby called for a public hearing on the matter. No public representation was present. The applicant was present; however declined to speak to the project. Commissioner Imboden questioned whether the egress to the bathroom was compliant with the building code. Don Lee, the project architect representing the property owners advised that this project has already gone through plan check and the separation in question (between the toilet and the garage area) was not raised as an issue. Chris Carnes advised he would double check code requirements are satisfied. Commissioner Bilodeau then questioned the side yard setback measurement. Clarification of 5 feet was provided by Chris Carnes. The 3' I" dimension is the distance from the building eve to the side property line. Citing a previous project, Commissioner Pruett raised a concern relative to the large garage door and it's compatibility to the neighborhood. Planner Carnes responded to the initial commentary that the design intent was to make it look original to the existing residence. Architect Don Lee provided input that the new door will have windows. As the dialogue continued regarding the garage door-it's location, compatibility to the neighborhood, height, the eaves and overall aesthetics, Commissioner Pruett concluded with his reluctance to support the project based on his opinion that the door appears to be massive, non-decorative in appearance and will not be attractive to the neighborhood. Instead he asked that this project be taken back and a more creative approach be taken to the doors. Commissioner Imboden concurred with Commissioner Pruett's Page 2 Planning Commission Minutes May 1, 2006 recommendation. Commissioner Bilodeau was comfortable with the project as is. Vice Chair Enderby suggested consideration be given to other options for the design of the door. Assistant City Attorney Sheatz interjected that the actual design of the door is not what is before the Commission at this time as the actual design has already been approved. He requested the Commission revert to discussion of the use of the restroom facility. Commissioner Pruett then recollected that at the time of review for the construction of a previous RV garage, there were some requirements relative to approvals. Alice Angus, Community Development Director, provided clarification that doors with extra height do require site plan review at the staff level and they are looked at. This was done the end of March (per the Staff Report) and the Staff Review Committee did approve. Since then the applicant came back and wanted to add-in the restroom facility so the conditional use permit portion of the project is what is on the agenda and up for discussion tonight. Commissioner Pruett indicated he did not have a problem with addition ofthe restroom and commented further that he believes Staff Review Committee needs to take a more critical look at projects with oversize garage doors and be a little more creative in addressing these types of issues. It is his opinion the neighbors will not be happy with the RV garage door once completed. Recognizing this project is categorically exempt from the provisions of the California Environmental Quality Act, a motion to adopt PC 17-08 approving Conditional Use Permit No. 2579-06 and subject to the conditions listed in the Staff Report dated May 1, 2006 was made by Commissioner Bilodeau, seconded by Vice Chair Enderby. Commissioner Pruett then posed a question of staff: when there is a project that has received approval through the Staff Review Committee--does the Planning Commission have the authority to appeal it? If so, what is the appeal process? Assistant City Attorney Sheatz indicated that he would research the questions and provide the answers at the next meeting. Commissioner Bilodeau moved to adjourn this meeting to the next regular scheduled meeting for Monday, May 15, 2006. Commissioner Pruett seconded the motion.
