(3) CONDITIONAL USE PERMIT NO. 2584-06, DESIGN REVIEW
COMMITTEE NO. 4087-06 AND VARIANCE NO. 2160-06 - ST. NORBERT
CATHOLIC CHURCH FAMILY AND YOUTH CENTER
A request to construct a family and youth center as part of an existing Catholic church
and school, including a reduction in the required rear yard setback from 20 feet to 10 feet.
The site is located at 300 E. Taft Avenue.
NOTE: This project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) per State CEQA Guidelines 15301 (Class 1 -
Existing Facilities). The project is also considered exempt from CEQA review pursuant
to Section 15303 (Class 3 - New Construction or Conversion of Small Structures).
RECOMMENDED ACTION: Adopt Resolution No. PC 43-06 approving Conditional
Use Permit No. 2584-06, Design Review Committee No. 4087-06, and Variance No.
2160-06.
Contract Staff Planner Anne Fox provided a project overview.
Chair Bonina asked Staff to confirm the current building is two-story and the current
building setback is ten feet. Ms. Fox responded that the building is two-story in height;
however, it is only a single floor and the setback is ten feet.
Monsignor John Urell stated:
· He has been Pastor at this parish for the past three years.
· This parish is 43 years old.
· The parish is very active in many ways and the new building will help to complete the
campus.
. They plan to have a very good youth center for the large congregation.
· The downstairs of the Youth Ministry Center will be used by their Christian Service
Group and will include a lot of storage.
· The portables that line part of the land now will be moved off-site.
· The Christian Service Program provides groceries to at least 200 families each Saturday
afternoon. They are a site for government excess food distribution. They plan to
continue this program and they anticipate the need will continue to grow.
· They invited all the residents along Chestnut (which runs along the east side of the
church property) to meet with the architect and building commission to have any
concerns addressed; however, no one attended.
· Many of the residents have expressed support of the project.
. They believe this growth will adequately meet the current and future needs of the
parish.

Commissioner Steiner asked for clarification of the clause "large group attendance" in
Condition #29. Ms. Fox responded that this point had been discussed with the applicant
and its intent was to provide crowd control specifically as it related to on site parking.
Commissioner Steiner responded that his concern was the proposed wording might
potentially bind the applicant unfairly if it was interpreted differently. Ms. Fox
responded that it might be appropriate to add specificity that its basis was primarily to
address on site parking. Commissioner Steiner acknowledged that would alleviate his
concern. Commissioner Bilodeau agreed with the concern raised by Commissioner
Steiner, commented that he was pleased the portables would be removed and
congratulated the church on this amenity for the community. Chair Bonina echoed the
comments of the other Commissioners.
Recognizing that the project is categorically exempt from the provisions of CEQA,
Commissioner Bilodeau made a motion to Adopt Resolution No. PC 43-06 approving
Conditional Use Permit No. 2584-06, Design Review Committee No. 4087-06, and
Variance No. 2160-06 subject to:
(1) The Conditions of Approval listed in Section 3 of the Resolution.
(2) Condition #29 being modified to read: "Simultaneous use of the family and youth
center building's gymnasium/multi-purpose room and the sanctuary building is
prohibited for large group attendance types of events and church services, such
that the size ofthe group does not generate a need for off-site parking."
