CONSENT CALENDAR: 2.1 APPROVAL OF MINUTES FROM THE REGULAR MEETING OF JUNE 16, 2014. Motion was made to approve the minutes as written. MOTION: Commissioner Buttress SECOND: Commissioner Correa AYES: Commissioners Buttress, Steiner, Correa & Gladson ABSTAIN: Commissioner Cathcart MOTION CARRIED 2 Planning Commission July 7, 2014 NEW HEARINGS: 3.1 CONDITIONAL USE PERMIT NO. 2937 -13; DESIGN REVIEW COMMITTEE NO. 4702 -13; MINOR SITE PLAN REVIEW NO. 0748 -13; AND ADMINISTRATIVE ADJUSTMENT NO. 0209 -14 — ARIA FOURPLEX The applicant proposes to convert a one -story family residence to two studio apartment units and to construct a new detached, two - story, 1,752 square foot building with two additional studio apartment units at the rear of the property. The single family residence is a contributor to the Old Towne Historic District (Historic District) and will be rehabilitated. The property is zoned R -4 and the General Plan Land Use Designation is Medium Density Residential. The project requires a Conditional Use Permit to allow construction of a two -story building in the Historic District. LOCATION: 429 S. Lemon Street NOTE: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15331 (Class 31 — Historical Resource Restoration/Rehabilitation) because the project involves rehabilitation of the contributing building in conformance with the Secretary of the Interior's Standards for the Treatment of Historic Properties and construction of no more than four dwelling units. RECOMMENDED ACTION: Adopt Planning Commission Resolution No. 09 -14 allowing rehabilitation and conversion of a contributing building to two studio apartment units and construction of a two -story building with two additional studio apartment units. Discussion: Marissa Moshier, Historic Preservation Associate Planner presented a project overview consistent with the Staff Report. Chair Steiner opened the public meeting for those wanting to speak in favor of or in opposition to the proposed project. Craig Wheeler, Architect, responded directly to questions from the commissioners and addressed their concerns. 3 Planning Commission July 7, 2014 Commissioner Correa stated his concerns regarding the possibility of a lot being over developed and a likelihood of disregarding the required standards and established guidelines through the utilization of administrative adjustments. A motion was made to adopt Planning Commission Resolution No. 09 -14 approving Conditional Use Permit No. 2937 -13; Design Review Committee No. 4702 -13; Minor Site Plan Review No. 0748 -13; and Administrative Adjustment No. 0209 -14 to allow rehabilitation and conversion of a contributing building to two studio apartment units and construction of a two -story building with two additional studio apartment units on property located at 429 S. Lemon Street in the Old Towne Historic District.
