CONSENT CALENDAR: 2.1 APPROVAL OF MINUTES FROM THE REGULAR MEETING OF MAY 5, 2014. Motion was made to approve the minutes as written. MOTION: Commissioner Buttress SECOND: Commissioner Gladson AYES: Commissioners Buttress, Steiner, Cathcart, Correa & Gladson ABSTAIN: None MOTION CARRIED 2 Planning Commission June 2, 2014 2.1 MAJOR SITE PLAN NO. 769 -14, DESIGN REVIEW COMMITTEE NO. 4734 -14 AND ENVIRONMENTAL REVIEW NO. 1836 -14- ELEVEN 10 WEST (PICERNE GROUP) The applicant proposes to construct a 5- level, approximately 226,511 square -foot residential building containing 260 units with a maximum building height of 63 feet, 6 inches. The project building would be designed around three interior courtyards, one of which would contain a pool. LOCATION: 1110 W. Town and Country Road NOTE: The proposed project is subject to environmental review per the provisions of the California Environmental Quality Act (CEQA). Mitigated Negative Declaration (ENV No., 1836 -14) has been prepared for this project. The Notice of Intent (NOI) to adopt this environmental document was mailed to residents, property owners, and tenants within 300' of the subject property. Additionally, it was advertised in the Orange County Register on April 18, 2014 and posted at the site on April 17, 2014. The public review period began on April 18, 2014 and ended on May 8, 2014. RECOMMENDED ACTION: Adopt Planning Commission Resolution No. 06 -14 approving construction of a 5 -level residential building containing 260 units. Discussion: Robert Garcia, Associate Planner, presented a project overview consistent with the Staff Report. Chair Steiner opened the public meeting for those wanting to speak in favor or in opposition to the proposed project The applicant, Brad Perozzi, The Picerne Group, Inc, responded directly to questions from the commissioners and answered their questions and concerns. The following people were present and /or spoke in favor of the project but with concerns regarding the traffic that this project would cause on Town and Country Road: • William Kunzman, who spoke on behalf of: Mike Glaudorf Steve Andruex Loulcuan Kareem Abol 3 Planning Commission June 2, 2014 • Judy Semler • Caroline Heino Amir Farahani, City Traffic Engineer, was present to answer questions and concerns from the commissioners. A motion was made to approve Planning Commission Resolution PC 06 -14 entitled a resolution of the Planning Commission approving Major Site Plan No. 0769 -14 and Parcel Map No. 0004 -14, Design Review Committee No. 4734 -14, and Environmental Review No. 1836 -14 allowing Phase II for the construction of a 5 -level residential building containing 260 units on a 5.75 acre site at 1110 W. Town and Country Road and note that there is a Mitigated Negative Declaration (MND) prepared for this project, the Commission finds it adequate for disclosure of the project environmental impact for the environment.
