Chair Steiner called the meeting to order at 7:00 p.m.

3.1 GENERAL PLAN ANNUAL PROGRESS REPORT TO THE
STATE OF CALIFORNIA
Discussion: Anna Pehoushek, Principal Planner, presented the General Plan
Annual Report.
Gary Sheatz, Senior Assistant City Attorney was present to answer questions
from the Commissioners.
A motion was made to receive and file the General Plan Annual Progress Report
for final acceptance by the City Council.

3.2 GENERAL PLAN CONFORMANCE FINDING FOR FY 2014 -2015
THROUGH 2020 -2021 SEVEN YEAR CAPITAL IMPROVEMENT
PROGRAM
Discussion: Anna Pehoushek, Principal Planner, presented the findings for FY
2014 -2015 through 2020 -2021 Seven -Year Capital Improvement Program.
A motion was made to find the projects within the proposed seven -year Capital
Improvement Program are consistent with the City's General Plan.

3.3 DRC NO. 4707-13 — HERMAN RESIDENCE
The applicant proposes to construct a 177 square foot addition at the rear of a
contributing single family residence to the National Register of Historic Places
Old Towne Historic District and to relocate an existing one car garage on the
property. The garage is a contributing accessory structure.
LOCATION: 815 E. Palmyra
NOTES: The project is categorically exempt from the provisions of
the California Environmental Quality Act (CEQA) per
State CEQA Guidelines Section 15301 (Class 1 — Existing
Facilities, 15303 (Class 3 — New Construction or
Conversion of Small Structures), and 15331 (Class 31 —
Historical Resource Restoration/Rehabilitation) because
the project consists of a small addition to the rear of a
single family residence and relocation of an accessory
structure on the property in conformance with the
Secretary of the Interior's Standards for the Treatment of
Historic Properties.
RECOMMENDED ACTION:
Adopt Planning Commission Resolution 05 -14 approving
the construction of an addition to a contributing building in
the Old Towne Historic District and relocation of a
contributing accessory structure.
Discussion: Marissa Moshier, Historic Preservation Contract Planner, presented
a project overview consistent with the Staff Report.
Tina Herman, applicant, was present to answer questions from the
commissioners.
Michael Williams, Cross Design & Construction, was present to answer
questions and concerns from the commissioners.
A motion was made to adopt Planning Commission Resolution 05 -14 approving
the construction of an addition to a contributing building in the Old Towne
Historic District and relocation of a contributing accessory structure.
