1.1 CALL TO ORDER: Vice -Chair Gladson called the meeting to order at 7:00 p.m.

3.1 ADOPT PLANNING COMMISSION RESOLUTION 20 -15 EXPRESSING
APPRECIATION TO PAT BUTTRESS FOR HER FOUR AND A HALF YEARS
OF SERVICE TO THE CITY OF ORANGE PLANNING COMMISSION

4. NEW HEARING:
4.1 ORDINANCE AMENDMENT — DEVELOPMENT STREAMLINING
An ordinance to streamline the review process and clarify definitions and City standards
for duplexes, cottage food operations, auto brokers, senior housing and mixed use
development in strictly commercial zones, multi - family residential development, bars
and tattoo parlors in Mixed Use Zones, the entitlement process for alcohol sales at gas
stations and residential parking requirements.
LOCATION: Citywide
NOTE: The Ordinance is exempt from the provisions of the California
Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15305 (Class 5 — Minor Alterations in Land Use
Limitations).
RECOMMENDED ACTION:
Adopt Planning Commission Resolution 18 -15 recommending
City Council approval of an Ordinance amending Title 17 of the
OMC to streamline the review process and clarify definitions and
City standards.
Discussion: Anna Pehoushek, Acting Assistant Community Development Director,
presented a project overview consistent with the staff report. She explained the nine
amendments proposed in this Ordinance amendment which included the following:
1. Duplex Definition
2. Cottage Food Operations
3. Auto Brokers
4. Multi - family Residential and Mixed Use Development in Commercial Zones
5. Senior Housing in Commercial Zones
Hot File item: to be added to the amendment is the height of senior housing
projects in Commercial zones be limited to the maximum height for commercial
development in those zones.
Jon Hobbs correspondence In an email addressed to Ms. Pehoushek, he was
requesting that further consideration be given to granting relief for senior housing
from the City's loading zone requirements and parking standards as well as
providing the opportunity for density bonus be granted for smaller scale senior
housing projects.

7. Clarification of Multi - family Residential Development Standards in Mixed Use
Zones
Hot File item: to be added to the amendment is the development standards for
single - family residences in the Old Towne Mixed Use zones reference standards
for residences in the R -1 -6 zone.

Ms. Pehoushek met with Mr. Hobbs last week regarding the issues he had raised and she
explained that these require more focused thought. She needs to look at them on a more
comprehensive level and to get guidance from the City Council.
Public Hearing was opened.
Kimberly Bottomley, address on file, was concerned that residents and businesses were
not being made aware of zone changes being proposed by the City. She felt no one
heard about these changes until the last minute.
Leslie Roseberry, Planning Manager, explained the ways the City notifies the public
which includes website postings of the agendas and pending land use applications, and
posting of agendas on the kiosks at City Hall. Notices are also mailed to those within a
300' radius and if more than 1000 mailing notifications are required, the notice is
published in the newspaper. She indicated they are always looking for additional ways
to notify the community.
Public Hearing was closed.
Motion was made to adopt Planning Commission Resolution 18 -15 recommending
City Council approval of an Ordinance amending Title 17 of the OMC including
the changes indicated in the Hot File memo dated May 29, 2015 which pertain to
the building height standards for senior housing in Commercial zones and
development standards guidance for single - family residences in the Old Towne
Mixed Use zones:
