REGULAR SESSION
1.1 CALL TO ORDER: Chair Gladson called the meeting to order at 7:00 p.m.
1.2 FLAG SALUTE: Commissioner Gladson led the flag salute.
1.3 ROLL CALL: All Commissioners were present.
1.4 PUBLIC PARTICIPATION None
1.5 CONTINUED OR WITHDRAWN ITEMS: None
1.6 PLANNING MANAGER REPORTS Ms. Roseberry would be asking the
Commissioners their availability for a study session tentatively scheduled for November 2 at
6:00 p.m. in the Weimer Room.
2. CONSENT CALENDAR:
2.1 APPROVAL OF MINUTES FROM THE REGULARLY SCHEDULED MEETING
OF OCTOBER 5, 2015.
2.2 ADOPT PLANNING COMMISSION RESOLUTION 35 -15 APPROVING MAJOR
SITE PLAN 0805 -15 AND DESIGN REVIEW COMMITTEE 4790 -15 FOR A TWO
LEVEL PARKING DECK AT A MEDICAL OFFICE BUILDING LOCATED AT
3745 W. CHAPMAN.
Motion was made to approve the minutes as amended and adopt Planning Commission
Resolution 35 -15:

2.3 ADOPT PLANNING COMMISSION RESOLUTION 32 -15 APPROVING
CONDITIONAL USE PERMIT NO. 2985 -15 FOR A TYPE 47 ABC LICENSE FOR
AN EXISTING RESTAURANT LOCATED AT 116 -120 W. CHAPMAN.
Marissa Moshier, Associate Planner - Historic Preservation, presented a project overview
consistent with the staff report. She explained that the applicant had requested hours of
operation which would be Sunday- Thursday from 6:00 a.m. to midnight, and Friday -
Saturday from 6:00 a.m. to 1:00 a.m. The applicant had also requested to be open 24 hours
on the first Friday of each month.
Public Hearing was opened. There were no public speakers.
Public Hearing was closed.
Bill Crouch, Community Development Director, explained that staff's position on the hours
would be to have a recommendation for the Commission to consider. Ms. Moshier stated
that The Patio restaurant for a Type 41 license restricted hours from 6:00 a.m. to 2:00 a.m.
every day, and Blaze Pizza hours on Sunday- Thursday were from 11:00 a.m. to 11:00 p.m.
and Friday- Saturday from 11:00 a.m. to 1:00 a.m. Mr. Crouch said, for consistency, staff
would treat the Friday event as a special event permit.
Ms. Roseberry clarified that the City cannot regulate the hours in which alcohol can be sold
but they can regulate the hours of operation. She told the Commission they can consider one
condition for the hours and one condition for the special event.
The Commission thought the proposed hours were consistent with other restaurants in the
Plaza area and agreed with staff about granting the 24 hour request as a special permit.
Public Hearing was reopened.
The applicant, Bill Skeffington, indicated they were talking about just doing the 24 hour
event during final's week.
Public Hearing was reclosed.
Ms. Moshier explained that the standard hours of operation would be 6:00 a.m. to 2:00 a.m.
and those hours would not restrict the employees being on the premises before opening for
preparations and deliveries, and after closing for cleanup. Also there would be no special
promotional events held on the property including the 24 hour operation unless a written
request was received and approved by the CDD Director and the Police Department at least
four weeks in advance.
Motion was made to adopt Planning Commission Resolution 32 -15 approving Conditional
Use Permit No. 2985 -15 authorizing a State of California, Department of Alcoholic
Beverage Control, Type 47 License (On -Sale General- Eating Place) at a restaurant with
outdoor dining area on property located at 116 -120 East Chapman Avenue with limitations
on hours of operation of Sunday- Thursday 6:00 a.m. to 12:00 a.m. and Friday- Saturday 6:00
a.m. to 1:00 a.m. with no 24 operation unless a special use permit is issued by the City 4
weeks in advance.
