A RESOLUTION OF THE CITY COUNCIL OF THE
CITY COUNCIL OF THE CITY OF ORANGE
EXPRESSING OUR APPRECIATION TO JOHN W.
SIBLEY FOR PROVIDING NEARLY 50 YEARS OF
PUBLIC SERVICE, WITH THE LAST 14 YEARS OF
PROVIDING LEADERSHIP AND SERVICE TO THE
CITY OF ORANGE.

DISTINGUISHED CITY MANAGER
WHEREAS, John W. Sibley, born in Los Angeles, California, proudly served in the
United States Air Force, 1966 to 1971. Soon after, he entered the public sector in the early
1970's working for the City of Villa Park as an Intern and then Tustin, while earning a
Bachelor of Science Degree in Political Science from Cal Poly Pomona and a Master's
Degree in Public Administration from California State University at Fullerton.
WHEREAS, John held several important management roles within the County of
Orange organization for 25 years, prior to his hiring by the City of Orange as Assistant City
Manager in 2001. His wealth of knowledge and experience proved valuable as he accepted
the Interim City Manager position in 2005, with a City Council appointment three months
later to Orange City Manager.
WHEREAS, during John's 14 year tenure with the City of Orange, he led the
Executive Team in the delivery of many projects, programs, and services that improved the
quality of life for more than 139,000 residents and 16,000 local businesses. His philosophy
of providing the highest level of customer service helped Orange maintain the reputation for
not only being business - friendly, but also a great place to live.
WHEREAS, John's financial and development leadership was key in formulating
effective business retention strategies, vital to ensuring that economic development projects
became a reality after the dissolution of the Redevelopment Agency. John has helped to pave
the way for Orange's continued financial growth, stability and economic success.
WHEREAS, with John at the helm, Orange residents now enjoy numerous amenities
and services, most notably the Orange Public Library and History Center, the Sports Center
at Grijalva Park, the Chapman/Tustin Street widening project, the Santa Fe Depot pedestrian
undercrossing, the Railroad Quiet Zone designation, Fred Barrera Park, Serrano Park, Steve
Ambriz Memorial Park, and six miles of new bike trail along the Santiago Creek. His
accomplishments also include major private development projects such as The Outlets at
Orange rebranding; the Riverbend Housing Project; two Best Buy Stores; the revitalization of
the Old Towne Plaza Commercial District; and the growth of Chapman University, St.
Joseph Hospital, UCI Medical Center, and Children's Hospital of Orange County.
WHEREAS, John always took special effort to know most Orange employees by
their first names, and showed sincere concern for their wellbeing. He also enjoyed working
with our Public Safety personnel and riding with the bike team, touring the fire facilities, and
attending badging ceremonies to welcome new employees to the City's Public Safety team.
During John's 14 years at the City, he created an environment that encourages team spirit
with a motivation for employees to excel. The Orange Leadership Development Association,
comprised of City employees, awarded him the inaugural Mentor Award in February, 2015.
WHEREAS, John was also highly respected by his peers in Orange County, as he
was very active in professional management associations. He served as President of the
Orange County City Manager Association in 2013 -2014 and served on the Board of the
Association of California Cities Orange County.
WHEREAS, John's positive influence will become part of the City of Orange's 127 -
year old historical tapestry. He will be remembered for his role in leading the City through
one of the most difficult economic downturns in our Country's history, making hard
decisions to ensure that Orange stay ahead of the recession, helping to stabilize and return to
a balanced budget by implementing a hiring freeze, furloughs, pension reforms, and cross
training across department lines.
NOW, THEREFORE, BE IT RESOLVED that the entire City Council offers best
wishes to John and Carol, his devoted wife of 48 years, as they embark on an exciting
journey into this next chapter of their lives, spending time with their three sons Chris, Jeff,
and James, and their seven grandchildren in Minnesota, Hawaii, and San Clemente. On
behalf of the Orange community, the Executive Team, and City staff, the Orange City
Council acknowledges and thanks John W. Sibley for nearly 50 years of exemplary public
service, guidance, and leadership, not only to the City of Orange, but to a very grateful
nation.
