A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE EXPRESSING APPRECIATION
TO CHRISTINE LUDLOW AND COMMENDING
HER FOR 28 YEARS OF LOYAL AND DEDICATED
SERVICE.
WHEREAS, Christine Ludlow has been a member ot th Finance Bzpartment for
over 28 years. She began in the Business License Division in 1987 as a Senior Finance
Clerk; was later promoted to a Business License Inspector in 1997; and then macle Supervisor
later in 2001.
WHEREAS, in 2005 she took the lead in Utility Billing as Supervisor until her
retirement. Her leadership methods have been sometimes unconventional: when asked to
explain a concept to fellow employees, she frequently took a scrap of paper and said with
enthusiasm, "Let me draw a picture."
WHEREAS, over her many years at the City, she has been a great team builder and
role model for her staff and is 100% customer-service oriented. Working with ideas to save
the City money included the implementation of a payment lockbox, an online bill payment
system, a 24/7 telephone payment system in two languages, and most recently a 24-hour
ATM-like payment kiosk.
WHEREAS, Christine helped lead Finance staff through Game Weeks, employee
picnics, and other events, with a strong emphasis on employee morale and appreciation. For
many years she had a standing order on Fridays for pizza bagels from Poul's Bakery for her
fellow employees.
WHEREAS, no one would have guessed that Christine and Dan Ludlow would fall
in love while working together at Chuck E. Cheese resulting in a marriage of 31 years. Their
time together has been shared with a menagerie of adopted animals as they are actively
involved in animal rescue. It's interesting to note the number of cat adoptions that Christine
has arranged over the years with City employees. Christine and Dan have traveled the world,
and plan to do more so upon retirement. One of her favorite expressions is "Calgon, take me
away!" Now that wish will come true.
NOW, THEREFORE, I, Teresa E. Smith, Mayor of the City of Orange, on behalf of
the entire City Council and City employees do commend Christine Ludlow for her 28+ years
of distinguished and honorable service to the Orange Finance Department and citizens of the
City of Orange. The entire community offers best wishes for every happiness in this new
phase of her life.
