1. Vice chair McDermott opened the Administrative Session at 5:00 p.m. and inquired about the
Policy/Procedural Information.
• Marissa Moshier, Historic Preservation Planner advised there are no changes to the
agenda and nothing to report.
Committee Members stated there were no edits to the May 16, 2018 meeting minutes.
Committee Member Fox made a motion to close the Administrative Session of the Design Review
Committee meeting.

Committee meeting of May 16, 2018 as written.

(2) DESIGN REVIEW NO. 4864-16—999 TOWN & COLTNTRY MIXED USE
• A request to modify approved plans for a new five-level parking structure to eliminate the
screen in association with a horizontal mixed-use development that also in�ludes a new five-
story residential apartment building. The project was approved by the DRC on June 7, 2017.
• 999 W. Town and Country Road

• DRC Action: The DRC may take one of three actions:
1) Approve the removal of the green screens as presented;
2) Deny the request and affirm the originally approved green screen;
or
3) Provide feedback on an alternative aesthetic treatment far the north elevation of the
parking structure, and require the suggested treatment to return to the Committee for
approval.
Anna Pehoushek, Assistant �Community Development Director provided an explanation of the
project consistent with the staff report. Staff is looking to the Design Review Committee to accept
the removal of the green screen or provide guidance about the adornment that is appropriate for
the parking structure.
Vice Chair McDermott invited the applicant to step forward.
Ryan Childs stated they would be installing approximately 43 bamboo plants that will grow 35 to
40 feet tall within three years. Therefore, the green screen or other aesthetic treatment were not
needed.
Vice Chair McDermott opened the public comment; there were no speakers.
Committee Member asked staff for clarification on the requirements of the horizontal mixed-use
in terms of visual or physical connectiveness and can the parking structure open before any
treatment is applied.
Ms. Pehoushek, stated the objective is for the sites to pull together as a unified product even if
they are constructed at different points in time. As for the parking structure, the approval of the
project requires that the parking structure be completed before apartments are issued building
permits. Functionally, the structure could open. The DRC could separate the parking structure
from the apartments and allow a temporary certificate of occupancy for the structure with the
aesthetic treatment coming forward at the later date.
Committee Members and staff discussed the sustainability of the trees on Caltrans property, and
questioned how much planting space the applicant has control of in the easement.
Committee Member Imboden asked about the proposed dog park that was in the prior submittal
and the applicant stated it will occur in Phase 2;the developer will use that as part of their amenities
credit which will be s�ared with leasing and visitor parking.

The Committee Members stated they did not feel comfortable with placement of bamboo in
relation to the usable space in the dog park. The Committee felt that if it's going to be a park, an
enlarged drawing would be helpful to clarify the placement of the planting versus the useable
space.
Ms. Pehoushek stated there is an interim landscape condition related to construction of the parking
structure and the dog park area when the final landscape and lighting plan return, the DRC will
have another opportunity to review the final details of the dog park space.
Committee Members and the applicant discussed the placement and number of green screens, and
noted discrepancies with regard to the number and location of green screens.
Committee Members agreed that the applicant should provide some kind of architectural
rectangular panels on the garage that fulfills the same objective as a green screen.
Committee Members felt the proposal has evolved and is now a blank parking structure;there isn't
anything that links the parking structure and apartments and it doesn't feel like a cohesive design
theme on the whole campus.
Committee Members struggled with what seems like a disjointed effort between the buildings. The
Committee worked with this project on several occasions to try to get a relationship between the
existing buildings. The concept that is shown in the approved documents and the design intent
that was shown has been watered down substantially to where it doesn't deliver that intent any
longer.
The Committee Members agreed that the applicant cannot rely on neighboring trees to mitigate
landscape.
The applicant stated he would like to continue the item and work with the apartment developer
and hopes they can get Temporary Certificate of Occupancy on the parking structure.
Ms. Pehoushek clarified that the apartment design program includes louvered panels. Over the
course of the last several weeks one of the options for the parking structure was to replace the
green screens with fabric panels. The applicant will be working with the apartment developer on
different treatment concepts; it would be helpful for the DRC to provide some feedback on the use
of fabric versus some other more durable material.
Committee Members stated that the use of graphic panels led to concerns about what those
graphics would be. They are also concerned about the maintenance of the fabric, so the louvered
panels may be mare practical.
The applicant stated the fabric panels have a 15 year warranty against sun and tearing can have the
graphic of their choosing.

Committee Member Fox made a motion to continue Design Review No. 4864-16 —999 Town &
Country Mixed Use, to a future date in order for the applicant to make changes from feedback
given from the Design Review Committee.
