Committee Member McDermott made a motion to approve the minutes from the Design Review
Committee meetings of September 20, 2017 and October 4, 2017, as emended during the discussion
at the Administrative Session.

(2) DRC NO. 4764-14 THE NEW HOME COMPANY (MARYWOOD SITE)
• The New Home Company, is requesting approval of a new Plan 4 layout, to their approved
project, which consists of a one-story layout with a small second story component.

Robert Garcia, Senior Planner, presented a project overview consistent with the Staff Report.
The representatives who were present for this project were Rick Bianchi, David Kosco and Doug
Staley.
Chair Imboden asked for clarification regarding the "kitchenette" that appears in the
multigenerational option of the plans and opined that the floor plan suggested use of the space as an
accessory dwelling unit. Staff clarified that the multigenerational option does not fit City standards
of an accessory unit and that the intent of the applicant is not to make it an accessory second
dwelling unit. The applicant stated that the intent is to provide a multigenerational option for
families, due to the growing need in the community. The applicant confirmed that there is a built-in
cabinet with a small sink, however there is nothing in the unit for the preparation of food.
The Committee inquired about noticing for this project. Mr. Garcia stated that noticing was not
required. Notices were posted at the library and City Hall.
Public Comments:
Chair Imboden opened the item to the Public far comments.

Chair Imboden opened the item to the Committee for discussion:
• Concerned that roof lines are not being reflected on the front elevation properly. The ridge
over the lower portion appears much higher in the front elevation than it does on the right
side. On the right side, the ridge hits below the upstairs eave and on the front, continues
several feet above that.
• The gable at the top floor should penetrate all the way through to the left side as shown on
the roof plan. The elevation of the Americana Plan should be drawn to match the roof plan.
• The Committee recommended that the Americana or Cottage plans should not be placed on
Lot 17.

• �'he Committee expressed concern about the unit being used as a rental space or an accessory
unit. Staff stated that the City Code has a specific definition for what constitutes a kitchen
and explained that the use of the space is not a design issue, but a land use issue, and is not
within the purview of the Committee. Chair Imboden indicated he could not support the item
with this issue and expressed his difference of opinion with staff.
• The Committee noted that the two appliances shown on the plans are not labeled. The plans
should indicate the type of appliances.
• The Committee requested clarification of the window treatment of the garage given the
prominence of the window on the front elevation and the potential for open views of garage
storage from the street. The applicant stated that the glass in the windows could have the
option for tinting.
Committee Member Fox made a motion to approve DRC No. 4764-14, based on the findings and
condition listed in the Staff Report with the following additional conditions:
1. The plans shall be revised for the `C' elevation of the Americana Plan so that the
front elevation correlates with the roof plan.
2. The Americana or the Cottage style Plans shall not be used on Lot 17.
3. On all the plan elevations, garage windows facing the street shall be tinted.

(3) UPDATE TO THE HISTORIC PRESERVATION DESIGN STANDARDS
FOR OLD TOWNE
• Recommendation to the Planning Commission on the update to the Historic Preservation
Design Standards for Old Towne (Design Standards). This is the third meeting with the
Design Review Committee on the update to the Design Standards. The two previous
meetings were study sessions held on June 21, 2017 and August 9, 2017. The City Council
has final determination on adoption of the update.

Marissa Moshier, Historic Preservation Planner, presented an overview consistent with the Staff
Report, describing the previous reviews of the update to the Historic Preservation Design Standards
and the revisions that have been incorporated into the document from the DRC and community
comments.
Chair Imboden asked staff if the document included language related to the preservation of chimneys
and fireplaces. Ms. Moshier responded that the topic was not covered specifically but the most
applicable standards would be those related to architectural details and building materials which
describe appropriate treatment for historic masonry. Chair Imboden requested including those
elements as character-defining features.
Public Comments:
Chair Imboden opened the item to the Public for comments.
Jeff Frankel, Old Towne Preservation Association (OTPA), spoke in favor of adoption of the
updated Design Standards and appreciated the improvement to how the document reads for
residents, property owners, and developers. Mr. Frankel also had comments and requested some
changes for the DRC's consideration:
. Gutters, downspouts, and collectors should be included as character-defining features of
historic buildings and new additions or replacements should be appropriate for the style and
period of the building.
. Plexiglas should be prohibited as a replacement for historic glazing.
• The preservation of unpainted historic elements should include concrete, such as columns.
• Questioned whether the City is going to encourage ribbon driveways.
. Questioned whether sandwich board signs would be addressed.
• Noted that the previous version of the Design Standards said that non-contributing buildings
should be in style and period of the existing building, and wanted to confirm how this is
addressed in the update.

• Suggested that OTPA could be mentioned in the document as a resource in the planning
phases for a project.
• Chimneys should be identified as character-defining features.
Chair Imboden opened the item to the Committee for discussion. The Committee had the following
comments and recommendations:
• The typo in the text box on page 6 should be corrected to accurately reflect the document's
_ page numbers. This should be page "13-14" instead of"12-13."
• It is not clear in the Floor Area Ratio (FAR) graphic on page 48 why the one-story buildings
show an FAR number for a second story. Ms. Moshier clarified that the intent of the graphic
was to show the potential for build-out of habitable space in the attic on an existing one-story
building. The Committee members found this to be unclear and recommended that the
second floor FAR numbers should be eliminated from the one-story buildings, so that the
graphic focuses on existing FAR of a block, rather than potential.
. The Committee briefly discussed the purpose of FAR as one of a number of factors that can
affect the compatibility of a project.
• The Committee discussed the importance of parkways, both in the ground plane and the
canopy of street trees, as part the historic streetscape. In the section on Setting on pages 27-
29,the Committee recommended including the mature tree canopy as an important character-
defining feature of the Historic District and encouraging property owners to take care that
changes to landscaping do not affect the watering of established trees. The Committee also
recommended adding parkways to No. 11 ori Page 29, in reference to avoiding gra�el, mulch,
or unplanted soil.
• On page 8, "DRC is required" should be replaced with"Design Review is required."
• On pages 8 and 10, the language related to CEQA and significant impacts to historic
resources should be revised to state that if a project has the potential to significantly impact a
historic resource, including demolition, it will require an environmental review process,
rather than it may require one. Staff stated that they would consult the City's Local CEQA
Guidelines and would revise the text accordingly.
• On page 13, on the first line, "intent" should be replaced with"purpose."
• On page 13,the list of character-defining features of starefronts should include tile.
• On page 14, the list of typical residential architectural styles should include "among others"
to indicate the breadth of historic architectural styles present in Old Towne.
• On page 14, the Committee recommended that the last bullet point addressing industrial
buildings should include a reference to vernacular buildings and should provide more
description of historic industrial buildings. Staff recommended including a reference to the
Santa Fe Depot Specific Plan for more specificity on the character-defining features of
historic industrial buildings.
• The Committee briefly discussed the relationship between the Santa Fe Depot Specific Plan
and the Historic Preservation Design Standards.
• The Committee discussed the window graphics on pages 20 and 2l and recommended
revising one of the two single-hung windows to be a double-hung window in the graphics.
. The Committee discussed security screen doors and recommended revising the reference to
screens on page 20. No. 1 d to include both window and door screen.
. The Committee discussed the introduction to the Design Standards and whether the
document should add a reference to "a shared history citywide" or should keep the current

description of"neighborhood character." The majority of the Committee members preferred
to keep "neighborhood character."
• The Committee discussed the appropriate place to include chimneys to the Design Standards.
The Committee recommended adding chimneys to the list of character-defining features in
No. lc in the section on Roofs.
• In response to OTPA's comments, the Committee also recommended adding a sentence that
new gutters, downspouts, and collectors should be compatible with the architectural style of
the building.
• The Committee recommended adding that substitute materials for historic glazing are
generally inappropriate to No. 2b in the section on Windows and Doors.
• The Committee agreed that the section on Architectural Details and Building Materials, No.
1 d should include a reference to unpainted concrete elements.
. The Committee discussed whether ribbon driveways should be encouraged in the Design
Standards. The Committee concluded that ribbon driveways should be encouraged as a
design solution for large driveways or parking areas. Large areas of paving can also be
divided into a three foot grid, as this was a detail frequently used historically.
• The Committee discussed sandwich board signs and the current Municipal Code
requirements for signage in the Plaza.
• The Committee discussed OTPA's comments on changes to non-contributing buildings and
whether they should be required to be consistent with the existing style of the non-
contributing building. The Committee recommended that complete changes to the style of a
non-contributing building should be allowed, that the Standards should address avoiding a
false sense of history for new construction. Ms. Moshier described the sections on Additions
to Historic Buildings and Infill Construction and how they encourage differentiation and
avoiding elaborate architectural detailing for new construction.
. The Committee discussed OTPA's request to be referenced as a resource for property owners
when planning for their projects. The Committee recommended including a reference to
reaching out to community groups and neighbors in the section on How to Plan for a
Successful Project.
Committee Member Fox made a motion to recommend approval of the draft update to the Historic
Preservation Design Standards for Old Towne to the Planning Commission as amended during the
Design Review Committee meeting on November 1, 2017. The Committee requests that staff
incorporates the changes brought up during the meeting for the Planning Commission's
consideration.
