Chair Imboden opened the Administrative Session at 5:14 p.m.
Chair Imboden inquired if there was any Policy or Procedural information. Kelly Ribuffo, Associate
Planner, indicated there was no Policy or Procedural information.
Committee Members reviewed the Design Review Committee minutes for August 16, 2017.
Committee Member Imboden made a motion to close the Administrative Session of the Design
Review Committee meeting.

(2) Design Review No. 4900-17 - Villa Park Orchards Association Packing House and West
Residential Village
• A proposal for final approval of the landscape plan, lighting plan, and rehabilitation of the
Villa Park Orchards Association(VPOA) Packing House. The property is within the
boundaries of the Local and National Register-listed Old Towne Historic District and the
Chapman University Specific Plan.

• DRC Action: Final Determination
Kelly Ribuffo, Associate Planner, presented a project overview consistent with the Staff Report.
Mrs. Ribuffo confirmed that the applicants have provided conceptual information regarding the
project's proposed signage that is tied to the building as a contributing historic feature. However, the
applicants have not proposed a sign program project at this time. Staff recommended a separate
application for the sign program in which a follow up approval, detailing the project, will occur.
The representatives who were present on behalf of this project were Ken Ryan, Kris Olsen, Johanna
Crooker, Todd Bennett, Tom Greer, Tom Ruzika, Bob Murrin and Peyton Hall.
The design team's presentation focused on the following topics: treatment of materials,color, lighting,
landscaping and signage.
Todd Bennett, Landscape Architect, discussed landscaping materials.
• The proposed hardscape will be concrete and top casts finishes are exposed at the courtyard
entry on the corner of Palm and Cypress.
• At the threshold there are long yellow unit pavers.
• The plant palette remains the same. Street trees are Quercus ilex on Palm Avenue,

• Low walls will be Chapman brick blend. Pre cast cap. Accent pot on pedestal are is corten
steel.
• Proposed rendering shows combination of long narrow pavers.
• Benches are pre cast concrete. The finish is compatible to other concrete.
• In the area to the right, Corten walls surround the plants.
• Student courtyard outside of Cypress has depiction of historic railroad spur moving through
the space. Corten piece used as edging that will be exposed on the top and within it.
• The paving in pedestrian areas, concrete mix will be used which is meant to be compatible
with the stone.
• Cobble that is similar to railroad cobble will be used where there is landscape barriers.
• Bike racks will have galvanized finish to go with the industrial sense of the palette.

• Railroad wood tied together with weathered steel draws people along the spur. (Pictured in
page 5 ar 6.)
• Linear space along the packing house, railroad spur and pedestrian sidewalk will consist of
Washingtonia Filifera palms.
• Museum court railroad detail in both pedestrian and soft scape area,with Corten steel planters
containing Valencia orange trees.
Bob Murren, Architect
• Referenced pages 6 and 9. Forensics done on historic paint colors of the building. Uncovered
a predominate color on wood and stucco. The team introduced another color that will cover
wood, window frames, doors and beams to give a highlight and contrast and it is consistent
with reinterpretation. Referenced `A' stucco color and `C' wood color.
• Aluminum doors in charcoal, glass doors, railings pictured in `I'.
• Loading dock will be extended. Loading dock floor material will be the same material and
thickness, but with a complementary pattern to distinguish new and old.
• Hilbert sign will also be Corten weathered steel material.
• Relocated accessory buildings will be the same paint color palette, stucco and metal will be
the light color. Windows and doors will be the dark colar.
Tom Ruzika
• Lighting up the canopy and wood, low glow and soft warm color. The canopy catches the light
going up.
• The loading dock and walkways will have the hood light. Historic hood lights that light the
pedestrian pathways, glowing on the Sunkist and Hilbert sign.
• On Cypress side, for all palms small tree straps to light railroad path, continues down to
courtyard.
Public Comments:
Chair Imboden opened the item to the Public for comments.
Jeff Frankel of Old Towne Preservation Association, spoke in favor of the project and supports the
changes from the last meeting. Wanted to clarify that the Sunkist sign is going to be in the exact same
position as the original and if the orange will be left out. Project team answered `Yes.'
Chair Imboden opened the item to the Committee for discussion.
The DRC had the following comments:
Landscaping:
• Clarification of how concrete will support the `L' shaped Corten channel edge for "rail spur"
paving detail, and if grading will be visible. Applicants stated that concrete is embedded and
soft scape is likely to be supported with stakes to hold it in place. Peyton Hall, Historic
Resources Group, further clarified how the project team came up with the interpretative plan
for the rail spur, including materials chosen.
• Clarification about Corten pedestal pot at the corner of Cypress and Palm and circular Valencia
Orange Corten planters. Orange tree planters will be tubes of Corten steel.

� � • Clarification of brick color blend used for University planter walls. Project team clarified that
blend would be heavier into the reds, same as the blend across the street at the Digital Media
Arts Center.
Architecture and Signage:
• Discussion of Sunkist sign. The Committee asked for clarification of how the proposed
� ���� � ������� restored sign design relates to the historical signage on the packing house. Committee mem er
McDermott specifically asked which version of the Sunkist logo was used for the proposed
sign renderings.
• The project team stated that sign has changed over the years and logo has morphed. Peyton
Hall clarified that achieving an"authentic" sign restoration can be difficult depending on sign
condition and modifications over time. Project team researched photos of previous signs to
assist them in finding a more authentic logo. They decided to do a partial restoration to make
it as authentic as possible. Kris Olsen, Chapman University, stated that the University has
connections to Sunkist that may aid them in doing additional research on the sign. They will
pick a year that is in the era of significance to inform the sign restoration.
• Chair Imboden asked for clarification on how the proposed Hilbert Museum sign will be lit.
The project team clarified that the sign will be internally lit, with the letters as cutouts in the
front face.
• The Committee agreed that the proposed railing mesh for the new loading dock railings
matches the design for the packing house rehabilitation.
• Committee Member Fox asked for clarification on how the tiebacks for the packing house
loadir�g dock canopies will be treated. Bob Murrin stated that existing tiebacks will be retained
and repaired, or replaced where needed, and will be painted the accent color chosen for the
building.
• Committee Member Skorpanich stated that she would prefer to see a different fencing material
used along the railroad track side of the property instead of the existing chain link fencing.
Lighting:
• The Committee discussed the proposed lighting scheme for the east elevation of the packing
house, shown on pages 13 and 25 of the Supplemental Design Review Booklet. Committee
Member Imboden asked why wall uplighting was proposed on the south side of elevation even
though the canopy above the loading dock did not extend that far down the farade.
• After further discussion with the committee,Tom Ruzika suggested that the plan can be revised
I' to replace the paired wall lights above the canopy with single fixtures, and that those wall
fixtures on the south side of the elevation can be dropped down to a lower level after the canopy
terminates.
. The Committee discussed the proposed street lighting plan, shown on Sheets LT1.00 and L-
1 O 1 of the Architectural Plan Set. The applicant proposed that the globes on the street lights be
partially shielded to direct light away from the fa�ade of the packing house to preserve the
accent lighting on the building.
• The Committee did not agree that shielding the street lights, and recommended to staff that
this not be done.
• Committee Member McCormack recommended that the height of the tree mounted lights on
the palm trees lining Cypress Street be adjusted to coordinate with the height of the canopy on
the packing house.

• Committee Member Fox asked the applicant to clarify what the proposed finishes are for the
wall mounted light fixtures. The applicant responded that depending on the location some
fixtures would be painted to match the wall,while others would have a galvanized metal finish.

Committee Member Fox made a motion to approve DRC No.4900-17,Villa Park Orchards Association
Packing House and West Residential Village, based on the findings listed in the Staff Report and all
the conditions referenced in the Community Development Director's approval letter, in addition to the
following conditions:
1. Where there is board form concrete, adjacent to the Packing House foundation, there will not
be a line or board form seams between the new and the old, and that a vertical reveal shall be
added to hold back the texture on the new from the old.
2. The word"Sunkist"painted on the building shall use a font that is based on the field evaluation
early within the period of significance of the building.
3. Lighting on the Cypress elevation, on the southern end of the elevation, 3 wall mounted lights
to be relocated lower on the farade.
4. Palm tree mounted lights shall be set at a higher datum, preferably aligned with the building
canopy light datum vertical line.
Recommendations:
1. The applicant have the option to respace the lights above the canopy on the Cypress elevation.
� �` 2. The "acorn" lights used in the public right-of-way shall not be shielded.

3) Design Review No. 4927-17 - Center Street Residence
• A proposal to remodel the exterior of an existing single family residence. The property is a
non-contributing resource within the boundaries of the Old Towne Historic District.

Kelly Ribuffo, Associate Planner, presented a project overview consistent with the Staff Report.

The applicant present on behalf of this project was Troy Aday and Kris Olsen.
Applicants stated that the project was not intended to be "historically correct." Windows proposed
are casement windows. Porch and gable are also not consistent with the historic portion of the house;
not historically correct but matches the neighborhood. Intent was to create something compatible but
not a recreation. Home is being rehabilitated including pulling off asbestos shingles.
Public Comments:
Chair Imboden opened the item to the Public for comments.
Jeff Frankel of Old Towne Preservation Association(OTPA) stated that he had the opportunity to visit
the property. Previous rehabilitation of home appeared messy and covered up by drywall. OTPA
supports the project and are pleased with the removal of asbestos and the replacement of aluminum
windows with wood windows. The porch design is appropriate for that style home. He believes that
the project is going down the right path and the home will be a great addition to the streetscape.
Chair Imboden opened the item to the Committee for discussion.
The DRC had the following comments:
• Committee Member Imboden stated a concern with the proposed style of the elephantine porch
column bases and the front door being too "Craftsman" for the simple style of the home.
• Committee Member Fox stated that given the 6Z status of the site,proposed porch design was
appropriate, but that the door design should be simplified. She also stated that the cantilever
style of the porch steps was a midcentury influence, and that a flat vertical riser would be a
better choice.
• Committee Member McCormack stated a preference for the proposed riser design.
• Staff clarified that one the front elevation of the building is within the purview of review for
the Committee, as modifications to other elevations fall within the review purview of staff in
the Design Standards for Old Towne.
Committee Member Fox made a motion to approve DRC No. 4927-17 based on the findings listed in
the staff report, in addition to following conditions:
��� l. The front door design be replaced with a simpler design without a shelf and corbel detail.
� 2. The front porch steps have no reveal on the risers.

The proposed motion did not have a second and died on the floor. The DRC had the following
additional discussion:
• Committee Members McDermott and Skorpanich asked for additional discussion on the
alternative square column base design.
• Committee Members Fox and Imboden voiced a preference for the elephantine/tapered base
design. Further discussion ensured regarding the proposed proportions for the column base,
and how they appear different in elevation than they do the rendering in the applicant's design
package. Additional discussed continued regarding the height of the column base and the style
of the porch step risers.
• Committee Member McCormack restated a preference for the cantilevered step design with
the tapered column choice.
Chair Imboden made a motion to approve of DRC No. 4927-17 based on the findings listed in Staff
Report, in addition to the following conditions:
1. Approve porch column design Option 1, with the caps of the piers shall be reduced to a
height of 36 inches above grade
2. Front door shall be simplified, removing the corbel shelf. Also recommend a single light
rather than multiple lights.
3. Bottom of the nosing must align with the column base.
