2017-04-05 DRC Final Minutes CITY OF ORANGE DESIGN REVIEW COMMITTEE MINUTES - FINAL April 5, 2017 Committee Members Present: Robert Imboden- Chair Tim McCormack Carol Fox Anne McDermott Staff in Attendance: Jennifer Le, Principal Planner Robert Garcia, Senior Planner Deb Arnold, Recording Secretary Administrative Session—5:00 Chair Imboden opened the Administrative Session at 5:08 p.m. Chair Imboden inquired if there was any Policy or Procedural information. Jennifer Le, Principal Planner, indicated there was no Policy or Procedural information to discuss: Committee Members reviewed the Design Review Committee minutes for March 15, 2017 Corrections were made and will be updated. Committee Member McDermott inquired about a project previously before the Committee, Swift & Swift signage. She inquired if any other Committee Members had looked at the signage. She requested an update from staff if it was, in fact, complete or if there was still work being done. However, she noticed it looked a little shiny on the top and was wondering how smooth it really was because there was a sheen off the top that can be seen when driving by. As she walked by it, she saw it was sheet metal screwed in all around the top. She did not recall that this was what was approved. Committee Member Fox noted that she had previously questioned why sheet metal was being used to try to look like plaster and concrete. Ms. Le will follow up with Marissa Moshier, Historic Preservation Planner, to determine the level of completeness of the signage and the fasteners. Committee Member Fox made a motion to close the Administrative Session of the Design Review Committee meeting. CONSENT ITEMS: (1) APPROVAL OF MINUTES: March 15,2017 Committee Member McDermott made a motion to approve the minutes from the Design Review Committee meeting of March 15, 2017, as emended during the discussion at the Administrative Session. Peter Quintanilla Tarek Shaer Donald D. Lamm, Diamond Star Associates, Inc.were present for the Applicant. Don Lamm, spoke to the Committee, thanking them for all of their hard work, including Robert Garcia, Anna Pehoushek, Bill Crouch and Jennifer Le. Chair Imboden opened the item to the public for comments. No speakers in support of project Jocelyn Gubler, Vice President of Development, Outlets of Orange—Opposed Representing Simon, Jocelyn Gubler is in opposition to the Conditional Use Permit for exceeding the 45 ft limit of height, and the Administrative Adjustment in regards to the apartment building complex for drive aisle widths and reduction of parking spaces. Chairman Imboden expressed concern: • Regarding the additional height, as the Committee was not specifically aware of the 20 ft difference • That the Committee was not aware of the necessity of a Conditional Use Permit � That the Committee may have provided different direction had they known about the request for a CUP to exceed the height Chair Imboden asked for clarification from Staff. Robert Garcia, stated: "for this project at Chapman, there is a Conditional Use Permit to exceed the height limit. The base height for this area is 45 ft. when it is adjacent to residential property. There are residential properties located to the north on Chapman and to the west on Lewis, because of the proximity to the residential area, they are required to file for a CUP to exceed the height of 45 ft.." City of Orange—Design Review Committee Draft Meeting Minutes for April 5, 2017 Page 4 of 12 "There is an Administrative Adjustment request for the parking related to the apartment complex, they are requesting a 1 ft deviation from the back up or the drive aisle. The code requires 25 feet they are requesting 24 feet within the apartment structure. They are also requesting a 10% Administrative Adjustment for reduction in parking to the apartment structure. The apartment complex is required to have 562 spaces and they are requesting 509 parking spaces." Staff indicated that the SMART review process vetted out needs for the Conditional Use Permit and Administrative Adjustments after the preliminary review by the Committee Chair Imboden closed public comments. Chair Imboden asked Mr. Quintilla and Mr. Shaer(Applicants)to share with the Committee changes that had been made to the project since September 7, 2016 • Trash had been moved to the interior of the parking structure • 3 Transformers had been adjusted to conform with the suggestion from April, 2016 • The office parking structure had an additional level added to it making it 60ft high. Chair Imboden opened the item to the Committee for discussion Committee Member Fox inquired if the height was within the height limitations? Mr Shaer stated that it was higher and would also be included in the Conditional Use Permit request with the Apartment Complex. The DRC commented on the following: • The Committee is here for the purview of the aesthetics. • Ma�cimum heights are related to the aesthetics. • Concern about height of the buildings in residential areas. • Questions the shadows that would be over the side yards and garages of 2 homes. • Parking has a deeper setback, but to the west there are existing apartments that are not in a residential zone. • No material board is present for final review. • Landscaping needs to be more detailed far final review. • Pleased with what the Committee had seen before, and still think it is a good project. • Signage is clear. • Pleased with Richard Meier concept here. • Acknowledge that there are additional parking spaces provided for the office building. • In the area of the Food Trucks, the Fire Department has made some adjustments and limited public driving, and have a designated fire lane. • Texture is important in the Meier buildings. • Without the materials and color board, the project needs to come back. • Landscape is what will tie the project together, unfortunately we only have a concept today. Jennifer Le gave a point of clarification "in it is not uncommon to have more of a conceptual planting plan at this point, I think this is more detailed than a normal conceptual plan we have in some phases. If the DRC feels that it is important to review a more detailed landscape plan with the City of Orange—Design Review Committee Draft Meeting Minutes for Apri15, 2017 Page 5 of 12 individual placement of trees the committee can include a condition and ask for that to come back, but recommend the project move forward based on what you see before you conceptually." Motion was made by Committee Member McCormack to recommend approval for recommendation for DRC No. 4843-16 Chapman Apartments (Orange Collection) having considered the Mitigated Negative Declaration to the Planning Commission based upon the staff report and the findings with the additional conditions. 1. Prior to the issuance of building permits, the applicant shall return before the Design Review Committee with a sample color and materials board for review and approval by Design Review Committee. 2. Prior to the issuance of building permits, the applicant shall return before the Design Review Committee with more detailed landscape plans for review and approval by the Design Review Committee. 3. Prior to issuance of building permits, the site lighting plan showing both the lighting and tree locations plus a photometric study showing how the lights are shielded, details of the shielding come back to the Design Review Committee for review and approval. Mr. Shaer informed the committee that in further speaking with the Fire Department and Southern California Edison, changes had been made to the access lanes and transformer positioning. Chair Imboden opened the item to the public for comments. Chair Imboden closed public comments. The DRC commented on the following: • Felt the project was beautiful. • The Committee sees a better relationship between vertical and the horizontal elements. Makes them connected to each other visually. • Like the idea of just an overhang and soffits at the large west facing overhang with no beams breaking it up. • Any opportunity to screen the transformers with the theme of the architecture Motion was made by Committee Member Fox to recommend approval to the Planning Commission for DRC No.4844-16 City Parkway West Apartments (Orange Collection) having considered the Mitigated Negative Declaration and with conditions and findings of the staff report. With the additional conditions as follows: 1. To remove the beams under the top level large cantilevers and thicken the edge of the roof overhang at the architect's discretion. The DRC commented on the following: • Agreed that this is a large project and feels that the applicant's group has worked hard to make it a successful project. • Liked the graphic elements and architectural elements. • Very simple entrance to the parking structure, much better. • Plaza added a fire lane due to fire department regulations, but otherwise still the same. • Love the graphic elements/architectural elements. • Felt the project was beautiful • Match tree selection with Public Works for deciduous tree. Evergreen is a nice consistent screening street tree. See if the Ficus Flora can stand up to the parking structure. • Italian Stone Pines in there would be awesome, an example can be found at Cal State Fullerton, it lines the northeast on-ramp from Yorba Linda Blvd all the way along the freeway. • Would like to see more detail regarding the landscape on top of the parking structure City of Orange—Design Review Committee Draft Meeting Minutes for Apri15, 2017 Page 9 of 12 Motion was made by Committee Member Fox to recommend DRC No. 4845-16 City Plaza Apartments (Orange Collection) having considered the Mitigated Negative Declaration to the Planning Commission based on the staff report and the findings with the additional conditions as well the modification per staff. 5. Prior to the issuance of building permits, the applicant shall return before the Design Review Committee with a final color and materials board for review and approval by Design Review Committee. 6. Prior to the issuance of building permits, the applicant shall return before the Design Review Committee with final landscape plans for review and approval by the Design Review Committee. 7.
