Administrative Session—5:00
Chair Imboden opened the Administrative Session at 5:18 p.m.
Chair Imboden inquired if there was any Policy or Procedural information. Mr. Garcia indicated
there was no Policy or Procedural information to discuss:
Marissa Moshier had an update on demolition review. At the City Council meeting on March 14,
2017, the Mayor asked staff to accelerate their review of the demolition review ordinance and
potential updates. Staff will prepare a staff report for the City Council with a description of recent
unpermitted demolitions in Old Towne and what recommendations came from the study session with
the DRC. It will likely be added to the agenda in May or June.
The California Preservation Conference is May lOth thru 13�' in Pasadena. The Committee received
brochures for the conference.
Committee Members reviewed the Design Review Committee minutes for March 1, 2017
Corrections were made and will be updated.
Committee Member Anne McDermott, inquired about a project previously denied by the Design
Review Committee. She read in The Foothill Sentry about the project going to Planning
Commission and that the Planning Commission wants it to come back to DRC. She would be
looking for some guidance as to how the committee should proceed or what their role would be?
Mr. Garcia shared that it did go before the Planning Commission on February 22, 2017, at the end of
the day the Planning Commission is recommending approval to the City Council on that item. The
Applicant during that presentation had a power point presentation, and they also had nice color
renderings and color details that had not been presented to staff or to DRC at previous meetings that
did make the project look better. The Planning Commission is still a little apprehensive of the
details, but from a land use perspective they did recommend approval. The item is slated for the
next Planning Commission Meeting this Monday March 20, 2017, with the findings and conditions
of approval. During our deliberations the Planning Commission did speak about coming back to
Design Review Committee for further review. When motion was made, it was made to work with
staff and the Applicant.

Monique Schwartz, Assistant Planner, presented the updated project overview consistent with the
Staff Report.
Shabnam Vilali was present for the Applicant.
Chair Imboden opened the item to the public for comments.

Chair Imboden opened the item to the Committee for discussion.
Committee discussion included the following comments:
• The Landscape Plan Plant Schedule shall include a symbol for the Red New Zealand Tea
Tree.
• Inquiry regarding the specification of Majestic Beauty Indian Hawthorne Standard along the
west property line as a tree or shrub.
• The Landscape Plan Plant Schedule shall include the words "Majestic Beauty Indian
Hawthorne Standard Tree Form" after the botanical name of Rhaphiolepis Indica"Majestic
Beauty"to ensure that the specified plant is a tree and not a shrub.
• Applicant shall have the option of planting Majestic Beauty Indian Hawthorn Standard Tree
Forms in place of the Water Gum trees specified along the west property line for tree
uniformity along the rail road right-of-way.
• Staff confirmed the project complied with Code regarding the number of trees.
• Compliance with the City Code relating to tree count is challenging for applicants because of
the excessive number of trees required.
• Similar Self Storage facility designed by the project architect and located adjacent to the
Interstate 22 Freeway addresses Committee concerns.
• Changes to building elevations and landscape plans appropriately address previous DRC
comments.
Committee Member Carol Fox made the motion to recommend approval of DRC No. 4871-16 —
Simply Self Storage Building Elevations and Landscape, 1600 N. Glassell Street, to the Planning
Commission based on the findings and the conditions in Staff Report and with the additional
condition that the tree indicated as Rhaphiolepis Indica "Majestic Beauty", Indian Hawthorne
Standard, should have the words Tree Form added to that phrase and that the landscape design team
has the option to swap out the Water Gum with mare of these Rhaphiolepis tree forms.

(3) DRC No. 4475-10 —Yaghi Rehabilitation and Accessory Dwelling Unit—Hardscape and
Landscape
• A proposal for hardscape and landscape associated with a previously approved project for
relocation of an existing historic residence and construction of a new rear addition to
accommodate an accessory dwelling unit in the Old Towne Historic District. The project was
approved by the Planning Commission and upheld on appeal by City Council in 2016. A
condition of approval required that the hardscape and landscape plan return to the DRC for
final determination prior to issuance of a building permit.

Chair Imboden opened the item to the Committee for discussion.
The Committee discussed the plans submitted to them. The committee had concerns that had been
raised during the previous review that the proposed landscape treatment was not sustainable and may
kill the tree. The Committee continued to have concerns that,that would be the case with the current
proposal, with the disturbance of the root system of the existing tree by excavation being the primary
concern. The Committee further discussed either moving the walkway to the area in front of the tree
outside of the drip line or using stepping stones or pavers in place of a solid concrete walkway. The
Committee also commented on the use of the British or English ivy under the tree and recommended
a different ground cover because that type of ivy could be invasive. All were in agreement that
mulch would be a good ground cover under the tree and that precast stepping stones in a permeable
base would be better than a concrete pathway.
Committee Member Anne McDermott moved to approve DRC No. 4475-10 — Yaghi Rehabilitation
and Accessory Dwelling Unit—Hardscape and Landscape with the following conditions:
1. The concrete sidewalk connecting the driveway and the entry shall be replaced with a
permeable walkway without excavation, that may contain gravel and precast pavers.
2. The ground cover British Ivy flats, labeled as No. 5 on the plans, shall be replaced with mulch
under the tree.
