2017-03-01 DRC Final Minutes CITY OF ORANGE DESIGN REVIEW COMMITTEE MINUTES -FINAL March 1, 2017 Committee Members Present: Robert Imboden- Chair Tim McCormack Carol Fox Anne McDermott Staff in Attendance: Robert Garcia, Senior Planner Marissa Moshier, Historic Preservation Planner Deb Arnold, Recording Secretary Administrative Session—5:00 Chair Imboden opened the Administrative Session at 5:03 p.m. Chair Imboden inquired if there was any Policy or Procedural information. Mr. Garcia indicated there was no Policy or Procedural information to discuss: Committee Members reviewed the Design Review Committee minutes for February 15, 2017 Corrections were made and will be updated. Committee Member Fox made a motion to close the Administrative Session of the Design Review Committee meeting. PUBLIC PARTICIPATION: Opportunity for members of the public to address the Design Review Committee on matters not listed on the Agenda. CONSENT ITEMS: (1) APPROVAL OF MINUTES: February 15,2017 Committee Member Anne McDermott made a motion to approve the minutes from the Design Review Committee meeting of February 15, 2017, as emended during the discussion at the Administrative Session. SECOND: Carol Fox AYES: Carol Fox, Robert Imboden, Tim McCormack, and Anne McDermott NOES: None ABSENT: None MOTION CARRIED City of Orange—Design Review Committee Final Meeting Minutes for March 1,2017 Page 3 of 5 AGENDA ITEMS: Continued Items: None New Agenda Items: (2) DRC No. 4885-16—PrimeVestment Residence • A proposal to reconstruct a demolished service porch, construct a 15 square foot new addition, and construct a 303 square foot detached one-car garage. • 447 S. Shaffer Street, Old Towne Historic District • Staff Contact: Marissa Moshier, 714-744-7243, mmoshier@cityoforange.org • DRC Action: Final Determination Marissa Moshier, Historic Preservation Planner, presented a project overview consistent wrth the Staff Report. The Applicants, John O'Connor and Curran O'Connor, were present for DRC No. 4885-16. Chair Imboden opened the item to the Public for comment. One speaker was present: Jeff Frankel, Old Towne Preservation Association(OTPA). Mr. Frankel commented that OTPA is happy that this property had been purchased and that something is going to occur with this modest bungalow. He was pleased that the project uses appropriate materials and includes a one-car garage. Mr. Frankel mentioned OTPA's continued concern with unpermitted demolition in Old Towne. Mr. Frankel also mentioned alterations to the original materials of the house, including removal of a window and applied fascia board, that they would like to see corrected. Chair Imboden responded to the public comment on unpermitted demolitions by stating that the Committee penned a letter within the last month that was forwarded to the Community Development Director and the City Manager expressing concerns over what appears to be an ongoing number of unpermitted demolitions and asking that the City Council hear the concern for urgency in addressing the matter. Bill Crouch, Community Development Director, responded that the letter had been forwarded to the City Manager and City Council. Staff has not yet received any direction resulting from that letter. Chair Imboden opened the item to the Committee for discussion. The Committee had lengthy discussion of the plans submitted to them, including the scope of the proposed project and the accuracy of the drawings compared with the photographs of the service porch prior to demolition. The Committee was in favor of the proposed project but questioned its execution given the plans provided. Committee Member Fox expressed that the project could be approved with conditions related to the details on the plans to allow the applicant to move forward. Other Committee Members stated that City of Orange—Design Review Committee Final Meeting Minutes for March 1,2017 Page 4 of 5 the drawings did not provide enough detail to accurately describe what would be constructed and that conditions were not sufficient to ensure the accuracy of the reconstruction. Member Fox made a motion to approve DRC No. 4885-16 — PrimeVestment Residence with the following conditions: • The detailing and construction of the exterior elements of the building that were in question, including the rim joist at the base of the building, the change to the window proportion to eliminate the transoms, accurate trim details, and minimizing the garage trim at the rake, shall be revised so that the drawings comport with each other. Those elements shall return to the Committee prior to building permit issuance. There was no second on the motion. Vice Chair McCormack made a motion for continuance pursuant to compliance with the revisions listed in the aforementioned motion and recommended that the drawings come back at the first possible meeting for approval. Staff requested clarification of the items to be revised. The Committee provided the following list: 1. Add a rim joist at the base of the addition 2. Eliminate the transoms and use larger casement windows in the proposed openings for the service porch 3. Detail the trim and window casing to show the intent of the construction; details should be at a larger size on the plans 4. Reduce the size of the trim at the rake of the garage; recommended to be 1 inch 5. Indicate that the garage has a soffit at the eaves 6. Review the accuracy of all drawings to ensure that they comport with each other 7. Revise or remove the designer's note on lst page 8. Verify the height of the eave on the south elevation 9. Verify the size of the concrete stoop at the rear 10. Provide plan details of the window mullions and at the corners of the service porch 11. Revise the man door in the garage to agree with the plan 12. Consider other options for the width of the concrete driveway 13.
