2015-08-19 DRC Final MinutesCITY OF ORANGE DESIGN REVIEW COMMITTEE MINUTES - FINAL Committee Members Present: Carol Fox — Vice Chair Robert Imboden Anne McDermott Craig Wheeler August 19, 2015 Committee Member Absent: Tim McCormack - Chair Staff in Attendance: Robert Garcia, Senior Planner Marissa Moshier, Associate Planner — Historic Preservation Kelly Ribuffo, Associate Planner Sharon Penttila, Recording Secretary Administrative Session — 5:00 Vice Chair Fox opened the Administrative Session at 5:05 p.m. Vice Chair Fox inquired if there was any Policy or Procedural information. Robert Garcia, Senior Planner, indicated there was no Policy or Procedural information. He did announce that there would be only 3 Committee Members hearing the last item, St. John's Lutheran Church Ramp, because Committee Member Imboden would be recusing himself. Committee Member Wheeler asked that in future if there are numerous drawings that they be folded in a set or if not possible, instead of them being folded individually, that they be rolled. Marissa Moshier, Associate Planner — Historic Preservation, responded to a question from the last DRC meeting. There was a question about whether or not religious facilities could potentially be exempt from ADA requirements. She spoke to the Chief Building Official and he wasn't aware of anything in the standards and guidelines related to ADA that would provide an exception and there is no case law that supports an exemption. Vice Chair Fox had also looked into it and she found that the Civil Rights Act exempts religious buildings from having to comply but the California Title 24 does not, so if they weren't doing other improvements to the structure, they would be exempt. Committee Members reviewed the Design Review Committee minutes for August 5, 2015. Committee Member Wheeler made a motion to close the Administrative Session of the Design Review Committee meeting. There were no speakers. CONSENT ITEMS (1) APPROVAL OF MINUTES: August 5, 2015 Committee Member Wheeler made a motion to approve the minutes from the Design Review Committee meetings of August 5, 2015 as emended during the discussion at the Administrative Session. City of Orange — Design Review Committee Final Meeting Minutes for August 19, 2015 Page 3 of 13 AGENDA ITEMS Continued Item: 2) DRC No. 4764 -14 Marywood Residential Development • The proposed project would establish a maximum of 40 single - family residences on approximately 16 acres of the project site. • 2811 E. Villareal Drive • Staff Contact: Robert Garcia, 714 - 744 -7231 • DRC Action: Recommendation to the City Council Robert Garcia, Senior Planner, presented a project overview consistent with the Staff Report. The applicants who were present for this project were Douglas Woodward, Dave Kosco, and Patrick Murphy. Mr. Woodward addressed the 9 items the DRC asked the applicant to further analyze from the meeting on July 15. The applicant's response to these items was listed in the staff report. Mr. Murphy, landscape architect, had contacted a soil and plant lab in which he discussed with them the soil makeup and compatibility of the plant materials on the project site. He described the various tree types being proposed in the three districts. He stated they are proposing, on the slopes along the perimeter above the water tank, to take the perimeter fencing down the slope so the home buyer's view is not obstructed by the fence. He explained where they are putting the maintenance responsibly onto the HOA in particular areas. Mr. Kosco, architect, provided the Committee with rear elevations, roof massing details, and accurate landscaping on the street scene. Public Comments: Vice Chair Fox opened the item to the Public for comments. Vice Chair Fox clarified that the DRC's purview included only the aesthetics, architectural style, and massing of the project. Mr. Garcia explained that after the DRC's review, that the traffic and density issues would be determined by the Planning Commission and City Council. Terrie Warner address on file, had the following comments: • Shared her appreciation to the Design Review Committee for their efforts because they care about the City and the community. • Asked the DRC to focus on the overall form, function, and flow of the project. • Requested that the hours of construction and demolition be reduced. • Requested the noise and dust be mitigated. • HOA CC &Rs should be required to spell out water regulations. • City should evaluate every new slope and require mitigating changes to prevent problems. • Infill rules should apply. • DRC should not recommend approval of the tandem garages. City of Orange — Design Review Committee Final Meeting Minutes for August 19, 2015 Page 4 of 13 • Concerned with the number of cars parking in the street at this site since these homes will be occupied by multigenerational families. Hugh DeVaney address on file, was concerned with the possible risk of putting the homes on the hills and the potential need to reinforce the hills. He felt the aesthetics of how the hills would be reinforced would come under the DRC's purview. Michael Spix address on file, was concerned with the lack of parking space on the project site. Michael Lebeau address on file, had the following comments: • Asked the DRC to oppose the project. • Project should be subject to the infill residential design guidelines. Opposed to the project being a gated community because: o it would cut itself from the rest of the neighborhood. o architectural style would be lost on everyone except those that live or visit the site. o it increases the motor vehicle pollution in his neighborhood. The homes as proposed do not conform to the OMC or the guidelines. The rear view elevations of these homes appear to be plain. The Public Hearing was closed. Mr. Garcia explained that the issue of gated communities is addressed in the infill guidelines. He stated that there is a meeting scheduled for Wednesday, August 26 at 3:00 p.m. with the Zoning Administrator regarding on -site rock crushing operations. Committee Member Imboden wanted the public to be informed as to who would make the decision about the construction hours. Mr. Garcia stated ultimately it would be the City Council. Committee Member Fox clarified that not all the conditions listed in the DRC staff report are under the Committee's purview. Mr. Garcia stated that the Infill Residential Design Guidelines applies to small scale subdivisions with four or fewer lots subject to the parcel map provisions of the subdivision and in this case, there are more than four parcels and therefore, does not apply. Committee Member Fox referred the public to the City Attorney for clarification on the Infill Residential Design Guideline ordinance. Committee Member Fox opened the item to the Committee for discussion. The Committee commented on the following: Plan 1: • Americana Elevations o DRC did not see in the packet how the exteriors of the optional decks on the second floor were going to be treated. o Noticed the roof plan did not match the elevations on the eyebrow treatment. City of Orange — Design Review Committee Final Meeting Minutes for August 19, 2015 Page 5 of 13 • Cottage Elevation o Noted the roof plans did not match. o Lot 25 was the only one to have a gable that was exposed. o On the front elevation, the major gable did not come up to the highest ridge and the gable on the right elevation was wrong. • Monterey Elevation o Concerned with the element in the back on the second floor and suggested carrying the board and batten around both sides of the element. Plan 2: • Early California o Asked what the wrap material was that is shown around the entry door. Plan 3: • Americana • Noted the window on the left side was on the plan but not on the elevation. • Noted the roof plan and elevations did not match. Privacy issues: • Suggested using a smaller high window or obscure glass on the lower section on particular windows. • Trees helped on Lot 17 for the privacy issue. • Concern with the bedroom windows where two of the homes line up across from each other on Lots 19 & 20 and 33 & 34. Retaining walls and fences: • Concern where there was a 6' block wall sitting on top of a retaining wall which occurred on Lots 22, 25, 31, and 37 where their master bedroom windows look out on the walls. Mr. Woodward discussed possible solutions. • Suggested using a slump stone wall on Lot 17 adjacent to the rear yards of the existing neighbors. • Questioned the location and height of the MSE retaining wall. Landscaping: • DRC noted a big improvement on the newly submitted landscaping plans. • Questioned how the street trees will be consistently trimmed. • The applicant explained that the CC &R's will contain a plant palette the homeowners will have to stay within and the homeowners will maintain the street trees. Design Elements: • Asked applicant to consider enhanced elevations for those units that are more visible on the sides. • Those with less material wrapping around the sides were the Americana and the Monterey on Lots 25, 26, 29, 31, and 39. The DRC was asking that the material wrap around the sides. • Roof and gables that need to be tightened up such as fagade wrapping the corner the length of the eyebrow. • Concern with the wood siding stopping at the corner. Suggested enhancing the pilaster or reducing the horizontal siding to a wainscot lower treatment under the window sill and wrap that around to the wall. • Gable treatment in some cases needed to be echoed on the side elevations. • Questioned the high pitch gable ends and suggested a much deeper overhang, giving extra detail on those gable ends with very shallow gable overhangs. City of Orange — Design Review Committee Final Meeting Minutes for August 19, 2015 Page 6 of 13 • Suggested using gable trim on exposed sides. • Concern with stucco on some of the houses with wood siding or shingles and asked if the stucco color would match the color of the wood. Materials: • Questioned the material of the shutters • Asked if there was a color and material board. Applicant said no and Committee asked for that to come back to them for review. • DRC asked when it returns to them, they want to see that the materials don't change on an outside corner. • DRC liked the new proposed rear elevations and the mix of the neighborhoods. • Noted that Lot 2 had less concrete on the driveway. DRC needed the project to return to them prior to the architectural submittal of the building plans. Committee Member Imboden made a motion to recommend approval of DRC No. 4764 -14, Marywood Residential Development, to the Planning Commission based on the findings and conditions listed in the Staff Report, and with the additional conditions: 1. Appearance of the second level decks be studied and provided to the DRC for review in elevation prior to final approval. 2. Applicant study enhancement of the secondary elevations or facade where they are most highly visible on Lots 25, 26, 29, 31 and 39. 3. The side yard wall adjacent to the neighbors on Lot 17 be constructed of slump stone. 4. Restudy the walls and slope conditions adjacent to Lots 22, 25 31 and 37. 5. Explore all the facade conditions and geometry of roof gables particularly where materials begin and end and balance those on the facade and come back for final review including a color and material sample board for each of the styles that are offered. With the following recommendation: 1. Lessen the exposure of the bedrooms that face one another between Lots 19 & 20 and Lots 33 and 34. City of Orange — Design Review Committee Final Meeting Minutes for August 19, 2015 Page 7 of 13 New Agenda Item• (3) DRC No. 4801 -15 Roosevelt Hall Rehabilitation • A proposal for an exterior rehabilitation of Roosevelt Hall on Chapman University Campus. The subject building is a contributing historic resource within the Union High School National Historic site and is located within the boundaries of the Chapman University Specific Plan area. • 332 N. Orange Street • Staff Contact: Kelly Ribuffo, 714 - 744 -7223, kribuffogcityoforange.org • DRC Action: Recommendation to the Community Development Director Kelly Ribuffo, Associate Planner, presented a project overview consistent with the Staff Report. She explained the applicants are proposing to replace an existing metal vent on the north elevation with a window with a starburst pattern. The applicants who were present for this project were Ken Ryan, Kris Olsen, Mark Hickner, and Troy Aday. Mr. Ryan explained the exterior restoration of the building on each of the elevations. Public Comments Vice Chair Fox opened the item to the Public for comments. There were none. Vice Chair Fox opened the item to the Committee for discussion. The DRC commented on the following: • Questioned the original construction plans, noting some panels above the south entrance were originally stucco and asked if it was appropriate to replace them with glass. Mr. Aday indicated they may have missed that and would research it to see if they were windows or not. • On the South elevation it was not showing the middle handrail on the steps. Mr. Aday said the handrail would remain. • Noted on the South elevation that the front door was shown as a wood door but there was a glass door on the existing photo. • Questioned the original drawing on the North elevation showing orientation of the escape, and the arrangement of the windows. • Noted on the North elevation that the starburst design would be on that door. • Questioned the door on the East elevation and if a light fixture would be at that door. • Noted that on the West elevation the doors would match the original. • Noted that the ADA ramp on the back was not showing the fact that there was a landing half way down. Light Fixtures: • Noted on the plans that say the existing light fixture was to be "relocated" should have said "replaced." Mr. Aday stated he would be choosing ones that were more in line with the architecture. The DRC stated they would want to see them. • Mr. Olsen explained they have used the same light fixtures on all their historic buildings. • Noted it would have been nice to have seen the louvers and light fixtures. Committee Member Imboden made a motion to recommend approval of DRC No. 4801 -15, Roosevelt Hall Rehabilitation, to the Community Development Director based on the findings and conditions listed in the Staff Report, and with the additional conditions: 1. That the door /transom at the north fagade of the building be completed as shown in Attachment 4 dated July 2015. 2. The applicant research the built condition of the blind panels over the second story windows of the south elevation and the solution to be reviewed and approved by a Planning representative. 3. The proposed light fixtures be located and identified prior to submitting and to be reviewed and approved by a Planning representative. The property is a contributing historic resource within the Old Towne National Historic District. • 377 S. Parker Street • Staff Contact: Kelly Ribuffo, 714 - 744 -7223, kribuffoAcit, o�ange.org • DRC Action: Final Determination Kelly Ribuffo, Associate Planner, presented a project overview consistent with the Staff Report. She shared a color rendering of the building and a material board. Erik Skovseth and Brian Scott were available for questions. Mr. Skovseth described the interior furnishings, making it look like a 1920's garage. Public Comments Vice Chair Fox opened the item to the Public for comments. There were none. Vice Chair Fox opened the item to the Committee for discussion. The DRC commented on the following: • Noted the light fixtures that were shown on the plans were not on the elevation. • Questioned the dutch door. • The term "recycled" on the plans should have said "reused." • Questioned the buttress corner. • Confirmed there were no changes on the patio cover. • Suggested a stucco band be removed from the wall surface because it would match the condition that occurs at the porte cochere. • Ms. Ribuffo indicated the patio cover meets setback requirements and was included because it was attached to the structure. The DRC did not have enough information on the patio cover and wanted more photo documentation in order to judge it. • DRC requested the patio portion return to the DRC. Committee Member Imboden made a motion to approve DRC No. 4802 -15, Skovseth Garage, based on the findings and conditions listed in the Staff Report, and with the additional conditions: 1. Light fixtures used are to match those shown in the color rendering presented at this meeting. 2. The walk through door be constructed as shown in the color rendering. 3. The upper stucco band or fascia is to match the condition/detail that exists on the porte cochere. 4. The Committee asked that the design of the patio cover return to them in the form of photographs to better evaluate it. City of Orange — Design Review Committee Final Meeting Minutes for August 19, 2015 Page 11 of 13 5) DRC No. 4810 -15 — St. John's Lutheran Church Ramp • A proposal to construct a new ramp on the south side of the Sanctuary at St. John's Lutheran Church. The proposed ramp will replace an existing ramp to meet the requirements of the California Building Code and Americans with Disabilities Act (ADA). St. John's Lutheran Church is separately listed in the National Register of Historic Places and is a contributor to the Old Towne Historic District. • 185 S. Center Street, Old Towne Historic District • Staff Contact: Marissa Moshier, 714 - 744 -7243, mmoshier @cityoforange.org • DRC Action: Final Determination Committee Member Imboden recused himself due to the fact his son attends the school at St. John's Lutheran Church. Marissa Moshier, Associate Planner — Historic Preservation, presented a project overview consistent with the Staff Report. Tim Fiscbeck, Robert Schlueter, and Darryl K. Cartozian were available for questions. Public Comments Vice Chair Fox opened the item to the Public for comments. There were none. Committee Member Wheeler wanted to make it clear that he was the designer of the access ramp on Walker Hall two years ago and he had checked with the City Attorney and there was no conflict of interest. Vice Chair Fox opened the item to the Committee for discussion. The Committee had comments noting the detail showed a handrail that was not there; that the railings should not be called out as matching the existing historical railings; and asking what the concrete finish would be and suggesting matching it as close as possible to the wainscot. The Committee Members were not in agreement about the design of the ramp. One Committee Member thought it looked too modern and asked for a way to mitigate the angularity which added to the busyness of the ramp. The other two Committee Members thought it was a simple design and it did not call attention to itself. Committee Member Wheeler made a motion to approve DRC No. 4810 -15, St. John's Lutheran Church Ramp, based on the findings and conditions listed in the Staff Report, and with the additional condition: The finish of the vertical concrete surface on the sides of the ramp match the finish of the existing church concrete wainscot.
