Chair Imboden opened the Administrative Session at 5 :1 O p.m.
Chair Tmboden inquired if there was any Policy or Procedural information_ Jennifer Le, Senior
Planner advised that the DRC meeting of _lanuary 7, 2015, might Be canceled due to lack of items_
Ms_ Le stated that she was aware of the concerns that the Committee members had regarding the
review process and penalties outlined in the Municipal Codc for unpermitted demolitions.
Ms_ Le offered the DRC the opportunity to agendize an item for a future Administrative Session to
discuss their concer and provide feedback. 'The Committee expressed interest in agendizing this
discussion_
Ms. Le advised that it was important to stay on point at this meeting when discussing the Carpenter
Service Porch item and focus on the reconstruction design, and whether or not it complies with the
Secretary of Interior standards_
The Committee Members reviewed the meeting minutes from the Design Review Committee
meeting of December 3, 2014_
Committee Member Wheeler made a motion to close the Administrative Session of the Design
Review Committee meeting.

Matt Kohlenburger, landscape architect, was present to answer questions and concerns of the Design
Review Committee.
Chair Imboden opened the item to the Committee for discussion. The Committee asked the applicant
detailed questions regarding the depth of the trellis beams, the manner in which the light fixtures
would be attached to the beams, and how the conduit would be concealed.
Committee Member Carol Fox made a motion to approve DRC 4687 -13 based on the findings and
conditions listed in the Staff Report, with the following conditions.
• The light fixture shall be painted to match the trellis beams.
• The depth of the light fixture shall not be greater than the depth of the beams.
• The conduits shall be run between the beams.

(4) DRC No. 4775 -14 — Carpenter Service Porch
• A proposal to reconstruct a demolished rear service porch on a contributing building in the

Marissa Moshier, Associate Planner - Historic Preservation, presented a project overview consistent
with the Staff Report.
Public Comments
Chair Imboden opened the item to the Public for comments.
Jeff Frankel, Old Towne Preservation Association, stated that there needs to be clarification
regarding the unpermitted demolition, the partial construction of the new addition, and penalties in
the Demolition Review Ordinance. Mr. Frankel asked about the application of a categorical
exemption under CEQA and requested a continuance.
Chair Imboden stated that the project before the Committee was the reconstruction of the service
porch and requested that staff clarify the applicability of CEQA to the unpermitted demolition.
Jennifer Le, Senior Planner, provided an explanation of the purpose and intent of CEQA and its
applicability to the prior unpermitted demolition and the reconstruction before the DRC.
Ms. Le indicated that the purpose of CEQA is to inform decision makers of a project's impact to the
environment prior to their making a decision on the project. The prior unpermitted demolition was
performed without City approval and was never before the DRC for consideration. As such, CEQA
would not apply. There is no avenue in CEQA for retroactive environmental review of a prior
unpermitted activity. There are penalties outlined in the OMC for unpermitted demolitions. The
decision to enforce penalties is made by the City Attorney in consultation with the Community
Development Director and is not subject to CEQA.
Since the porch reconstruction is the activity before the DRC, Staff has determined that the porch
reconstruction is consistent with the Secretary of Interior's standards and is exempt from CEQA.
Michael Williams, applicant, Cross Design & Construction, was present to answer questions and
concerns of the Design Review Committee.
Chair Imboden opened the item to the Committee for discussion. The Committee asked the applicant
questions regarding the height and pitch of the roof related to Title 24 energy calculations and reuse
of historic materials.

Committee Member Craig Wheeler made a motion to approve DRC 4775 -14 based on the findings
and conditions listed in the staff report, with the following additional condition:
• If the roof must be taller or at a different pitch than what is shown on the drawings, the
project shall come back to the Design Review Committee for review.

New Agenda items
(5) DRC No. 4764 -14 - The New Home Company ( Marywood Site)
• The applicant proposes to construct 40 new detached two -story single - family residences at
the former Marywood Pastoral Center for the Diocese of Orange

Robert Garcia, Senior Planner presented a project overview consistent with the Staff Report.
Public Comments
Chair Imboden opened the item to the Public for comments.
James Reese and Hugh Devaney, addresses on file, stated that they did not receive enough notice
regarding this meeting or the project. They wanted to know how and where they could get more
information. They also expressed concern about grading, construction dust and views.
Staff explained that this is only a Preliminary Review without any formal action taken. The City
will notify the public, as required, and there will be additional opportunities for the public to
comment on the project once a full submittal is received. More information is available from City
Staff.
Dave Kosco, Architect, and Douglas Woodward, The New Home Company, were present to answer
questions and concerns of the Design Review Committee.
Chair Imboden opened the item to the Committee for discussion of the architectural design, the
different proposed floor plans and the five architectural styles. The Committee encouraged the
Applicant to stay cohesive to the neighborhood, and reduce the number of styles, and do different
variations on those two styles. The DRC encouraged the Applicant to group similar architectural
styles together to give an eclectic but not chaotic feel. The DRC reacted positively to the Americana
and Cottage styles and discouraged the Bungalow and the Regency styles. The Committee also
discussed the massing and scale of the homes. The DRC encouraged the Applicant to incorporate
raised front porches or other similar front entry design, to carry the windows and architectural details
from the front elevations to the sides and rear and show details in future submittals, and to use
landscaping, walls and window placement to address privacy concerns internal to the development,
as well as for existing neighbors down slope. The Committee reviewed the space of the driveways,
and discussed the landscape and the aesthetics. The DRC encouraged the Applicant not to locate
driveways next to each other where possible, to include more landscaping throughout (particularly in
rear yards and on downslopes), to incorporate landscape parkways along streets, and to create a
consistent neighborhood streetscape theme. The DRC discussed the use of brick and other materials
from the Marywood structures at the front entry of the proposed development, and encouraged them
to consider the stylistic relationship to the proposed development.
The Applicant offered to provide information to Staff re: a tour of the Applicant's Trevi and Amelia
neighborhoods in Orchard Hills in Irvine.
This was a Preliminary Review. No Action was taken.
