Glassell Street, Plaza Historic District • Staff Contact: Marissa Moshier, (714) 744 -7243, mmoshierkcityoforange.org • DRC Action: Recommendation to Planning Commission • Associated Applications: CUP 2949 -14 Marissa Moshier, Associate Planner, presented a project overview consistent with the Staff Report. Public Comments Dara Maleki, Ramisons, LLC; Dan Riley, Architect; and Melissa Morgan, Designer, were present to answer questions from the DRC. Chair Imboden opened the item to the Committee for discussion. The Committee discussion focused primarily on the proposed design of the storefront and rear elevation. Key issues included: • Accuracy of the proposed drawings and renderings. Each proposed element should be fully dimensioned. • Compatibility of the recessed storefront and the sidewalk fenced area with the Plaza Historic District. In general, the DRC did not consider there to be sufficient evidence of a recessed storefront historically in this location to justify the recessed storefront as proposed. If the applicant chooses to return with a proposal for a recessed storefront, the DRC requested additional documentary evidence of the historic condition of the storefront and additional details of the proposed storefront and fence. • Potential alternatives to provide outdoor seating while maintaining the appearance of a storefront at the building face, including removing the storefront glazing and retaining the existing bulkhead. • Proposed treatment of the rear elevation, including the size of the carriage doors, the method for infilling the area around the proposed carriage doors, the condition and finish of the brick under the existing stucco, and the treatment of the parapet at the rear elevation. • Potential to enliven the area at the rear with hardscape or landscape treatments or additional interface between the restaurant interior and exterior. • Proposed colors and materials for the storefront, rear elevation, lighting and signage Committee Member Fox made a motion to continue DRC 4753 -14 based on the discussion of the issues presented in the staff report, the issues discussed by the DRC, and with the following recommendations: City of Orange — Design Review Committee Final Meeting Minutes for August 26, 2014 Page 3 of 4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 • The applicant should consider the compatibility of the storefront design, sidewalk fenced area, and rear elevation with the Historic District. The proposed storefront design does not appear to be compatible with the Historic District due to the removal of the bulkhead, recess of the storefront and fencing on the sidewalk. The applicant should consider alternatives that retain the appearance of the storefront while accommodating outdoor seating. • The applicant should revise the proposed rear elevation to show the extent of the existing historic brick, the sizes of the proposed openings, and the infill of the opening around the carriage doors with materials that are compatible with, but differentiated from, the historic brick. • The applicant shall provide a color and materials board and revised renderings to reflect the proposed design.
