The Committee Members reviewed the meeting minutes from the Design Review Committee meeting of May 7, 2014. Committee Member Fox made a motion to close the Administrative Session of the Design Review Committee meeting. CONSENT ITEMS: Committee Member Wheeler made a motion to approve the minutes of May 7, 2014 from the Design Review Committee, as corrected during the discussion at the Administrative Sessions. City of Orange — Design Review Committee Final Meeting Minutes for May 21, 2014 Page 3 of 6 NEW AGENDA ITEMS: (2) DRC No. 4687 -13 — AVONTI SALON FINAL LANDSCAPE PLAN • The applicant has submitted the final landscape plans for review and approval in compliance with Conditions of Approval for DRC No. 4687 -13. • 206 West Almond Avenue, Old Towne Orange Historic District • Staff Contact: Anna Pehoushek, (714) 744 -7228, apehoushekkeit oforange.org • DRC Action: Final Approval Anna Pehoushek, Staff Contact, presented a project overview consistent with the Staff Report. Public Comments: None Richard Gall, Applicant, was present to answer questions and concerns from the DRC. Chair Imboden opened the item to the Committee for discussion. There was extensive discussion about the proposed planting plan, hardscape, trash enclosure and parking lot lighting. Key issues included the following: • The container size and height of palm trees in the parking lot and potential pedestrian hazards. • The feasibility of certain planting locations due to planter size or existing wall footings. • The need for more detail to be provided about hardscape materials. • The choice of hardscape and walkway material in relation to site materials and the City's Old Towne sidewalk concrete color and finish. • The lack of information on the plans about concrete scoring. • The appropriateness of the concentrated planting of palm trees in the front yard area, with respect to planting space and Old Towne context. • The relationship and appropriateness of a taller hedge with, and along, the Olive Street frontage and adjacent neighborhood. • The style of the parking lot light fixture in relation to the historic architectural style of the primary structure, and light impacts to adjacent residences. • The height, placement, and orientation of the walkway pillars at the Olive Street walkway. • The need for a trellis or some type of substantial support element for the Wisteria along the west property line, and potential impacts to the chain link fence on the west property line. • The need for clearer representation of plant symbols on the plan, and confirmation that all plant symbols on the plans have a corresponding reference in the legend. • The size and visibility of the patio on the east side of the structure. Committee Members indicated that the plans should be revised to address the following: • A 42" maximum pillar height within the City's required corner cut off, and that the pillar material be natural river rock. City of Orange — Design Review Committee Final Meeting Minutes for May 21, 2014 Page 4 of 6 • That concrete similar to the City standard Old Towne concrete formula and finish be used for walkway areas. • That the concrete joints and scoring patterns be shown. • The adequacy of planting area width for plant growth. • Alternative support be provided for Wisteria, other than the chain link fence and tree stakes, and is Wisteria appropriate here. • That the location of wall footings be investigated to determine potential planting conflicts. • The height and spread of the palms in the parking lot should be examined for vehicle and pedestrian conflicts. The palms should be located on the parking stripe lines rather that in front of the parking spaces. • That boxwood cones in different irrigation zones which will grow in a different way. • Identify the rear set back material on the south side of the new addition. • The trunk height of the palms should be greater in the parking lot area, and container sizes be verified in relation to identified trunk height. • That the drawings be more legible, and that the legend match the planting symbols on the plans. • The finish of the trash enclosure should be smooth - finish stucco, and planted with a vine. • The manner in which the structure of the trellis base will be connected to the ground to avoid visible exposed hardware. • Moving the curbs to the wheel stop locations, so there is more planting area. • Addition of a mow strip at the bottom of the patio steps to provide a transition from the steps to the grass. • The use of simplified down -lit style parking lot light fixtures. • The north entry should be consistent with the approved plans. • Addition of a planting area next to the historic stone stairs facing on the southeast stair of the historic building. • Indicate the location of permeable pavements. • Show the face treatment of the new concrete elements facing the parking lots, and provide exterior elevation of the ramp in relation to the elevation of the west side of the historic structure. • The location of the trellis posts relative to the walkways with respect to pedestrian flow and alignment with other site features. • The palm trees may not be compatible for Old Towne. • The patio hedge screening as it relates to the Olive Street sideyard, exposure of historic building, and neighborhood context. • Tree choice in relation to stated objective of creating shade for the new site as palm trees won't provide the shade that seems to be desired. • There is a question of the layout of the palms especially its formal in some areas and informal in others. • The location of the Night Blooming Jasmine with consideration of its mature size and growth habit. • Tree and parking lot light standard conflicts. • The use of a simplified railing style for stair and ramp areas that does not compete with the historic architectural style of the structure, and is suitable for a slanted installation. • Locate guard rail on plans. • Provide more information about the fountain.
