Chair Imboden opened the Administrative Session at 5:02 p.m. Chair Imboden stated there was no Policy or Procedural information. Ms. Pehoushek noted the distribution of revised meeting agenda. The Committee Members reviewed the meeting minutes from the Design Review Committee meeting of 3 -5 -2014. Chair Imboden made a motion to close the Administrative Session of the Design Review Committee meeting. PUBLIC PARTICIPATION: Opportunity for members of the public to address the Design Review Committee on matters not listed on the Agenda. Old Town Preservation Association, Jeff Frankel, spoke on the importance of having more detailed information of the Design Review Committee minutes. CONSENT ITEMS: Committee Member Fox made a motion to continue the minutes from the Design Review Committee meeting of 3 -5 -2014, to incorporate a summary of feedback on the Culver House proposal into the minutes to be more informative and useful to the applicant, and brought back to DRC at a later date, as well as the corrections that were discussed during the Administrative Sessions. City of Orange — Design Review Committee Final Meeting Minutes for March 19, 2014 Page 3 of 7 AGENDA ITEMS: Continued Items: None 2) DRC No. 4518 -10 — POMEROY DUPLEX • A proposal to rehabilitate, construct an addition to an existing single family residence identified as a contributor to the Old Towne historic district and construct a new 2 -story unit. • 468 N. Olive Street • Staff Contact: Anna Pehoushek, 714 - 744 -7228, apehoushek @cityoforange.org • DRC Action: Final Approval (note: the originally requested Conditional Use Permit for 2- story height is no longer needed due to design changes) Anna Pehoushek, Principal Planner, presented a project overview consistent with the Staff Report. Public Comment Jeff Frankel, representing the Old Town Preservation Association (OTPA) address on file, was present in support of this project. He also stated that OTPA disapproved the use of stucco. Leason Pomeroy, Applicant, was present to comment and answer any questions from the DRC regarding this project. Chair Imboden opened the item to the Committee for discussion. Committee Member Wheeler made a motion to approve DRC No. 4518 -10 in accordance with the staff findings and conditions of the staff report and with the following additional conditions: • That the CMU wall in the rear setback be either removed or relocated. If the design calls for relocation, the change will be brought back to the DRC as part of the landscape plan prior to the issuance of building permits. • That the DRC approves "proposed" site plan rather than the "alternate" site plan shown on Sheet 1. • That the wall shown in the front yard area be removed. • That the rear unit has exposed rafter tails in the traditional matter with respect to size, projection, and spacing. • That the final landscape plan return to the DRC, together with details showing the construction of the front porch to indicate how the posts are structurally detailed. • That the roof design at the hyphen between the existing front unit and the addition to the front unit be revised to use a gabled roof. • The DRC suggested that the architect consider adding some sort of a porch roof at the entry to rear unit. Cambridge Street • Staff Contact: Marissa Moshier, 714- 744 -7243, mmoshier @cityoforange.org • DRC Action: Final Approval Marissa Moshier, Contract Planner, presented a project overview consistent with the Staff Report Public Comments: Jeff Frankel, Town Preservation Association (OTPA), address on file, was present in support of the project. Kyle and Susie Leingang, Applicants, were present to comment and answer any questions from the DRC regarding this project. Martin Harvey, Designer, was present to answer any questions from the DRC regarding this project. Chair Imboden opened the item to the Committee for discussion. Craig Wheeler made a motion to approve DRC 4716 -13 the Leingang residence in accordance with the findings and conditions of the staff report with the additional conditions as follows: • That the drawings show the traditional framing methods for the exposed barge which does not use flat outlookers but instead is framed as typically done in Old Towne. • That the applicant add outlooker beams to the rear elevation to match the outlooker beams in size and extension of the other elevations. • That the exposed rafters on the addition match the dimensions and spacing of the exposed rafters on the historic building. Walnut Avenue / 450 N. Center Street • Staff Contact: Lucy Yeager, 714 - 744 -7239, lyeager @cityoforange.org • DRC Action: Preliminary Review Lucy Yeager, Contract Planner, presented a project overview consistent with the Staff Report. Public Comments: Jeff Frankel, Town Preservation Association (OTPA), address on file, was present to comment in favor of the project. Chair Imboden opened the item to the Committee for discussion. Kris Olsen, Chapman University, was present to comment and answer questions regarding this project. Ken Ryan and Mark Hickner, KTGY Group, were present to answer questions regarding this project. Gail Bouvrie, Design Architect, was present to answer questions regarding the design of this project Todd Bennet, Landscape Architect, was present to answer questions regarding the landscape materials and details of this project Parrish Dyer, Project Management consultant, was present to answer questions regarding the project Tom Ruzika, Lighting Consultant was present to answer questions regarding all exterior lighting associated with proposed project. Warren Williams, DRC Engineering, was present to answer questions regarding this project. Committee Member Wheeler summarized discussion comments, in behalf the committee regarding DRC No. 4723 -14. • Concern about scale and overall massing. • Concern about length of the mass and unbroken roof line. • Concern about amount of brick and metal proposed - may be too much. • Concern about ends of the building - roof in particular is too high at the entries. • Height concerns, in regards to the tensile roof. • Landscape should be proportionate to the building scale, and soil support should be adequate for the size of the landscaping. • Visibility relative to planting in planters - follow up with Police requested. City of Orange — Design Review Committee Final Meeting Minutes for March 19, 2014 Page 6 of 7 • Supportive of bio- retention concept- wanted to explore extending to the parkway - if City is in support. • Shade tensile roof commentary - will it achieve the desired objectives and the DRC does not want the Center Street residents to be able to see it. • Potential impacts to Center Street residences due to scale, bulk and mass. • Look for opportunities to articulate the building with a stronger break in the center - may be as simple as material changes. • Lighting - the booklet/schedule and the plans need to be consistent. The item was presented for preliminary review; therefore, no action was taken.
