RES-10906 Loyal Service Appreciation For Yolanda MorenoRESOLUTION NO. 10906 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO YOLANDA MORENO, LIBRARY SERVICES DIRECTOR AND COMMENDING HER FOR NEARLY 38 YEARS OF LOYAL AND DEDICATED SERVICE TO THE CITY OF ORANGE. WHEREAS, Yolanda "Yo" Moreno began her career as a Librarian I on March 1978, assisting in the opening of the newly constructed El Modena Branch Library. Little did she know that this would lead her to a life -long Library career that spanned nearly 38 years with the City of Orange, promoting through the organization to Librarian II, Senior Library Manager -El Modena Branch, Adult Services Supervisor -Main Library, Library Services Manager and finally to Library Services Director in 2009; and WHEREAS, through her years of service, Yo has seen many changes, and through her efforts she helped Orange Public Library evolve from the days of the card catalog to a modern twenty -first century library with sophisticated technology. She has worked at, and managed all three library facilities and has overseen many of its changes through the years. Further, Yo has worked extensively to ensure that the proud history of the Spanish speaking community is reflected in the library's extensive local history collection; and WHEREAS, Yo earned three hard hats for her Project Management leadership role in three construction and renovation projects: Main Library was renovated in 1998 including an Information Technology Center with high -speed Internet access. Taft branch was renovated in 2002, adding an Information Technology Center, as well as additional public seating; and in 2007 the expansion of the Main Library and History Center, which went from 17,000 sq. ft. to 45,000 sq. ft.; and WHEREAS, Yo has been the "Library Budget Manager Extraordinaire" for the last 21 years looking for ways to stretch and enhance resources to enable staff to continue to provide excellent library service during the County's bankruptcy, the recessions of the early 1990's and 2000's and more recently through the Great Recession that hit in 2007 just as the newly expanded Orange Public Library & History Center re- opened its doors, and WHEREAS, in 2012, Yolanda collaborated with her Management Team to create a new library service delivery model that expanded library hours of operation to 6 days a week. Yo had the vision to develop and implement a cross - training program for staff at all levels that ensured the success of the new library service delivery model across the organization which became known at City Hall as the "Moreno Shuffle," and WHEREAS, Yo served as the Vice President of the City's first Toastmaster's group, and in 2007 she was honored as the Manager of the Year from the National Management Association. Yo is a long standing member of the American Library Association, and a member of REFORMA which is a national association of Spanish speaking librarians. She worked with her counterpart Library Directors to reform the Santiago Library System which is recognized by the California State Library as a cooperative of public libraries in Orange County; and WHEREAS, Yo has been a valuable member of the City of Orange Executive Management Team working hard to foster a high level of teamwork and cooperation across all departments. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Orange, expresses sincere appreciation to Yolanda Moreno for over 37 years of service and commitment to the City of Orange Community. We sincerely extend best wishes for a happy and fulfilling retirement to Yolanda as she will enjoy reading more, doing some gardening, and spending more time with her family; especially with her two -year old granddaughter Mila. Yolanda Moreno, your contributions to the Orange Public Library will become part of the City's rich 127 year history. ADOPTED this 10 day of November, 2015 Teresa t.
