RES-10996 Loyal Service of Rebecca Becky SernaRESOLUTION NO. 10996 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE RECOGNIZING REBECCA BECKY" SERNA FOR SIXTEEN YEARS OF LOYAL SERVICE TO THE CITY OF ORANGE AND THE HUMAN RESOURCES DEPARTMENT. WHEREAS, After serving more than 14 years with the Administrative Office of Affirmative Action and Employee Relations within the County of Orange, and nearly 7 years with the Santa Ana Police Department, Rebecca P. Serna began her employment with the City of Orange on January 22, 2001, as an Administrative Secretary in the Personnel Services Department, and was later reclassified to the position of Executive Assistant within the Human Resources Department; and WHEREAS, Rebecca was instrumental in providing information for the pre - employment background process as a Background Investigator for many City of Orange employees, offering them excellent customer service during their pre- employment process, including employee benefits relating to their work status, being instrumental in the development and implementation of the City's identification badge system which enhanced security in City buildings, and administering bilingual testing for all City employees to benefit City residents; and WHEREAS, Rebecca's departmental responsibilities included delivering excellent customer service to City of Orange residents and City of Orange employees, preparing all necessary paperwork for Human Resources Department staff including Personnel Action Forms and Annual Performance Evaluations for her staff, training new staff in correct office procedures and protocol, participate in the preparation of the Department budget, performing financial and accounting- related duties, serving on many City and Department committees, and, above all, offering complex administrative and confidential support to the Department Director Steven V. Pham; and WHEREAS, Rebecca and her husband Marc share in their love of classic cars and participate in and have won many prizes, trophies and plaques with their 1948 Chevrolet Fleetline, 1954 Chevrolet Convertible, and 1959 Chevrolet Impala at the Orange Plaza Car Shows and many other car events; and WHEREAS, Rebecca is a proud 4th generation Latina who was born and raised in Orange, and is most proud of her family's contributions to the City of Orange's heritage with the participation of her parents and family in establishing deep roots and traditions in the City's agricultural farming community of El Modena for many decades; and WHEREAS, Rebecca's favorite things include the color red, pretty bows, polka dots, leopard prints, high heels, vintage purses and jewelry that added to her impeccably stylish clothing and demeanor that complimented her office persona; and WHEREAS, Rebecca is warmly congratulated for an illustrious career of 36 years in public service and will be sincerely missed by her fellow Human Resources staff and City family, but wish her many happy years with her beloved husband "Mijo " Marc, her mother and family, their American Bulldog Mix dogs Darla and Spanky, whom they love and adore and provide a safe and loving home. NOW, THEREFORE, I, Teresa "Tita" Smith, Mayor of the City of Orange, on behalf of the entire Orange City Council wish to recognize Rebecca Serna for sixteen years of dedicated service to the City of Orange, and an overall 36 years of public service.
