A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING TEMPORARILY
CLOSING SECTIONS OF PUBLIC STREETS FOR
APPROVED SPECIAL EVENTS.
W IEREAS, Vehicle Code Section 21101(e) authorizes cities to close portions of streets
for celebrations and local special events when, in the opinion of the City Council, the closing is
necessary for the safety and protection of persons who are to use that portion of the street during
the temporary closing; and
WHEREAS, the Community Services Department and the Orange International Street
Fair, Inc. have requested temporary street closures to accommodate several special events in the
streets.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Orange as
follows:
3''d of Julv Celebration:
Section I•
That Walnut Avenue be closed from North Prospect Street to Grijalva Park and that
McPherson Road be closed from East Pearl to Grijalva Park 9:00 A.M. to 11:00 P.M. —
Wednesday, July 3, 2019.
Section II•
That before said closure shall occur,the City of Orange Community Services Department,
with assistance from Orange Police and Public Works Departments, shall provide all signing,
barricades, and traffic control necessary for the closure acceptable to the City.
Section III•
That before said closure sha11 occur,the City of Orange Community Services Department
shall notify area businesses, residents, and HOA's of the event, temporary street closure, and
secondary access point in accordance with the Police Department's directions.
ORANGE INTERNATIONAL STREET FAIR,INC.:
Section I•
That Chapman Avenue,be closed from Lemon Street to Grand Street and that Glassell
Street be closed from Almond Avenue to Maple Ave ue from 7:00 P.M. Thursday—August 29,
2019,thru 6:00 A.M. Monday—September 2, 2019.
Section II•
That before said closur.e.shall occur,.C?range Iriternational Street Fair,Inc. shall comply with
all terms and conditions pertaining to a preapproved Agreement.
Section III•
That Orange International Street Fair, Inc. shall notify area residents and businesses of the
event and temporary street closure in accordance with the conditions pertaining to the preapproved
Agreement.
TREATS IN THE STREETS AUTUMN FESTIVAL—CITY OF ORANGE COMMUNITY
SERVICES:
Section I•
That the southeast quadrant of the Plaza be closed from 5:00 A.M. to 11:30 P.M. —
Thursday, October 24, 2019.
Section II•
That Chapman Avenue be closed from Lemon Street to Grand Street and that Glassell
Street be closed from Almond Avenue to Maple Avenue from 1:00 P.M. to 11:30 P.M. Thursday,
October 24, 2019.
Section III•
That before said closure shall occur,the City of Orange Community Services Department,
with assistance from Orange Police and Public Works Departments, shall provide all signing,
barricades, and traffic control necessary for the closure acceptable to the City.
Section IV•
The City of Orange Community Services Department shall notify area residents,
businesses, and OCTA of the event and temporary street closure and parking removal in
accordance with the Police Department's directions.

VETERAN'S TRIBUTE—CITY OF ORANGE COMMUNITY SERVICES:
Section I•
That Atchison Street from Chapman Avenue to Maple Avenue be closed from 10:00 A.M.
to 5:00 P.M. Monday—November 11, 2019.
Section II•
That before said closure shall occur,the City of Orange Community Services Department,
with assistance from Orange Police and Public Works Departments, shall provide all signing,
barricades and traffic control necessary for the closure acceptable to the City.
Section III:
The City of Orange Community Services Department shall notify Ruby's Diner and OCTA
of the event and temporary street closure and parking removal in accordance with the Police
Department's directions.
TREE LIGHTING CEREMONY & CANDLELIGHT PROCESSION — CITY OF
ORANGE COMMUNITY SERVICES:
Section I•
That the northeast quadrant of the Plaza be closed from 3:00 A.M. Sunday—December 8,
2019, until 10:00 A.M. Monday—December 9, 2019.
Section II•
That Chapman Avenue be closed from Lemon Street to Grand Street and that Glassell
Street be closed from Almond Avenue to Maple Avenue from 3:00 A.M. — 11:30 P.M., Sunday,
December 8, 2019.
Section III•
That before said closure shall occur,the City of Orange Community Services Department
with assistance from Orange Police and Public Works Departments shall provide all signing,
barricades, and traffic control necessary for the closure acceptable to the City.
Section IV:
The City of Orange Community Services Department shall notify area residents,
businesses, and OCTA of the event and temporary street closure and parking removal in
accordance with the Police Department's direction.

ORANGE PLAZA CAR SHOW—ROTARY CLUB OF ORANGE PLAZA:
Section I•
That Chapman Avenue be closed from Lemon Street to Grand Street and that Glassell
Street be closed from Almond Avenue to Maple Avenue from 4:00 A.M. to 6:00 P.M. Sunday—
April 14, 2019 and April 19, 2020.
Section II•
That before said closure shall occur Rotary Club of Orange Plaza shall comply with all
terms and conditions pertaining to a preapproved Agreement.
Section III•
That Rotary Club of Orange Plaza shall notify area residents and businesses of the e ent
and temporary street closure in accordance with the conditions pertaining to the preapproved
Agreement.
