RES-11199 Holiday Closure Years 2020 thru 2022RESOLUTION NO. 11199 A RESOLUTION OF THE CITY COUNCIL OF TIIE CITY OF ORANGE REGARDING THE 2020, 2021, AND 2022 WINTER HOLIDAY CLOSURE. WHEREAS, most benefited, full-time City employees are provided with one-half day of paid holiday leave on Christmas Eve (December 24, 2020), one full day of paid holiday leave on Christmas Day (December 25, 2020, 2021, and 2022), and one full day of paid holiday leave on New Year's Day (January 1, 2021, 2022 and 2023) per their respective Memoranda of Understanding; and WHEREAS,the City Council wishes to express its sincere appreciation to City employees for their dedicated service to the City and its citizens throughout the yeaz; and WHEREAS,the City Council recognizes the value of time spent with families during the holiday season; and WIIEREAS, the City will experience a slight reduction in its unfiinded paid leave accmed liability by requiring employees to use their own accrued paid leave times to cover these proposed days off; and WII REAS, the City has met and conferred with all affected bargaining groups; and WHEREAS, the CiTy Council wishes to effectively accommodate time-off requests by City employees during the holidays. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Orange does hereby grant the following: Notwithstanding public safeTy and other emergency call-out services, City facilities will be closing at 12:00 p.m. on Thursday, December 24, 2020 through Friday, January 1, 2021. The CiTy will retiun to full service on Monday, January 4, 2021; and Notwithstanding public safety and other emergency call-out services, City facilities will be closed at 530 p.m. on Thursday, December 23, 2021 through Friday, December 31, 2021. The Ciry will retum to full service on Monday, January 3, 2022; and Notwithstanding public safety and other emergency call-out services,City facilities will be closing at 5:30 p.m. on Thursday, December 22, 2022 through Monday, January 2, 2023. The City will return to full service on Tuesday, January 3, 2023; and The Orange Public Library & History Center (Main Library) will be closing effective 2:00 p.m. on Thursday,December 24,2020 and will re-open at 10:00 a.m. on Sahuday, January 2, 2021. The Taft and El Modena branch libraries will be closing effective 7:00 p.m. on Wednesday, December 23,2020,and will re-open at 1:00 p.m. on Saturday, January 2, 2021; and The Main Library will be closing effective 6:00 p.m. on Thursday, December 23, 2021 and will re-open at 10:00 a.m. on Monday, January 3, 2022. The Taft and El Modena branch libraries will be closing effective 6:00 p.m. on Thursday, December 23, 2021, and will re-open at 2:00 p.m. on Monday, January 3, 2022; and The Main Library will be closing effective 2:00 p.m. on Saturday, December 24, 2022 and will re-open at 10:00 a.m. on Tuesday, January 3, 2023. The Taft and El Modena branch libraries will be closing effective 6:00 p.m,on Friday,December 23, 2022, and will re-open at 2:00 p.m. on Tuesday, January 3, 2023; and City employees will be required to utilize their own accmed paid leave hours (i.e., vacation, compensatory time, holiday compensatory time, administrative leave, TRP, and/or floating holiday) (36 hours for 2020, 36 hours for 2021, and 35 hours for 2022), or unpaid time if elected, to cover the holiday closures.
