A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING THE SUBMITTAL
OF A GRANT APPLICATION TO THE CALIFORNIA
TRANSPORTATION COMIVIISSION FOR FUNDING
FOR SIGNAL SYNCHROIVIZATION PROJECTS
UNDER THE 2020 SOLUTIONS FOR CONGESTED
CORRIDORS PROGRAM.
WHEREAS, on April 28, 2017, the Govemor signed Senate Bill I, the Road Repair and
Accountability Act of 2017. SB 1 created the Solutions for Congested Corridors Progam (the
Program") to fund projects that make specific performance improvements and are part of a
comprehensive corridor plan designed to reduce congestion in higlily traveled comdors by
providing more transportation choices while preserving the chazacter of the local community and
creating opportwuties for neighborhood enhancement projects; and
WHEREAS,the California Transportation Commission developed the 2020 Solutions for
Congested Corridors Program Guidelines; and
WHEREAS, the Orange County Transportation AuthoriTy ("OCTA"), as an eligible
applicant, has applied for $4,500,000 in Program funding for the Glassell Street Signal
Synchroniza6on Project SB 1 (the "ProjecY') in collaboration with the City of Orange; and
WHEREAS, the Project is determined to be an eligible project under the Program
Guidelines; and
WHEREAS, the signal synchronization component of OCTA's comprehensive
transportation funding program is known as "Project P"; and
WHEREAS, OCTA will implement the Project and requires the City of Orange to adhere
to its Project P Guidelines for developing and delivering scopes of work and defining roles for
local agencies; and
WHEREAS,the City of Orange will not use the Program funds to supplant developer fees;
and
WHEREAS, the Progam will not fund cost increases to an eligible project and any cost
increases shall be funded by the implementing agency; and
VVFIEREAS, the City of Orange has adopted a Local Signal Synchronization Plan
consistent with the Regional Traffic Sigial Synchronization Master Plan as a key component of
local agencies' efforts to synchronize tr c signals across local agencies' boundaries.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the CiTy of Orange
that:
1. The City of Orange will follow requirements outlined in the California Transportation
Commission Program Guidelines and SB 1 Accountability Guidelines.
2. The CiTy of Orange will provide matching funds to OCTA for the Project in the amount
of$60,000.
3. The City of Orange has the ability to absorb any cost overruns to allow OCTA to deliver
the Project with no additional funding from the Program.
4. The City of Orange will ensure the Project is consistent with Project P Guidelines and
will follow the Project P Guidelines.
