The City Council of the City of Orange, California, convened an Adjourned Regular Meeting at
8:45 p.m. on May 14, 2013, in the Weimer Room, 300 E. Chapman Avenue, Orange, California.

8. REPORTS FROM CITY MANAGER
8.1 Update on the proposed FY 2013 -14 budget and Capital Improvement Plan.
Rick Otto, Assistant City Manager, reviewed a power point presentation, outlining the status of
the current year budget and projections for the FY 2013 -14 budget. Current year projections
show General Fund revenue at $93.2 million which is 5.3% over the budgeted amount. Current
year expenditures are projected at $91.0 million with revenues exceeding expenditures by $2.2
million.
Mr. Otto further stated that the FY 2013 -14 projections for revenue are $91.8 million which
represents a 1.6% decrease from the current budget due to one -time disbursements from the close
out of the Redevelopment Agency. Expenditures for FY 2013 -14 are projected at $91.7 million.
Councilmember Whitaker asked staff to make sure the Emergency Medical Services fund
remains a distinct line in the budget to insure accountability for these funds.
Mayor Smith asked staff to make sure no potential fees are missed from the EMS procedures.
Fire Chief, Pat Dibb, explained that recovery rates on EMS fees run approximately 70% in
Orange. Statewide averages also run approximately 70 %. Chief Dibb indicated that a new
electronic billing system is being implemented and should be ready by the end of summer.
Mayor Smith asked if the Ruby's Restaurant property was an RDA property. Mr. Otto responded
yes.
Councilmember Whitaker reminded staff that the State might not be finished taking RDA money
or properties. The City has $22.4 million in reserved funds.
Director of Public Works, Joe Defrancesco, reviewed the seven year Capital Improvement Plan.
127 projects are proposed for the seven year period. For the current year there are 32 new
projects and 96 projects that are a continuation of previously approved projects.
Councilmember Whitaker reminded staff that with the loss of the RDA, the City will lose a
funding source for CIP projects.
Mayor Smith asked staff to complete the Santiago Bike Trail project and to get funding for the
Old Town Lighting project. She mentioned that the community is very happy with the Pavement
Management Plan.
Councilmember Whitaker asked what the City of Orange current unfunded liability is for PERS.
Mr. Otto responded that using the market value approach the amount is $137 million.
Mayor pro tem Murphy mentioned that he was surprised at how much the Cities staff have given
back to help balance budgets over the past few years. He mentioned the City needs to look for
ways to increase revenue and thanked staff again for the deal made with Chapman University for
the replacement income agreement, discussed at tonight's regular City Council meeting.

Councilmember Whitaker echoed Mayor pro tem Murphy's comments and thanked staff for
pulling together.
Mayor Smith also thanked staff for their hard work.

The City Council adjourned at 8:50 p.m.to its Closed Session of Tuesday, May 14, 2013 in the
Council Briefing Room.
Declaration of Chief City Clerk, Robert Zornado, declaring posting of the City Council Agenda
of a Study Session on May 14, 2013 at Orange Civic Center kiosk, Police Facility at 1107 North
Batavia, and Orange Public Library at 407 N. Chapman; all of said locations being in the City
of Orange and freely accessible to members of the public at least 72 hours before
commencement of said Study Session.
